We’re making biking better in the state of Washington through funding local bike projects, supporting pro-bike policies and legislation at the local and state levels and highlighting great hometown routes on Ride Spot. In August 2019, we helped pass Prop. 1 in King County, funding parks, recreation, trails and open space throughout the county.

In the 2024 general election, PeopleForBikes’ VoteForBikes campaign tracked 30 bike-related measures on state and local ballots across the country. Out of a possible $33 billion available on November ballots, voters approved an impressive $26 billion in funding to support paved and off-road bicycle infrastructure projects. Combined with $1.4 billion approved in earlier elections, VoteForBikes supported a total of $27.4 billion for better biking nationwide in 2024!

Nearly 60% of the approved funding, totaling $16 billion, will go towards projects largely focused on the construction and improvement of safe places to ride including protected bike lanes, bike network expansions, street safety upgrades, and traffic calming improvements. The remaining $11.4 billion will fund the construction and maintenance of off-road trails and the acquisition and management of open space that supports and increases recreation opportunities.

Voters in the Evergreen State successfully voted against this harmful measure to protect critical funding for transformative multi-modal transportation infrastructure. Funding from the 2021 Climate Commitment Act (CCA), Washington’s cap-and-invest program designed to reduce greenhouse gas emissions, will continue to be available. This program funds the Move Ahead Washington package, which provides $1.3 billion for bike and pedestrian projects and programs that support safe and connected places to ride a bike across the state, including Connecting Communities Grants, Complete Streets, Safe Routes to School, and the School Based Bike Program. 

With a two-thirds majority, Seattle voters approved Proposition 1 and replaced the expiring Levy to Move Seattle. This 8-year, $1.55 billion investment represents a significant proportion of the Seattle Department of Transportation's budget and will increase mobility options across the city. Funding will be used to construct new protected bike lanes and greenways, improve the safety of existing bike lanes, and complete network gaps with an emphasis on southern Seattle. 


Nearly 60% of voters in the Golden State voted YES on Proposition 4, a $10 billion general obligation bond focused on safe drinking water, wildfire prevention, drought preparedness, clean air, and open space preservation projects. Of the $10 billion, nearly $2 billion will support the construction, maintenance, and improvement of recreation and active transportation infrastructure (like bike paths and trails!) to help combat the effects of climate change. 

City and County of San Francisco, California

San Francisco residents approved Proposition K to establish a park at Ocean Beach. This measure will amend the park code to permanently dedicate car-free space at the Parkway at Upper Great Highway after a temporary shut down during the COVID-19 pandemic was extremely popular. This initiative will allow people of all ages and abilities to safely gather and enjoy the outdoors for generations to come while also preserving delicate natural resources along San Francisco’s coastline. The park will increase opportunities to safely walk, bike, roll, and use transit, whether for recreation or transportation, without having to interact with vehicular traffic. 


Environment and Natural Resources Fund Amendment 

In a resounding win for the environment, Minnesotans overwhelmingly voted YES to reauthorize state lottery revenue to the Environment and Natural Resources Fund by constitutional amendment. This big win will provide a projected $1 billion in funding for projects that protect, conserve, and enhance air, water, land, and wildlife across the state. These projects include the creation and expansion of biking trails and biking tours that will increase recreation opportunities and continue Minnesota’s efforts to stay at the forefront as one of the best places to ride a bike in the U.S. This amendment also authorizes a 1.5% increase in funding for community grants that invest in underserved communities so everyone can enjoy access to nature. 

Voters in Maine approved Question 4 to authorize a historic appropriation of $30 million to the Maine Trails Program and fund the design, development, and maintenance of recreation and active transportation trails. With a focus on accessibility for all and a significant proportion of funding going towards non-motorized or multi-use trails, this funding will significantly expand opportunities to ride a bike across the state. 


Central Ohio Transit Authority (Franklin County, Ohio)

Voters in the greater Columbus area approved the Central Ohio Transit Authority Sales and Use Tax in a significant win for multi-modal transportation. This tax will generate an estimated $6 billion in revenue over the next 25 years to strengthen the rapidly developing region’s transportation system. While the primary focus is on public transit, nearly one-third of revenue will support transit-supportive projects like safe and connected places to walk and bike that facilitate safe access and first- and last-mile connections. Plans include building 500 miles of new bike paths, multi-use trails, and sidewalks, with 150 miles planned for completion in the next five years.

Voters Approved $27.4 Billion to Support Better Biking in 2024

This November, $33 billion in funding for better biking is on ballots in cities, counties, and states from coast to coast. Through our VoteForBikes campaign, PeopleForBikes tracks and advocates for ballot measures that make it safer and easier to ride a bike in communities across the country.

With election season in full swing, we collected seven of the most important measures on state and local ballots in the 2024 general election that could significantly move the needle for better bike riding across the U.S. 

This harmful measure could eliminate critical funding for multi-modal transportation opportunities in the state of Washington. If approved, Initiative 2117 will repeal the 2021 Climate Commitment Act (CCA), Washington’s cap-and-invest program designed to reduce greenhouse gas emissions. In doing so, the transformational $1.3 billion in funding for bike and pedestrian projects that are included in the Move Ahead Washington package funded by the CCA will no longer be available. This measure will drastically reduce, and even eliminate, safe and connected places to ride a bike throughout Washington while setting a dangerous precedent for climate and transportation policy in other states across the U.S. 

Proposition 1 will replace the expiring Levy to Move Seattle that was approved by voters in 2015 to invest in and expand the city’s transportation system. The current levy represents one third of the Seattle Department of Transportation budget, positioning this measure as an important opportunity to continue funding safe and connected ways to move around Seattle over the next eight years. The measure outlines a $1.55 billion investment, including significant funding to build new protected bike lanes and greenways, adding safety features to existing bike lanes, improving bike accessibility on roads, and completing network gaps, particularly in southern Seattle.

A $10 billion general obligation bond is on the ballot for residents of the Golden State, which will invest in a variety of climate-focused projects including safe drinking water, wildfire prevention, drought preparedness, clean air, open space preservation, and expanded recreation opportunities. Of the $10 billion, nearly $2 billion will directly impact places to ride a bike through the construction of new trails, maintenance and improvement of existing trails, and support of active transportation infrastructure. This measure illustrates how bikes can be positioned as an effective vehicle for climate action by reducing the number of car trips and facilitating greater connection with the outdoors.


Residents of San Francisco have an opportunity to permanently dedicate car-free space on the Parkway at Upper Great Highway alongside Ocean Beach. If approved, this measure will provide space for people to enjoy the outdoors; increase transportation access for those who walk, bike, roll, and use transit; and preserve delicate natural resources along the city’s picturesque coastline. Children, families, commuters, and outdoor enthusiasts will all be able to enjoy a safe place to bike in the park without the fear of riding in traffic while enjoying the views and a sense of community if this measure is approved. 


Environment and Natural Resources Fund Amendment

Minnesotans have the opportunity to continue the state’s long history of protecting and enjoying the outdoors by reauthorizing lottery revenue to the Environment and Natural Resources Fund through 2050. This amendment will provide a stable source of funding for projects that protect, conserve, and enhance air, water, land, and wildlife while expanding opportunities to recreate across the state, including the creation and expansion of biking trails as well as historic biking tours. The proposed measure also increases the amount of funding that can be dispersed from the fund for community grants that invest in underserved communities so everyone can access the many benefits of nature. If approved, nearly $3 billion in revenue will be generated over the next 25 years to support the fund.

The Maine Trails Bond represents a first-ever opportunity to fund a network of trails across the state if approved by voters. This measure will issue up to $30 million to establish the Maine Trails Program and oversee the design, development, and maintenance of recreation and active transportation trails. One-quarter of the funds will support non-motorized trails, another quarter of funds will support motorized trails, and the remaining funds will support multi-use trails. Funds will prioritize sustainability and accessibility to promote outdoor access for all and significantly expand opportunities to ride a bike across Maine. 

Central Ohio Transit Authority (Columbus, Ohio)

To keep pace with development in Columbus and surrounding areas, the proposed sales and use tax for the Central Ohio Transit Authority represents a historic opportunity to generate revenue and strengthen the region’s multimodal transportation system. Nearly one-third of funding generated from the sales tax will go towards transit-supportive projects including bike and pedestrian infrastructure. The proposed measure outlines plans to build 500 miles of new bike paths, multi-use trails, and sidewalks by 2050 to complement transit infrastructure that will significantly increase mobility options for people of all ages, abilities, and backgrounds in the region.

$33 Billion is on the Ballot for Bikes This November

From bustling cities to small towns, communities from coast to coast amplified their commitment to better biking with an unprecedented surge in safer, more comfortable places to ride in 2023. And, with thousands of additional projects planned across the country and more federal funding for bikes available than ever, we can reasonably expect the pace of construction to increase more dramatically in the coming years. 

Even for the most ardent naysayers, it’s difficult to deny that the landscape of bicycling in America is transforming (although not as quickly as many of us would like to see). While we have yet to see any U.S. cities emerge with truly bold citywide plans for bike networks as we’ve seen in places like London, Paris, and Bogota, many are (slowly) beginning to envision a future where cycling takes center stage. Although there remains a substantial amount of work ahead of us to cultivate a safe and comfortable environment for people of all ages and abilities to ride bikes in the U.S., it's well worth pausing to commemorate the significant infrastructure victories U.S. cities achieved in 2023.

After car-free streets took the top spot on last year’s list, we’re delighted to witness locales like New York City continuing to adopt more of these low-stress environments for cyclists. Launched in March, NYC’s much-anticipated vision for Broadway is beginning to transform the iconic street with pedestrian plazas, inviting outdoor dining structures, planters, and bike improvements, with the stretch between West 25th and 32nd streets being reshaped in 2023. While the full vision includes a “people-centric” Broadway connecting Union Square to Columbus Circle, the city’s next phase is on the horizon, with planned improvements underway between West 33rd and 21st Street.

2. 156th Street Cycle Track | Redmond, Washington

Featuring a two-way cycle track, Redmond’s 156th Street Cycle Track improves access to the Redmond Technology Station — part of Sound Transit’s East Link Extension — and the NE 40th Street Shared Use Path. This area of Redmond, the longstanding home of the Microsoft Corporate Campus, remains a focal point for the tech giant's ongoing commitment to community development. While the Microsoft-funded section is complete, the City of Redmond is working to expand it further from 140th to Turing.

In September, Salt Lake City celebrated the completion of its most significant public works project to date, the 300 West Reconstruction Project, which features a separated, two-way, 10-foot-wide bike lane, upgraded sidewalks, and more than 200 new trees to provide shade and serve as a buffer to the roadway. New "bioswales" were also integrated to improve water quality by filtering debris from stormwater runoff. The project, funded through the "Funding Our Future" bond, showcases Salt Lake City's commitment to prioritizing biking as a sustainable and accessible mode of transportation while fostering greener and safer corridors for all road users. Special project features include raised sidewalks and bikeways at all non-signalized intersections, bike counters, wayfinding signage, and green-tinted concrete.

4. Inman Square | Cambridge, Massachusetts

After two and a half years of construction, the Inman Square project in Cambridge reached its much-anticipated completion in 2023, featuring sidewalk-level bike lanes, protected intersections, shorter crosswalks, and a vibrant new plaza. Serving as a pivotal crossroads for various modes of transportation, these enhancements further Cambridge's dedication to Vision Zero and demonstrate the power of their Cycling Safety Ordinance, which propelled Cambridge to a score of 58 in PeopleForBikes’ annual City Ratings program. As evidence of its high quality, the project made headlines earlier this year after a social media video seemingly showcasing bike infrastructure in the Netherlands went viral, only to be revealed as a playful deception filmed in Cambridge's Inman Square.

5. Bryant Avenue South | Minneapolis, Minnesota

Minneapolis’s Bryant Avenue South reconstruction project, stretching from Lake St. to 50th St. W., reshaped a residential street in the heart of south Minneapolis. Despite its quiet residential character, Bryant Avenue is a key bicycling corridor parallel to the congested Lyndale Avenue. Previously converted into a "bicycle boulevard" in 2010, the reconstruction — which created a bidirectional sidewalk-level protected bikeway, intersection improvements, pedestrian-scale lighting, and stormwater infrastructure — reflects a forward-looking commitment to safer and more sustainable transportation that’s helped Minneapolis become the best large U.S. city this year’s City Ratings.

In September, Pasadena celebrated the completion of its first two-way protected bike lane along Union Street. The new 1.5-mile protected bike lane enhances connectivity to Pasadena's popular destinations, including Old Pasadena, Playhouse Village, Pasadena City College, Caltech, and the Metro Gold Line Station at Memorial Park. Approved by the City Council in 2016, the project repurposed existing road space to accommodate the protected bike lane, converting the previous one-way westbound street into a cyclist-friendly corridor. This initiative supports Pasadena's commitment to sustainable transportation and efficient urban planning. The project was funded through a combination of local and federal sources, including the American Rescue Plan Act, California’s Active Transportation Program, Gas Tax, Los Angeles County’s Measure R, CMAQ, and Pasadena’s Traffic Reduction Fee.

Inspired by successful implementations in cities like Toronto, Boulder introduced new "tall curbs" along Baseline Road in 2023 to physically separate bike and vehicle lanes, offering increased protection for people biking. The project is a critical element of Boulder's Core Arterial Network (CAN), which includes plans for strategic improvements along some of the city's least safe corridors for people walking and biking. With local artist Talia Swartz Parsell adding vibrant paintings to the barriers, the initiative combines safety and public art that complements the surrounding mountainous landscape. Further enhancements are slated for 2024, including additional bike lane barriers. 

8. Pinellas Bayway South | Tierra Verda, Florida

The Pinellas Bayway South Cycle Track in Tierra Verde is a significant addition to the more extensive Pinellas Trail network that spans more than 50 miles. Originating in 1983, the Pinellas Trail has steadily expanded since, becoming a regional destination with more than 1.5 million annual users. The new cycle track, separated from traffic by a raised concrete island, rectifies safety issues caused by vehicles parking in the prior non-protected bike lanes and helps reduce speeding along the corridor. Managed by the Florida Department of Transportation (FDOT) as part of a resurfacing project, the new cycle track closes a two-mile gap between the Pinellas Trail, connecting trail users to Fort De Soto County Park. “FDOT was able to use their existing standard detail for median islands to separate the cycle track from the travel lanes,” said Kyle Simpson, an active transportation planner with Forward Pinellas. “[That] reduced the cost of the project and did not require moving any drainage.”

9. East Main Street | Rochester, New York

Rochester’s East Main Street Reconstruction project features sidewalk-level bicycle lanes designed in accordance with the City's Complete Streets policy. While addressing needs such as roadway repaving, water main replacement, and new sidewalks, the project also introduced decorative lighting, street trees, and new signage. As part of Rochester's "spine network," a vital element outlined in the city’s Active Transportation Master Plan, the East Main Street project reinforces the city's dedication to creating a well-connected and accessible bike network.

Through a $6 million Midtown Tax Increment Reinvestment Zone project, San Antonio transformed Avenue B into a one-way, southbound street to accommodate protected bike lanes, wider sidewalks, on-street parking, and landscaping. Serving as a vital connection between the River Walk, Downtown, and various amenities, Avenue B contributes to San Antonio's expanding network of bike lanes and links to trails along the San Antonio River. Ultimately, the city hopes to extend the bike lane north of I-35 to reach the Witte Museum and Brackenridge Park. 

In a commitment to enhance road safety, the City of Dayton completed a $12 million reconstruction project along Salem Avenue between the Great Miami River and Cornell Drive. The federally funded initiative transformed a six-lane “stroad” into a lower-speed street with widened sidewalks, a bi-directional protected cycle track, decorative lighting, and pedestrian islands. The Salem Avenue project connects to more than 350 miles of regional trails as part of the Miami Valley Trails network. In September, Dayton approved an Active Transportation Plan to expand the network further, with more than 20 projects slated for construction by 2027. 

12. 12th Avenue South | Nashville, Tennessee

The 12th Avenue project in Nashville — envisioned as part of the 2017 WalknBike master planning process and subsequently identified as a top bikeway priority by the community — transformed a vital stretch of Nashville into the city’s first complete and green street. The 1.5-mile project includes physically protected bike lanes, bioswales for stormwater management, bus boarding islands, and safer pedestrian crossings. 

“The corridor had existing, substandard bikeways — with significant demand for better, safer facilities to connect affordable housing and student housing with Nashville’s downtown and other commercial districts,” said Anna Dearman, NDOT’s walking and biking manager. In response, NDOT moved the project swiftly from conceptualization to reality, with accelerated final design and construction phases to improve connectivity for affordable and student housing residents along the corridor to downtown and other commercial districts.

13. Turner Avenue | Grand Rapids, Michigan

With funding from a combination of the city’s Vital Streets program (a voter-approved income tax for road and sidewalk projects) and federal Surface Transportation Program and Carbon Reduction Program sources, Turner Avenue represents a major bike infrastructure upgrade for Grand Rapids. This transformative project, which replaced a striped one-way bike lane with a new, separated, two-way facility, spans 1.2 miles from 4th Street to Richmond. The project also increased greenspace to mitigate stormwater runoff and filter pollutants entering the Grand River. The city plans to begin design work to extend the bikeway from 4th Street to Fulton Street West in 2024.

14. Martin Luther King Jr. Drive | Atlanta, Georgia

The Martin Luther King Jr. Drive Cycle Track in Downtown Atlanta was a collaboration between the City of Atlanta Department of Transportation and the Atlanta Downtown Improvement District, furthering the Downtown Atlanta Master Plan by enhancing safety and accessibility in the city center. According to Stacy Grolimund, senior project manager with Central Atlanta Progress and the Atlanta Downtown Improvement District, the project began in late 2022 when the Atlanta City Council voted to resurface streets near City Hall and the State Capitol. Councilmember Jason Dozier advocated for the inclusion of multimodal safety enhancements to align the project with the City’s Vision Zero goals. For now, the protected two-way cycle track stretches from Forsyth Street to Capitol Avenue, but the project is part of a more extensive planned network that will ultimately provide direct access to State Farm Arena, Mercedes-Benz Stadium, Georgia World Congress Center, and westside neighborhoods like Vine City. 

Physically separated bike lanes in the suburbs? Yes, please! In Agawam, Massachusetts, Dutch-style bike infrastructure emerged as one of the standout bike lanes of 2023. Sparked by the Morgan-Sullivan Bridge replacement and MassDOT’s Complete Streets directive, the project resulted in separated bike paths along Main Street, Springfield Street, Suffield Street, and Memorial Avenue. The area, dotted with strip malls, now offers improved accessibility to local businesses and schools, marking a significant step toward sustainable transportation for this suburban area. Since completion, it's proven highly successful, with increased student biking and plans for further extensions to expand the network. Michelle Chase, Agawam’s town engineer, emphasized, “MassDOT’s Complete Streets program has been absolutely critical for the success of this project,” noting that it “inspired everyone involved in the design to push for the best accommodations even when challenges were encountered.”

16. 17th Street | Santa Monica, California

Santa Monica further solidified its reputation as a great city for bicycling with the completion of curb-protected bike lanes along 17th Street. Stretching just over a mile from Wilshire Boulevard to Pico Boulevard, this project features Southern California's first curb-protected intersections, offering significant safety improvements for cyclists. The 17th Street bikeway conveniently connects key locations such as the 17th Street Metro E Line Station, Santa Monica College, and the Michigan Avenue Greenway, creating a more accessible and interconnected bike network.

Earlier in 2023, Santa Monica's innovative use of a concrete extrusion machine for bike lane construction garnered significant attention, with the efficient, precise technology creating multiple blocks of protected bikeways in a single day. In a Streetsblog article from June, the city's principal engineer, Selim Eren, highlighted the sustainability, cost-effectiveness, and speed of the method, emphasizing the significant transformation from traditional bike lanes to the new protected design on Ocean Avenue, resulting in a substantial increase in cyclist volume. 

17. Meadowbrook Road | Jackson, Mississippi

Jackson’s new Meadowbrook Road project, unveiled in May 2023, has been championed by the Mississippi Department of Health for its role in improving public health and well-being. From Old Canton Road to West Street/Northbrook Drive, the $3.3 million project features a new road-adjacent shared-use path for people walking, rolling, and biking. Funded through a federal FAST Act grant and Jackson’s One-Percent Municipal Sales Tax, the project also included roadway resurfacing, ADA modifications, and traffic signal upgrades. Meadowbrook Road is one of several projects the city has underway to connect its downtown to the Fondren District and Jackson State University. “In our community, our residents value both cycling and walking along with accommodating wheelchair users. With a smaller right-of-way in the heart of the city and the need to use our limited space efficiently, the shared-use path has become our go-to choice in the city,” said Robert Lee, Jackon’s city engineer.

Stretching approximately 1.25 miles, the recently constructed Belmont Avenue protected bike lanes create a low-stress, east-west route across Chicago’s Kennedy Expressway and over the Chicago River while connecting several north-south protected lanes, neighborhood greenways, the Chicago Transit Authority (CTA) Belmont Station, and the 312 Riverrun Bike Trail. The project also improved safety for pedestrians and transit riders through curb bump-outs, concrete refuge islands, and bus priority treatments. 

The project marks just one of the dozens recently completed by Chicago — contributing to more than 55 miles of bikeway projects completed in the last year alone along streets like Augusta, Central Park Avenue in Garfield Park, Clinton, Dearborn, Grand, Kedzie, and Milwaukee. Together, these projects are signs of definite improvement for Chicago, which scored only 7 out of 100 points in our 2023 City Ratings. We’ll be watching closely to see how the city’s score improves in the coming years with its new commitment to protected bike lanes. 

Across the country, more and more states are turning to electric bicycles — and specifically, e-bike incentive programs — to promote sustainable transportation and reduce greenhouse gas emissions and transportation insecurity. Colorado, Maine, Minnesota, Vermont, and Washington are the newest states to encourage e-bike adoption via rebates and tax credit initiatives. These efforts aim to make e-bikes more accessible and affordable, contributing to climate and equity goals.

Colorado's Tax Credit for E-Bike Purchases

Colorado's House Bill 1272 focuses on decarbonization and reducing greenhouse gas emissions in the transportation sector. The bill extends and expands tax credits for electric vehicles, including a new tax credit of $500 for all Coloradans towards the purchase of an electric bike. Similar to Denver’s city program, state legislators set up the state program to ensure local bike shops benefit from these tax credits. 

The new statewide tax credit is one piece of a larger climate package — fiscal estimates suggest the program will cost the state around $100 million before it expires in 2033. If the state's economy grows by less than 4% in a given year, however, the e-bike tax credit could be cut in half. Still, Colorado's commitment to incentivizing e-bike adoption represents a significant stride toward achieving its clean energy goals.

While the details are still to be determined, Maine Governor Janet Mills recently approved a bill that expands the state’s electric vehicle rebate program to include electric bicycles. The program’s administrator, the Efficiency Maine Trust, will dedicate up to $500,000 to fund the addition of e-bikes, with the funds drawing directly from existing electric vehicle funding. Maine already funds electric vehicle rebates, this bill merely adds another option with respect to the mobility devices eligible for a rebate.

Minnesota's Statewide E-Bike Rebate Program

Minnesota recently approved a historic $7.8 billion transportation package that includes $4 million over the next two years for a statewide electric bicycle rebate program. The point-of-sale rebate covers $1,500 or 50-75% of the total cost of a new e-bike and safety accessories, based on the individual's income. Notably, 40% of the rebates are reserved for individuals with incomes under $41,000.

Vermont's Diverse E-Bike Incentive Programs

Vermont introduced two new programs to incentivize e-bikes, both of which were recently signed into law. The first is a Replace Your Ride E-Bike Program, which helps low-income Vermonters replace aging, inefficient and high-emitting internal combustion engine vehicles. The incentive amount has increased to up to $5,000 for income-eligible Vermonters. The Replace Your Ride incentive can be combined with other incentives and used to purchase a new or used EV, an e-bike, or a mobility voucher for public transit or other clean transportation options.

The second program, the Electrify Your Fleet program, will launch soon and provide incentives of $2,500 to eligible Vermont municipalities, business entities and nonprofit mobility service organizations for approved electric mobility options. This includes electric bicycles and electric cargo bicycles with a base MSRP of $6,000.00 or less; and adaptive electric cycles with any base MSRP.

Lastly, Vermont's original e-bike incentive program first launched in 2022 and contributed to 279 e-bike purchases before funding was depleted. The program relaunched this summer and offers $400 for standard eBikes and $800 for electric cargo bikes or adaptive electric cycles to eligible Vermonters. Over 140 applications have been approved to date, which amounts to over $70,000. Just over $50,000 in incentive funding remains available.

Washington's Electric Bike Incentive Program

Washington state allocated $5 million for electric bike rebates of up to $1,200, with an additional $2 million for e-bike lending programs. The initiative provides a $300 point-of-sale rebate for all e-bike buyers, while individuals with lower incomes can receive rebates of up to $1,200. To qualify for the higher rebate, households must have an income at or below 80% of their county's median income. Furthermore, the program includes provisions for bike-related equipment to qualify for rebates.

With these five states joining the ranks of e-bike incentive pioneers, there are now ten states in total with statewide programs in place: California, Colorado, Connecticut, Hawaii, Maine, Massachusetts, Minnesota, Rhode Island, Vermont, and Washington.

Five States Announce New E-Bike Incentive Programs

This November, a substantial $1.86 billion is on the table for bicycle projects aimed at enhancing paved and off-road infrastructure across 17 different ballot measures throughout the United States. Through our VoteForBikes campaign, we track and advocate for local, pro-bike ballot measures across the country, alerting our supporters when something on their ballot could improve bicycling in their community. 

Below are the top five ballot measures we’re currently tracking that are poised to significantly move the needle for bike infrastructure.

1. The Centennial Parks Conservation Fund Amendment
Texas

Texas is on the verge of becoming a cycling haven. Should voters give the green light to the Centennial Parks Conservation Fund Amendment, they will endorse an astounding $1 billion investment in state parks, with a substantial chunk of those funds earmarked for bike trails. With more than 700 miles of paved and natural surface bike trails within Texas’ state parks, this initiative is a game-changer for recreational riders and presents a golden opportunity to expand and elevate bike infrastructure across the Lone Star State.

2. Streets and Transportation Bond and Parks and Recreation Bond
Albuquerque, New Mexico

Two significant ballot measures are up for a vote in Albuquerque, New Mexico: The Streets and Transportation Bond and the Parks and Recreation Bond. If these ballot measures gain approval, cyclists can anticipate safer streets, enhanced intersections, reduced neighborhood speeds, and the creation of dedicated bike lanes and trails (more than $50 million is allocated to these crucial infrastructure improvements). Moreover, the Parks and Recreation Bond will contribute more than $12 million towards park and trail maintenance and acquisition. To learn more about each ballot measure, click here.

3. The Greenways 5 Levy
Bellingham, Washington

Bellingham’s Greenways 5 Levy, should it receive approval, will inject new life into the region’s bike infrastructure. The levy's proceeds will support property acquisition, development, climate resilience, and maintenance for greenways, parks, and trails. This initiative aligns perfectly with Bellingham's commitment to green transportation and outdoor recreation. If approved, this initiative will benefit riders by creating well-maintained trails and green spaces, ensuring a scenic and sustainable biking experience for all.

4.Open Space and Park Development Bond
Kootenai County, Idaho

The Open Space and Park Development Bond will not only fund the acquisition of public open space but also the development of new recreational trail systems in Kootenai County, Idaho. Riders can look forward to more trails, open spaces, dog parks, and connections between existing systems. This initiative caters to the needs of the bicycling community while preserving Idaho's natural beauty, which will help make it an even more appealing destination for riders of all kinds.

5. County Issue 1A (Open Space Sales and Use Tax Extension and Revenue Change)
Boulder County, Colorado

In Colorado, Boulder County is taking a significant step towards extending its support for bike infrastructure. County Issue 1A aims to renew a sales and use tax dedicated to acquiring, improving, managing, and maintaining open space lands — a crucial component of bike trails and paths. Bike riding in Colorado, with its breathtaking vistas and diverse terrain, is set to receive a substantial boost from this measure. Cyclists can anticipate better-maintained trails and a more bike-friendly environment should the measure be approved.

By supporting these measures and others like them, voters nationwide can pave the way for safer, more scenic, and well-connected bike infrastructure. But this funding won’t be possible without making a plan to vote.

There’s $1.86 Billion on the Table for Bikes

As big cities across the U.S. continue to grow in size with inner-city congestion, many folks are looking to ditch the increasing crowds in favor of more up-and-coming locales. The following cities are great places to look to settle down because they are not only hubs of population growth, new employment and great culture, they also encourage an active and healthy lifestyle and back it up with investments in active transportation infrastructure!

Salt Lake City, Utah, has pretty much anything a millennial looking to settle down could want. It is affordable and quite LGBTQ+ friendly, it’s surrounded by one of the best natural playgrounds you could ask for, parks are abundant, home values are looking to grow in coming years and the city has started work on a 220-mile bike network. Known as the “Crossroads of the West,” Salt Lake City was founded in 1847 and is now home to nearly 190,000 people.

Currently, 50% of arterial streets and 56% of collector streets in town have some type of bike lane or bikeway. Since the city’s Pedestrian and Bicycle Master Plan passed in 2015, SLC has begun work on expanding this infrastructure to include 220 miles of bikeway and numerous facilities throughout the city.

Veering off paved paradise and into the sandy, desert dunes, there are mountain bike trails and bike parks galore! Visit the Bonneville Shoreline Trail for some fast and fun descents or hop on the Wasatch Crest trail for some 360-degree high alpine views. Salt Lake City is a growing gem of the Intermountain West. Unparalleled access to nature, expanding infrastructure, an active downtown and great culture make this mid-size town a great place to live and ride!

Missoula, Montana, also known as “The Garden City,” was founded in 1864 and is home to 74,822 people, making it the second-largest city in Montana. Missoula is located in the Northern Rockies of Montana, surrounded by seven wilderness areas and at the confluence of three rivers, making backyard views exceptional to say the least. Missoula is currently growing at a rate of 0.83% annually and to handle the growing need for transportation, the Missoula Bicycle Facilities Master Plan was adopted in 2017. Currently, there are more than 50 miles of shared-use paths and 37 miles of on-street bike lanes in town, with the new master plan aiming to expand infrastructure to 101 miles of shared-use paths, nearly 90 miles of on-street bike lanes and 31 miles of neighborhood greenways.

Transportation isn’t the only growing need, but thankfully Missoula is in the perfect place for a growing culture of recreation! MTB Missoula is a local organization that envisions a Missoula “where mountain bikers are the most thoughtful, informed and engaged group of users on the trail.” The organization helped build Missoula’s first public, bike-specific trails and manages more than 100 miles of local and backcountry singletrack. The most well-known are the Rattlesnake National Recreation Area and Marshall Mountain. The Rattlesnake National Recreation Area is what most people think of when mountain biking in Missoula comes to mind. It is a wild, smooth singletrack area directly north of downtown, offering great rides for all skill levels. Marshall Mountain caters to the more extreme riders, boasting a bunch of fast descents on an old ski hill — bumpy rides that are sure to get your adrenaline pumping. Missoula is the place to go if you are seeking your next mountain biking mecca!

Although it doesn’t quite make the “small-town” list with a population of 300,000, Saint Paul, Minnesota, certainly has the small-town feel. The city’s energetic community, historic interest, cultural landmarks and time-honored traditions make Saint Paul the historical and cultural heart of Minnesota. The beauty of this city isn’t just downtown — Saint Paul is home to more shoreline on the Mississippi River than any other city, offering up beautiful waterfront views wherever you go.

There are 207 miles of bicycle-friendly paths and roadways that connect the twin city. In 2015, the most recent Bicycle Plan of Saint Paul was adopted, which recommended an additional 140 miles throughout the current network to create more cohesive routes. If the accessibility wasn’t enough to get you excited, the Saint Paul Classic will! A community-driven race that offers routes for all skill levels, the Saint Paul Classic also includes extremely scenic rest stops to highlight the charm of the city along the way. The event attracts nearly 2,500 riders and hundreds of fans every year. For those seeking more adventure, there are opportunities to race down fun descents at Battlecreek Park, Lebanon Hills Mountain Bike Park or Salem Hills Park. Saint Paul has something for everyone, so as the town says, “Grab a helmet and get spinning!”

Lawrence, Kansas, is known for having one of the most beautiful downtowns in America with a vibrant art and live music scene. But this quirky little town has more to be excited about… Bikes and waffles! Kansas has a very rich cycling history and is the home state of many notable riders — Lawrence is home to the Kansas Cycling Association. While lots of people see Kansas as a perpetually flat state, many of them will think “we’re not in Kansas anymore,” when confronted with the rolling hills that surround Lawrence.

Lawrence plays host to one of the most unique cycling races in the United States, the Belgian Waffle Ride. This 111.11 kilometer race crosses undulating gravel, trails, grass, mud, dirt and a couple patches of asphalt, also including a much-needed Belgian snack available at kilometer 58. 4,000 cyclists flock to Lawrence every year to compete in this unique race! Cruising on the pavement is a favorite pastime of Lawrence locals — coming into town you are sure to see smiling cyclists enjoying the 66 miles of bike paths this quirky town has to offer!

Bellingham, Washington, home to 90,821 residents, is known as the “City of Subdued Excitement” because the appeal of the city lies in its quieter attractions that do not attract hordes of tourists. In-town attractions include mountain and waterfront views, gigantic murals and a vibrant downtown. Slightly out of town, in the surrounding Whatcom County, lies abundant nature and accessible outdoor adventure from the Salish Sea to Mt. Baker and the North Cascades National Park.

Bellingham is growing at a staggering rate of 1.93% annually and has felt the effects of a growing population on this previously small town. In an effort to alleviate transportation concerns, the City of Bellingham passed a Bike and Pedestrian Master plan in 2014 to bring 130 miles of bikeway to the city, bringing the total amount of bikeways in Bellingham to 170 miles connecting downtown and high-traffic areas. This project has been supported by the Tour De Whatcom race, which offers three race categories — 22, 44 or 105 miles — and draws nearly 1,000 bike enthusiasts to Bellingham annually. This town is not only drawing road race fans, it is known as the best place to mountain bike in Washington. Its prize park is Galbraith Mountain, a world-class destination within riding distance of the city. The expansion of Bellingham leaves the city and cyclists racing to keep up with the growing number of attractions, literally and figuratively!

Located just outside of the Iowa state capital of Des Moines, Ankey is a mid-size suburb that is currently growing at a staggering annual rate of 2.94% because it is considered one of the best places to live in Iowa. Ankeny offers a hometown feel with first-class amenities. The nearly 80 miles of bikeways connect the city’s 40 parks, water sports opportunities and downtown. Part of the network is the High Trestle Trail which is 25 miles long and offers great views of the valley. This trail in particular attracts more than 250,000 visitors each year and spurred the City of Ankeny’s 2019 Bicycle Tourism Plan, which plans to expand bicycle facilities and paths across town. Outside of the city, you can bike your way over to Des Moines to explore the State Capitol Building, explore the events at the Iowa State Fairgrounds or support the local farmers at the Downtown Farmers Market. Ankeny is not the most mainstream destination for biking, just one more reason we ranked it as one of the best!

Even great biking cities need to constantly improve to ensure they remain at the forefront of creating better communities for bicycling. Just ask Munich, Germany, which, even with a City Ratings score of 83, strives to make its city even better for bicycling with the 2022 announcement of a new plan for six cycling expressways and a bicycle ring road to be completed by 2025. 

City Ratings scores and the creation of great places for biking are positively impacted by plans that embody PeopleForBikes' SPRINT framework: reducing speeds, constructing protected bike lanes, reallocating road space, improving intersections, establishing comprehensive networks of safe cycling routes, and using trusted data to inform decision-making. These strategies help communities enhance bike infrastructure and make riding better for everyone.

With that in mind, we explored our top-rated U.S. cities for 2023 to find the most exceptional bike plans. Each of these communities sets an inspiring example for others to follow, demonstrating the transformative power of well-crafted bike plans in building vibrant, bike-friendly communities that get more people riding more often.

Rated as the top large U.S. city in our City Ratings program for 2023, Minneapolis has developed one of the country’s most robust bicycle networks thanks in part to its 2011 Bicycle Master Plan, 2013 Climate Action Plan, 2020 Transportation Action Plan, and 2015 Protected Bikeway Update to the Bicycle Master Plan. The 2015 plan outlined a long-term objective of creating 174 miles of protected bike lanes as part of the city's bike network. To help implement these plans, Minneapolis’ Street Design Guide was created to steer the design of road reconstructions and retrofits.

In 1967, Davis constructed a bike lane on 8th Street, making it the first U.S. city with a designated bike lane. Today, Davis is PeopleForBikes’ highest-rated medium-sized city, with more than 100 miles of bike lanes and paths. The city has bike plans dating back to 1977 available on its website, offering a glimpse into how thinking about bike infrastructure has changed over the decades. Davis’ most recent plan, its 2014 Beyond Platinum Bicycle Action Plan, outlines strategies to help Davis continue leading the way in creating a safe and attractive bicycling community to meet climate adaptation goals and accommodate a growing population.

San Francisco's Vision Zero Action Plan and Quick Build Program is part of the San Francisco Municipal Transportation Agency's efforts to prioritize safety and sustainable transportation. In recent years, it’s gained significant traction, building upon the city’s transit-first policy, which voters approved in the 1970s. The program’s success lies in its iterative design process, which uses streamlined delivery to produce quick results, project evaluations to determine what’s working in regard to safety outcomes, and the willingness to redesign projects if needed. 

As it approaches its tenth anniversary, the program has showcased notable achievements for people riding bikes, including increasing bike volumes by up to 75%, reducing vehicle-bike interactions at bike signals by 93%, reducing vehicular speeds, and decreasing the percentage of vehicles blocking bike lanes by 90%.  All of this has helped land San Francisco our number two spot among large U.S. cities in this year’s City Ratings program.

In 2021, Seattle updated its Bicycle Master Plan to guide the city’s work over the next four years, listing specific infrastructure projects to be completed within that time frame. Through regular updates to the plan, Seattle has been able to adjust project lists and provide progress reports to the City Council and the Seattle Bicycle Advisory Board on the implementation status of the overall master plan — something that is required by City Council Resolution in Seattle. 

The Bicycle Master Plan works in conjunction with the city's Vision Zero Plan and Bicycle and Pedestrian Safety Analysis, which help prioritize bicycle infrastructure based on safety considerations, as well as the Seattle Trails Upgrade Plan, which helps guide trail connectivity and maintenance projects. Together, these four plans have helped the city lower speed limits to 25 mph for more than 90% of its arterial streets and, as of November 2022, build out 32 miles of protected bike lanes and trails, as well as nearly 60 miles of neighborhood greenways. All of this work has helped Seattle increase its Bicycle Network Analysis score — which directly informs City Ratings results — from 47 in 2018 to 62 in 2023. 

From 2000 to 2009, Philadelphia saw a 151% increase in bicycle commuting, making it the fastest-growing mode of transportation in the city. In 2012, when Philadelphia released its updated Pedestrian and Bicycle Plan, the city had already used its 2000 version of the plan to create more than 230 miles of bike lanes and other on-road bicycle facilities to keep up with growing demand. In 2013, the city also released its Trail Master Plan, which has since been updated annually. 

While the 2012 plan focused on improving network connectivity by filling gaps in the network, the Bicycle Coalition of Greater Philadelphia wanted more, challenging the city to construct 30 miles of protected bike lanes. That idea gained traction in 2018 when the Kenney Administration integrated it into Connect: Philadelphia's Strategic Transportation Plan. 

Key components of these plans (and the city’s Vision Zero Plan) helped increase Philadelphia’s Bicycle Network Analysis score from 43 in 2018 to 57 in 2023. They include the creation of neighborhood slow zones, an impressive regional trail network, and new protected bike lanes on JFK Boulevard, Market Street, Race Street, Torresdale Avenue, and Parkside Avenue.

In 2019, Albuquerque Mayor Tim Keller made a commitment to Vision Zero, joining more than 40 other U.S. communities in an effort to eliminate traffic deaths and serious injuries. That commitment has clearly paid off for the city’s bike network: While it’s not a top-rated city (yet), Albuquerque's Bicycle Network Analysis score jumped from just 13 in 2019 to 29 in 2023. 

Released in 2021, Albuquerque’s Vison Zero Action Plan incorporates clear themes and corresponding action items, designating lead agencies and organizations responsible for implementing each. Importantly, the plan overlays a vulnerable communities index map with the high fatal and injury network map to address safety concerns to improve equity. 

From 1997 to 2007, Teton County and the Town of Jackson constructed more than 25 miles of paved shared-use paths. Since the completion of the Pathways Master Plan in 2007, that mileage has grown exponentially, landing Jackson in the number six overall spot in our U.S. City Ratings program with a score of 79. With 70 miles of paved pathways and 152 miles of trails, the pathway system now links the community to even more riding opportunities in nearby Bridger-Teton National Forest and Grand Teton National Park. 

Beyond identifying priority infrastructure investments to improve and expand the Pathways system, the Master Plan lays out clear recommendations for needed policy changes, team structures, and finances to complete the plan’s vision and maintain the Pathways network, ensuring the system is set up for long-term success. The 2015 Community Streets Plan complements the Pathways Master Plan by providing a street design manual that governs the development of public infrastructure projects, ensuring that bikeways are developed under set standards and in line with the master plan. 

In 2021, Hoboken released its Vision Zero Action Plan, which aims to achieve Vision Zero in five years by implementing immediate improvements for safer streets. The plan helped the city identify high-crash corridors and intersections and recommend specific measures to reduce crashes and their impact, many of which the city has moved quickly to implement, including protected bike lanes, curb extensions, high-visibility crosswalks, and a citywide 20-mile-per-hour speed limit. 

Hoboken’s 2010 Bicycle and Pedestrian Plan also helped put the city on the right track to becoming what is now one of the best medium-sized cities in the U.S. for biking, with a City Ratings score of 62. Even more importantly, Hoboken has achieved something most advocates in other U.S. cities can only dream of: no traffic fatalities for four consecutive years.

Cambridge achieved one of the most significant increases in our City Ratings program, soaring from 31 in 2018 to an impressive 58 in 2023. Improvements in Cambridge have been propelled forward through the 2020 Cambridge Bicycle Plan, the city’s Vision Zero Action Plan, and the implementation of separated bike lanes as mandated by the Cambridge Cycling Safety Ordinance. Perhaps most influential, the Cycling Safety Ordinance requires the city to build almost its entire citywide network of protected bike lanes by 2026.

How Great Bike Plans Transform Communities

How do we make sure all people can enjoy the benefits of bicycles and the outdoors? One way is to listen to and learn from leaders who create welcoming, inclusive spaces for people with disabilities. April Katz is one of those people. 

Katz is the founder of the Adaptive and Inclusive Recreation Opportunities of Whatcom County (AIROW) Project, which ensures people of all ability levels are able to enjoy outdoor recreation and bicycling in Whatcom County, Washington. AIROW creates inclusive outdoor opportunities for people with disabilities through a range of low-cost or free programming and gear for adaptive sports, from aquatic sports to hikes and adaptive bicycling.

“Every day I wake up and feel very blessed that I’m doing what I love: building community and breaking down barriers [for people with disabilities],” says Katz.  

This spring, the AIROW Project is excited to launch Riding For Focus, a middle school cycling education program from the nonprofit Outride. Unlike many middle schools teaching Riding For Focus throughout the country, which focus on the general population of a single school, AIROW is catering the program to all middle schoolers in Bellingham, Washington, who are neurodivergent, have autism, ADHD, and/or other cognitive challenges. 

“My vision went broad,” says Katz. “Why just do one school when Bellingham has three middle schools that each have life skills classes [or other programs for neurodivergent students]?” 

In order to better suit the youth they work with, Katz and the AIROW team made modifications to Outride’s programming. 

“My coaches and I are taking Outride’s student handbook and adding more visual pictures instead of words so that it gets straight to the point,” says Katz, who’s also completing her Adaptive Level One Instructor Certification from the Bike Instructor Certification Program (BICP). “You have to grab students’ attention immediately if they have ADD or ADHD. I know — I have a learning disability, Dyslexia and Dysgraphia, which are both neurological disorders like Autism and ADHD.”

As they begin teaching Riding For Focus programming this spring, AIROW is prepared to stay flexible and adapt programming to meet student needs. “Will these teenagers need to start off with balance bikes? We’re ready to take off the pedals,” says Katz. “We're excited to see what it’s going to look like — I already have two girls signed up and it hasn’t been advertised yet.”

In addition to working with middle school teachers and the Bellingham Parks and Recreation Department to implement Riding For Focus, AIROW is collaborating with the health department to reach people who can directly benefit from its programming. “Department of health case managers are helping us really branch out,” says Katz. AIROW has also attended health and outdoor recreation expositions throughout the state at the request of other counties, speaking to the unmet demand for adaptive outdoor sports opportunities throughout the state and the country. 

“[Acquiring adaptive bikes] continues to be one of our biggest barriers,” says Katz. “I found a recumbent bike for $500 on Craigslist and immediately went to meet the lady selling it.” Although AIROW has a small fleet that includes a handful of adult recumbent bikes and one handcycle, youth bicycling equipment has been even more challenging to acquire. After raising $10,000 at a fundraiser last year, AIROW considered spending it on just one youth handcycle (the cheapest one they could find was $4,500). Ultimately, they decided to instead pay coaches and staff, as well as fund other program needs.

Collaboration with Outdoors For All, a Seattle-based adaptive sports organization with a fleet of more than 200 adaptive bikes, has been central to AIROW’s work. Occasionally, Outdoors For All will lend AIROW handcycles to support youth — it’s a mutually beneficial arrangement, as AIROW is helping reach a new community outside of Seattle. As the years go on, Katz hopes to continue building AIROW’s fleet of adaptive equipment. “Our goal is to have a fleet of bikes just like Outdoors For All,” she says. “As a very small nonprofit, this is something we’re trying to bring awareness to and would love some help.” 

AIROW is actively working with the nearby Whatcom Mountain Bike Coalition (WMBC) to identify, advocate for, and improve trail accessibility for adaptive cyclists. Katz and AIROW coaches have worked with the local parks and recreation department to share places where there is limited passing distance or impassable entrance ramps through otherwise locked gates. Together, the AIROW, the WMBC, and the Western Outdoors Center are hosting a Community Accessibility Trail Day on May 21 to continue making Mt. Galbraith, a wildly popular local trail destination, better for all users.

Creating a Better World for Adaptive Cyclists

In many ways, Seattle is already a great city for bicycling. For the last two years, it’s ranked third among large U.S. cities in PeopleForBikes’ annual City Ratings. Plus, it’s also made significant network progress year over year: From 2020 to 2021, Seattle’s Bicycle Network Analysis score jumped from 53 to 58, thanks in part to nearly 10 new miles of protected bike lanes and trails.

Seattle’s Bicycle Master Plan lays out a vision for a connected network that includes 100 miles of protected bike lanes and nearly 250 miles of neighborhood greenways. When complete, every household will be within a quarter-mile of an all ages and all abilities bike facility. In order to ensure kids learn to ride, the Seattle Department of Transportation (SDOT) funds Cascade Bicycle Club’s Let’s Go school education programming. Although SDOT doesn’t have a firm date for network completion, Seattle committed to having 90% of all personal trips have zero greenhouse gas emissions by 2030, opening up substantial funding for bikes and allowing for the completion of critical infrastructure.

In recent years, SDOT prioritized infrastructure decisions based on safety, equity and connectivity, particularly in regard to building key bicycle connections to transit. Last year, the department also announced a historic new Transportation Equity Framework (TEF), the goal of which is to help reimagine the city’s streets and transportation system by addressing persistent economic, racial and social inequities in Seattle. Bike champions are also ubiquitous in the city, helping elevate safety concerns, advocate for connections from certain underserved neighborhoods or allocate funds for historically marginalized communities.

One such champion is the nonprofit Seattle Neighborhood Greenways, a coalition of 16 neighborhood-based, volunteer-led chapters working to make Seattle’s streets more livable. Seattle’s cost-saving strategy for building new bike infrastructure has been to do it in conjunction with other paving projects or by scooping funding from other projects that are already happening. The result has been a lot of great new bike infrastructure in small chunks that don’t necessarily connect. In 2021, Seattle Neighborhood Greenways developed UnGap the Map, an advocacy campaign focused on getting the city to fill the gaps in its bicycle network.

“It’s really frustrating because if you want to bike in Seattle, you still have to be comfortable mixing with traffic,” said Clara Cantor, a community organizer with Seattle Neighborhood Greenways. “There are these super comfortable bike routes that will just end abruptly and leave you stranded in a terrifying intersection with no clear direction on where you’re supposed to go.”

While a great bike route might pick up a few streets away, a lack of good wayfinding signage makes it difficult to find for those who aren’t familiar with the city’s bike infrastructure. Likewise, a route that requires riders to mix in traffic, even for a quarter-mile, can be a big deterrent for some and an insurmountable obstacle for others, including children.

“It’s scary and dangerous, but it's especially hard for new riders,” said Cantor. “It makes for a much more exclusive bike culture.”

Although Seattle Neighborhood Greenways focuses on pedestrian safety as well, the Ungap the Map campaign is solely focused on bikes. The crux of the campaign is a shortlist of 10 major gaps in the city’s bike network — corridors the organization has identified as the most important places for the city to tackle first. Since smaller neighborhood groups make up the larger organization, there are other grassroots efforts happening to push for the closing of gaps on the neighborhood level, but the 10 routes remain the organization’s main focus.

The UnGap the Map project is planning both long and short term. In the long term, Seattle Neighborhood Greenways is working to influence the larger discussion with city planners around what a connected bike network looks like and how the city can get there. By changing the emphasis from how many bike lane miles are built to how many bike lane miles connect, advocates hope to create a city where people of all ages and abilities feel comfortable commuting exclusively by bike.

“Seattle is currently doing a big transportation plan update and we’re trying to influence that effort,” said Cantor. “We want to push the city to prioritize complete, connected routes, rather than keep building bits and pieces here and there.”

In the immediate term, the UnGap the Map campaign is focused on installing new wayfinding signage in order to help guide riders around Seattle, especially those that are new to biking or returning after a long time out of the saddle. In 2020, Seattle saw a 21-35% increase increase in the number of people riding bikes, and citywide, 60% of residents say they want to bike more but fear for their safety. The wayfinding signage, which will be installed across the city this summer, will help direct people through some of the existing gaps. Someone that comes to the end of a comfortable bikeway would reach a map that then points them to the best nearby routes.

“It’s not making people any safer but it’s helping them navigate through and find those routes that feel safer,” said Cantor, adding that for many people, that might include hopping up onto the sidewalk for a while.

Seattle Neighborhood Greenways settled on its list of 10 major gaps by prioritizing routes that connect different parts of the city, as well as accounting for safety and equity concerns. Four of the routes are what Cantor calls “citywide connectors,” or gaps that when filled would help people move around the city more efficiently. The other six are equity-focused routes that would majorly benefit the mostly South Seattle neighborhoods where they’re located, places with higher BIPOC and low-income populations that have historically been ignored when it comes to infrastructure investments.

Although none of the gaps have been filled yet, there has been significant progress on some of them. One is the “Beacon Ave. South” route, which would connect Seattle’s downtown to the entirety of its southeastern portion. The northern section of that route is currently funded and SDOT is working on design, with construction anticipated to begin in 2023 (the southern portion has yet to be funded but it’s on the city’s shortlist).

Another major connection, the “Georgetown” route, could bridge the Georgetown neighborhood to downtown through the SoDo neighborhood. Zoned industrial, every street in SoDo is wide and built to accommodate freight. Without a single safe bike corridor, SoDo is unsurprisingly dangerous to ride through and injuries and fatalities are common — two bicyclists have been killed there in 2022 alone. Because of the fatalities, SDOT is prioritizing this project and hopes to have it completed by the end of 2023 or the beginning of 2024.

“It still seems really far out but it’s closer than it ever has been,” said Cantor.

In fall 2021, PeopleForBikes awarded Seattle Neighborhood Greenways a $10,000 grant to support the organization’s advocacy work, outreach efforts, wayfinding signage and long-term planning. The emphasis on connectivity directly aligns with PeopleForBikes’ City Ratings system, which — recognizing that most people are only interested in biking when it's a comfortable experience — prioritizes low-stress biking connections and how well bike networks connect people with the places they want to go.

While Seattle has made significant progress in recent years and remains one of the best places to bike in the U.S., there’s still room for improvement when it comes to connectivity. According to Cantor, many bike infrastructure projects get heavily compromised before completion by stopping shy of a major intersection, not quite reaching a destination or being built with protection only in one direction. Compromising on individual projects can harm the connectivity of a network, as well as interrupt ambitious mode shift goals.

“If our goal is to have more people biking, that actually won’t happen if it feels the way it currently feels to bike,” said Cantor. “You have to make it comfortable, efficient and joyful or people are going to try it once and not come back.”

For the sixth consecutive year, PeopleForBikes is proud to release our annual City Ratings, a data-driven program to evaluate, identify and compare the best cities and towns for bicycling. For 2022, more than 1,000 cities were rated in the U.S. and Canada, the largest number in program history.

Below are 2022’s top-ranked small, medium and large U.S. cities for bicycling. All cities in these lists have a City Ratings score greater than 50, the threshold score for a great place to bike.

2022's Top-Ranking U.S. Cities for Bicycling

These six U.S. cities are top of class when it comes to their bike networks, infrastructure and political willpower.

At PeopleForBikes, we put a lot of emphasis on a city’s bike network and its residents’ ability to safely bike to the things they need, such as transit connections, jobs, schools, grocery stores and hospitals, as well as the things they like, such as recreational amenities like parks, trails or major shopping centers. We also account for a community’s perception of its local bike scene — every year, we conduct an online survey to hear from people that live, work and play in the cities we’re rating. 

Based on a combination of their network and community scores, all of the places on this list ranked among the top 10 cities in the U.S. Although some of these scores might seem low, cities with scores of 50 and up demonstrate higher ridership, improved safety and greater access than their peers. We spoke to experts in each location to better understand what it takes to build better bicycling communities on a large scale. 

San Francisco’s bike culture is long-established and draws from a 30-plus year history of Critical Mass, a form of direct action where people meet at a certain location and time in order to amplify bicycling via a large group ride.  

“The culture in San Francisco is very supportive of change and you have various organizations pushing for improvements,” said Mike Sallabarry, senior transportation engineer with the city. “It’s not just about on-street facilities, it’s about the different programs and events — all those things add up.”

From big events like Bike to Work Day to smaller workshops and educational gatherings, there are plenty of opportunities for folks looking to build community around bikes in the Bay Area. Even before the pandemic hit, San Francisco had a vibrant Sunday Streets program, a nod to more livable, car-free neighborhoods. Since the city is relatively small — roughly 47 square miles — many residents naturally see driving as unnecessary and unsustainable.

“San Francisco gets a reputation for being a hilly city, which of course it is, but so much of our network bypasses those steep hills,” said Matt Lasky, a project manager at San Francisco Municipal Transportation Agency (SFMTA). “Recently, with e-bikes, it’s become even more manageable and accessible.”

San Francisco’s commitment to building out additional bicycle infrastructure has also helped, as has the pace at which it's doing so. In 2019, San Francisco Mayor London Breed pledged to build 20 miles of new protected bike lanes over the course of two years, doubling down on the city’s Vision Zero plan by focusing on high injury zones. This May, Mayor Breed announced that the city had exceeded that goal, laying out additional plans for more and better bike parking, as well as safer and slower streets. 

“Our network build-out has accelerated significantly in recent years, primarily due to our quick build program,” said Sallabarry, noting that the process involves using low-cost materials to focus on safety improvements. Adds Lasky, “The program allows us to evaluate what’s working and then iterate on it.”

San Francisco now boasts an extensive, connected network of 450-plus miles of bike lanes, roughly 40 miles of which are protected. The city hopes to release a map of the network that shows the existing bikeways and where gaps exist, allowing for the prioritization of connectivity going forward.

Since all of New York City's five boroughs could be considered a city in and of itself, our City Rating program scores each borough individually. Of the five, four ranked in the top 10 for big cities with Brooklyn scoring highest (62), followed by Manhattan (55), Queens (54) and the Bronx (44). Although automobile ownership in New York City is lower than the national average (about 45% versus around 90%), it’s not surprising that the one borough lagging behind when it comes to bicycling, Staten Island, also has the highest rates of car ownership (83%).

New York City also boasts the highest number of transit users in the country and in many areas, is densely populated. In Manhattan, which only spans about 22 square miles, there’s the added benefit of everything being relatively close together. When it comes to bike infrastructure, however, what really sets the city apart is its commitment to careful planning combined with rapid implementation. Over the last six years, the city built more than 50 miles of bike lanes each year. Even more impressive, it averaged more than 20 miles of protected lanes per year.

“I think the most important thing you can do [for bicycling] is to build more bike infrastructure,” said Ted Wright, director of the bicycle and greenway program at the NYC Department of Transportation. “You can’t just do protected bike lanes, you can’t only do capital projects — you have to deal with what’s out there right now, listen to where people are riding, use your planners to think about where people could be riding, and go out and build stuff.” 

New York City’s aggressiveness when it comes to construction has paid off, with the number of bicyclists in the city jumping roughly 8% per year since the ‘80s. In particular, the city prioritized projects that have immediate benefits, such as bike lanes across bridges or greenways, what Wright refers to as “beautiful highways for bikes.” The city relies on both data and listening to its stakeholders — accounting for all users and modes is especially crucial when space is at a premium. By improving on projects that weren’t quite right, New York City has managed to build trust and success over time.

Despite having a reputation for rain, the climate in Seattle is relatively temperate. When it does rain, it tends to be more of a constant drizzle rather than a downpour and the city rarely gets snow or intense heat. Add in the fact that Seattle is known as an outdoorsy place — it’s the birthplace of REI, after all — and you get a populace that’s already primed for biking.

“We also have a great advocacy community that has a good relationship with the city,” said Serena Lehman, senior transportation planner with the city. “They push the city to be bolder and prioritize funding for bike projects.”

Even internally, Lehman notes that in the last 15 years, bike champions have become ubiquitous, helping to connect bicycling to transit, advocate for connections from certain neighborhoods or allocate funds for underserved communities. Seattle Mayor Jenny Durkan has also made a big commitment to reducing greenhouse gas emissions, opening up substantial funding for bikes and allowing for the completion of critical infrastructure segments that connect Seattle’s larger network.

“We prioritize our unbuilt segments based on several factors,” said Lehman. “The top factors being safety, then equity and finally connectivity, ridership and livability.”

In 2014, Seattle adopted an ambitious bicycle master plan, prioritizing 226 new citywide network miles to be completed by 2030. Today, the city has completed 33 miles and plans to have another 55 done by 2024. In order to make it easier for new people to ride and commute, Seattle prioritized building key bicycle connections to transit, emphasizing first and last mile connections.

Portland has a reputation for being a bikeable city, something that’s only bolstered by events like Sunday Parkways, where streets are closed for folks to “discover active transportation” and the World Naked Bike Ride, meant to highlight the vulnerability of bicyclists. When new folks move to Portland or relocate in town, the city’s SmartTrips program delivers tailored emails and materials showcasing various active transportation options for their new residence. Unsurprisingly, Portland has the highest percentage of bike commuters for any large U.S. city.

“There’s a long history of advocacy at the political level that stretches back decades, as well as advocacy at the community level,” said John Brady, communications director at the Portland Bureau of Transportation. “There's a tradition of biking in Portland that has flowed both on the policy side of things and also on the culture side of things.”

Portland continues to build infrastructure at an impressive clip, emphasizing network connections between neighborhoods through its Missing Links program. As a bridge town with major freeways that bisect its core, the city has begun to build north-west crossings over interstates and bicycle-pedestrian bridges across the Willamette River. In order to bring in new bikers, the city also focused on expanding greenways and building more infrastructure in East Portland, where more historically marginalized communities reside.

“As a city, we’ve begun assessing everything we do through the lens of racial justice, and biking isn't immune from that,” said Brady, noting that PBOT has a full-time equity and inclusion manager and that they’ve also prioritized the expansion of their fully electric bike share system. “There’s safety in the sense of not being hit by a car while riding, but there’s also personal safety from bigotry and violence. We can build a really great bicycle facility but if Black or Latino Portlanders don’t feel safe taking advantage of it, then we’re not completely doing our job.”

Every city on this list has a bike share program but, when it comes to successful community outreach, none quite compare to Philadelphia's Indego system. The city of Philadelphia is a founding member of the Better Bike Share Partnership and from its inception, Indego has maintained strong equity and educational components, working to bring biking to low-income and historically marginalized communities.

“In our bike network development, we've been able to learn from Indego on how to closely work with neighborhoods,” said Kelley Yemen, Philadelphia’s director of complete streets. “Maybe what’s needed isn’t a bike lane but rather street calming on an adjacent street — we have those conversations and really work to meet people where they’re at as we expand.”

Philadelphia is also working to build out a high-quality, safe and connected network, which it hopes will not only bring in new riders but also keep them riding. The city has consistently seen an increase in bicycling year over year and to keep its numbers growing, Philadelphia is in the process of converting to LED lighting citywide and making all-season bicycling more accessible through winter snow clearing efforts.

“We’re not the richest city but we try to leverage every investment we have to make Complete Streets,” said Yemen, noting that Philadelphia is opportunistic when it comes to development. “When PennDOT is reconstructing a bridge or a street is getting repaved, we’re filling in gaps and making bike network connections.”

While a score of 45 leaves a lot of room for improvement, we’re including Detroit in our list based on its progress. The city built its first protected bike lane in 2017 and by the end of this year, will have added another 43 miles of protected bike lanes. That dramatic increase in quality infrastructure has been bolstered by Detroit Mayor Mike Duggan, who loves two-way protected bike lanes, as well as the transfer of key employees from the Planning and Development Department to the Department of Public Works.

“We weren’t making a lot of headway before,” said Erika Linenfelser, an urban planner with the city who moved departments with her boss, Deputy Director of Complete Streets Caitlin Marcon. “The Department of Public Works is the one that installs and maintains the bike lanes — for it to now have a Complete Streets focus has been a fundamental shift.”

Detroit is also relatively flat and blessed with incredibly wide streets, a vestige from the time when it earned the nickname Motor City. In the decades since then, Detroit has lost most of its car manufacturing business and its population, declaring bankruptcy in 2013. The city, which was originally built to accommodate 2 million people, now has a population of under 700,000, leaving those big streets with very little traffic.
