We’re making biking better in Oklahoma through funding local bike projects, supporting pro-bike policies and legislation at the local and state levels and highlighting great hometown routes on Ride Spot. In November 2019, we helped pass an infrastructure package to improve the city of Tulsa’s streets, parks, city facilities and emergency departments. The measure benefits bikes by setting aside funds specifically for bike lanes and improving several parks throughout the city where bike riders of all ages can ride. In spring 2020, our Community Grant Program provided funding to Neighbors Building Neighborhoods of Muskogee, who will use the grant to install bike racks in the newly renovated Depot District public space. 

In 1984, when Will Chavez was 17, he signed on to participate in a month-long, multi-state, 950-mile bike ride. A member of the Cherokee Nation, Chavez grew up in Eastern Oklahoma where he’d spend summer days riding a one-speed motocross bike with his cousins, exploring nearby Marble City and the local creek, where they’d go swimming. By the time he was finishing high school, Chavez was invited to participate in the inaugural Remember the Removal Bike Ride.

Founded by Mike Morris and Mose Killer, the Remember the Removal ride was envisioned as a way to better involve youth in their Cherokee culture. The school in Marble City only goes through eighth grade and about a third of kids often drop out when it comes time to transition to high school. Morris and Killer saw a need to cultivate leadership qualities in Cherokee youth, as well as help them build self-esteem and confidence to face life’s challenges. The pair settled on a bike ride that would not only test the youth mentally and physically but also allow them to honor their shared history.

The Remember the Removal Bike Ride retraces the Trail of Tears, a forced displacement campaign from the U.S. government that doubled as a form of ethnic cleansing. Between 1830 and 1850, some 60,000 people from the Cherokee, Muscogee, Seminole, Chickasaw, and Choctaw nations were forcibly removed from their homes in the southeastern United States and relocated west of the Mississippi River. The relocation to less fertile land took months, and more than 4,000 people died from exposure, disease, and starvation.

The Trail of Tears is actually a network of different routes  — Remember the Removal riders stick to the northern route.

By recreating the original route as a bike ride, Cherokee leadership hoped to expose youth to the hardships their ancestors faced when they made the same trek on foot decades before. That first year, Chavez joined 19 other students and ride coordinators on bikes, while support vans and a school bus followed with tents, food, and other necessary supplies. The group visited historical sites as they followed in their ancestor’s footsteps, averaging 60 miles a day. For Chaves, the trip was life-changing. 

“Before the ride, my self-esteem was not good and I didn’t have much confidence — that all changed after the ride,” says Chavez. “I credit the ride for giving me the confidence to take on numerous challenges like joining the army, finishing college, and having a career in journalism. The ride changed me because it forced me to go past my limits – physically and mentally. So, afterward, I had the fortitude to not give up when things got tough or when it seemed like a task was impossible.”

For the last 27 years, Chavez has been an assistant editor for the Cherokee Phoenix, which was first published in Cherokee and English in 1828 in New Echota (present-day Georgia), then the capital of the Cherokee Nation (the paper’s offices are now headquartered in the new capital, Tahlequah, Oklahoma). In addition to his full-time position, Chavez has worked as the coordinator and trainer for the Remember the Removal Bike Ride for the last four years. 

In addition to the inaugural ride in 1984, Chavez also participated as a mentor in the second iteration of the ride, 25 years later.

“In 2009, the chief at the time decided to bring the ride back and he consulted some of the original riders, asking how we did things,” says Chavez. “Except for 2020, it’s been going consistently since then.”

Today, the ride remains a youth leadership program for tribal members aged 16-24, with applications opening each year in September (there are also two mentor riders each year, for those 35 and older). The program interviews are comparable to a formal job interview — applicants are scored and selected by a panel at the end of October, before attending orientation in November. 

"When I was chosen to be on the ride, I felt a sense of pride grow within me," says Whitney Roach, who completed the ride in 2021. "I not only get to represent myself and my family, but I get to represent my ancestors who were forced on the Removal…I [had] the opportunity to retrace their steps in remembrance of their strength and resilience."

Selected participants sign a contract, committing to six months of rigorous physical training, clocking miles but also learning how to clip in and use a bike with drop handlebars and lots of gears. There’s also a cultural training component that includes Cherokee lessons.

“Most of our youth don’t speak Cherokee these days so that’s part of the training,” says Chavez, adding that the cohort’s formal introductions to the tribal council are always in Cherokee. “They learn the language, the culture, and the history of the Trail of Tears. They end up with a really good background of what happened so that they’re prepared when they go out on the road and people start asking them questions.”

Along the ride, which starts in Georgia, riders visit significant sites, including New Echota, the former Cherokee capital; Kituwah Mound, the original Cherokee homeland; Blythe Ferry, where Cherokees gathered during their forced removal; Mantle Rock in Kentucky, where the former Trail of Tears route is a hiking trail; and many, many unmarked grave sites. 

“There are so many points in history when the Cherokee people could have disappeared like some other tribes,” says Chavez, noting that in addition to surviving the Trail of Tears, the Cherokee survived a smallpox epidemic that decimated the tribe in the 1700s, the American Civil War in the 1800s, and the seizure of lands and destruction of tribal government the pushed the tribe into poverty in the 1900s. “Yet, we are still here today. From the standpoint of being a Cherokee person, the ride made me even more proud of who I am and even more proud of my ancestors for what they endured and survived,”

A body of research, published from 2020 to 2022, highlights the benefits of the Remember the Removal Bike Ride for participants’ physical, emotional, social, and cultural well-being. Past riders that were surveyed showed improvements in their diet and exercise habits, as well as their mental health, with reductions in things like stress, anxiety, depression, and anger. Perhaps most importantly, those surveyed also demonstrated improved social and cultural connection to one another, their Cherokee identity, and fundamental Cherokee values.

Over the course of three weeks, the youth ride anywhere from 40 to 70 miles a day, some much more difficult than others (particularly those in Missouri, nicknamed “Misery” due to its constant heat, hills, and rough roads).

In 2021, the riders switched from using road bikes to gravel bikes, which makes traversing the mountains and backroads much easier. The Cherokee Education Department pays for rider’s helmets, shoes, sunglasses, a bike computer, custom cycling kits, and bikes, which are Fuji this year but have covered the gamut of quality brands over the last decade. To receive the kit, riders are required to pass a grueling 60-mile road test — friends and family are then invited to watch them receive their kits, an event with a strong ceremonial element. When participants complete the ride itself, they get to keep their bikes.

In an average year, Chavez takes 8-10 riders, although this year it’ll be a group of six, having lost two to injury. Interestingly, since 2018, the Remember the Removal riders have been trending female, and since 2021, the cohort has been completely female. 

This years Remember the Removal cohort, which will begin their ride on June 5.

“Elders and council members have been asking, where are all the boys?” says Chavez, noting that male youth just aren’t applying. “Obviously, the girls aren’t afraid to do it — it’s tough and these girls want to take on the challenge.”

At the end of May, Chavez accompanied the riders to North Carolina, where they met up with the Eastern Band of Cherokee Indians, who also has a team of six riders. While the two tribes share a lineage, there are still a few differences in language, which can become apparent in the call signs used, all of which are in Cherokee. After a training ride together to get on the same page, the group will travel to Georgia, where they’ll begin the Remember the Removal Bike Ride on June 5, traveling nearly 1,000 miles through Tennessee, Kentucky, Illinois, Missouri, Arkansas, and Oklahoma.

Upon completion, the riders will join more than 200 alumni, many of whom are still as committed to the ride as Chavez is, showing up to help with training, mentorship, or on-route support. It makes sense — after all, Remember the Removal is first and foremost a spiritual journey. Not only does it test the endurance and emotions of those who participate, but it directly connects them to their ancestors. In riding, they remember where they came from and find the strength to go on.

This Annual Bike Ride Connects Cherokee Youth to Their History

In Tulsa, Oklahoma, a local bike club is going beyond just teaching kids to ride bikes in school, working to also build safe, inclusive, accessible bicycling infrastructure.

“Fifteen years ago, we could have just come out of the gate saying, ‘Dear Mayor, please build 50 miles of bike lanes,’ and city officials would've probably turned around and said, ‘For who?’” says Jason Whorton, executive director and co-founder of Bike Club Tulsa. “So Bike Club Tulsa said ‘Okay, let's work on increasing ridership and exposure to get more kids on bikes.’” 

The club’s decision-makers thought about how they might have the largest impact and settled on targeting the 33,000 kids in Tulsa Public Schools. In 2014, Bike Club Tulsa launched its first after-school program.

“Fast forward to now, we're operating bike clubs in 29 Tulsa public schools, running 12 in-school bicycle education PE programs, and building safe places for our kids to get out and ride,” says Mike Wozniak, program manager at Bike Club Tulsa.

Bike Club Tulsa also uses Project Bike Tech’s bicycle mechanic curriculum to teach science, technology, engineering, and mathematics (STEM) to students at a local high school. Plus, the club operates a local National Interscholastic Cycling Association (NICA) mountain bike team, organizes pop-up community bike repairs, leads bicycle classes for adults, and is a key player in implementing adaptive bicycling opportunities across the city. Bike Club’s curriculum is also being used in cities and towns outside the Tulsa metro area.  

Bike Club Tulsa’s impact and student reach has expanded as a direct result of implementing its in-school bicycle education programming. Each after-school program engages roughly 20 fifth-grade or middle-school students for weekly meet-ups and rides. The club works on bicycling skills, life skills, and STEM learning in the fall, while the spring is focused on off-campus rides in the community. The after-school programming currently reaches about 475 students and the in-school PE curriculum — taught to all third-grade students at select partner elementary schools — will hit more than 700 participants by the end of the 2022-23 school year. 

“Every third-grader at that school site gets a four-lesson skill and safety curriculum,” says Wozniak. “We're teaching a lot of kids how to ride bikes.” 

After conducting extensive research and looking at a variety of programs across the country, Bike Club Tulsa developed its own curriculum.

“We took those concepts taught in other curriculums and put our spin on them,” says Whorton. “We use custom photography, videos, equipment, and local students to put an urban spin on cycling education.”

Using its custom curriculum and local influence, Bike Club Tulsa is working hard to break down barriers to bicycle access and participation in the city. The organization is working closely with the school district to implement more clubs, which is crucial considering the number of Title 1 schools and kids on free and reduced-price meals (both are used as indicators for low-income, marginalized communities). Importantly, thanks to community donations, Bike Club Tulsa is able to provide all its programming and equipment at zero cost. 

“Every school has about 30 bikes, 20-25 youth bikes and five adult bikes for volunteers,” says Whorton, adding that all of the kids that graduate from Bike Club Tulsa also earn a bike. “We give them a bike, helmet, safety vest, gloves, high-visibility t-shirt, and a water bottle — all of this well-earned swag.” 

While the cost of bicycle equipment is a barrier for many low-income youth bicycling, it’s not the only one. In the U.S., adult women ride bikes less than adult men for both transportation and recreational purposes, and gender parity is something Bike Club Tulsa explicitly aims for: Bike Club Tulsa’s participation rates are about 50% male and 50% female. 

“[Our demographics] also mirror the breakdown of the school district ethnicity, which is currently one-third white, Black, and Hispanic,” says Whorton. “It’s very important for us that we represent the makeup of students that the district serves.” 

Many of Bike Club Tulsa’s students are also completely new to bicycling. “In one of our PE classes, 17 out of 25 kids didn't know how to ride,” says Whorton. “We really feel that what we're doing here is teaching a lifelong lesson around something that promotes health and wellness.” 

In fact, improving community health outcomes bicycling is another central component of Bike Club’s work. Oklahoma kids have some of the highest rates of adverse childhood experiences (ACE) in the country and many have three or more ACEs, higher than most other states in the country. 

“We know the best way to combat that, to compensate for that, is mentorship,” says Wozniak. “You see all this activity on a bike, but it's also a vehicle for mentorship.” 

Mentorship and the creation of safe, stable, nurturing relationships in families and communities is a key component of ACE prevention and another focus of Bike Club Tulsa, which works hard to ensure that program mentors represent the backgrounds of the kids they work with.

Underlying all of its other work is Bike Club Tulsa’s efforts to develop and advocate for accessible places to ride in close proximity to student’s schools and homes. Tulsa Bike Club’s most recent bike park project, Bales Park Trails, was constructed next to a Tulsa Housing Authority project, where the club also gave many residents free bikes. 

In order to remain inclusive, Bike Club Tulsa makes sure that the trails they build are rated for adaptive use. Lubell Park Trails, another Bike Club project, is Oklahoma’s first purpose-built adaptive mountain bike trail (aMTB), with Bales Park Trails also being designed intentionally for aMTBs.

“We have three and a half miles of inclusive trail out there,” says Whorton, noting that they’d just received an adaptive mountain bike report from Jeremy McGhee, an authority in the space. “We want the trails we’re developing to be fun for all ages and abilities — we want them to be interesting and challenging, but we also want them to be inclusive.”

Financial barriers to adaptive bicycling are challenges Bike Club Tulsa is addressing alongside the need for inclusive infrastructure. Through a grant from the Sanford & Irene Burnstein Foundation, the club was able to purchase adaptive mountain bikes for local use. The organization also has a collaboration with The Center for Individuals with Physical Challenges that includes weekly rides with their clients on these adaptive trails.

Bike Club Tulsa helps drive Oklahoma bicycle culture and its emphasis on inclusivity doesn’t go unnoticed. The group has also built strong relationships with bike shops in Tulsa and conducts regular bike repair pop-up shops throughout the city. 

“We do community popups where we'll bring out our staff, stands, and tools and we'll service bikes in Tulsa Housing Authority projects, in schools or parks, and YMCAs,” says Whorton. “We go to the people, working on bikes for free to keep them running and keep the kids active.” 

After almost a decade of operation, Bike Club Tulsa has built community trust by delivering on its promises to the Tulsa Public School district and the community at large, drafting a blueprint that can resonate in any community across the country.

Building Inclusive Bicycling at School and Beyond

Gravel biking has a somewhat nebulous definition. It does not mean biking solely on small rocks, but rather exploring any variety of unpaved surfaces, with conditions ranging from smooth forest service roads to rutted out double track. The bikes are multipurpose — lighter than mountain bikes but burlier than road bikes — combining road bike geometry with mountain bike capabilities. With more than two million miles of unpaved roads across the U.S., there are opportunities for gravel riding nationwide. 

Gravel racing, one of bicycling’s fastest-growing sectors, features courses ranging from 30 all the way to 200 miles, many winding through smaller towns. Legendary competitions are held in places seldom heard of nationally: Emporia, Kansas; Stillwater, Oklahoma; and Cable, Wisconsin, to name a few. These small towns are uniquely situated for gravel riding because they have old farm roads, nearby public lands, and a sense of mystery that many big city riders are attracted to. Small towns offer many benefits for gravel racing, but gravel racing has reciprocal positive effects on the communities — towns that play host for a weekend can see economic, cultural, and conceptual benefits year round.

Outdoor recreation is not often associated with Kansas, even less so with the small town of Emporia, located about an hour’s drive southwest of Topeka. Visitors love the community in the Flint Hills because of the stellar quality of gravel, the people, and the big annual race. Unbound, a 100-mile race, began as a small ride of 34 people. It has since blossomed into an entire week of celebration with 4,000 riders at the starting line. It is called the world’s premier gravel event and attracts pros from around the globe. LeLan Dains, founder of Unbound and a bike shop owner in Emporia, said the biggest gain from this race is the sense of pride locals now feel as a “destination” instead of just a dot on the map. 

People, businesses, and nonprofits have all felt the effects of the event, Gravel City Roasters being a prime example. Operating under their current ownership since 2011, the downtown coffee shop has witnessed the changes in both Unbound and the city as a whole. The owner, Angela Baker, has developed relationships with returning riders throughout the years. As a safe space for the local LGBTQ community, the cafe seemed like a natural option for a fundraiser. The cafe partnered with pros Yuri Hauswald and Molly Cameron to raise funds for Bloom House Youth Services, an all-inclusive shelter for at-risk youth. When they held a shakeout ride on the Thursday before race weekend, the cafe expected 40 or 50 people at most. Instead, hundreds showed up and rode in support of the local shelter. The feeling that Unbound has brought to the town is unique. “Anytime a town organically builds what turns into an international event, there’s a lot of community pride that comes with it. The whole town looks forward to it every year,” says local Jeremy Johns. His brewery, Radius Brewing Company, in turn helps sponsor a smaller gravel race in nearby Americus, Kansas. These community-cycling partnerships are common, and can often reach farther than the small town itself.

Kansas is also home to a burgeoning NICA (National Interscholastic Cycling Association) league, currently in its second year. There are more than 200 competitors, with two dozen in Emporia alone. Cycling is becoming a sport starting at younger and younger ages in Kansas. Bikepacking routes are also being developed across the Great Plains, creating more access to the unseen natural beauty of the region. People have moved to Emporia solely for gravel biking. A prime example is what Dains called “the tale of two Bobs.” Two remote business owners from opposite coasts moved for the friendly small town and the Flint Hills. The draw of small towns, for cultural and recreational reasons, has only grown since the COVID pandemic with the explosion of remote work.

Gravel biking creates economic change, especially in small towns like Emporia. 4,000 riders race, but the actual number of people coming into town for the event is much higher. The Flint Hills of Kansas become engorged for race weekend with more than 25,000 out-. A 2018 study by Penn State put the economic impact of the weekend at $5.5 million. The sales tax, restaurants, hotels, grocery stores, and of course bike shops all share in the dollars flowing for Unbound weekend. This doesn’t count the number of people who come for a week before or after, as all of the professional riders interviewed for this story did. Visitors often return as well, both annually and more frequently. 

Gravel riding can bring people to small towns for both sanctioned events as well as training rides. Training for longer rides usually involves getting off the beaten path, meaning riders get to become familiar with small towns, and see changes that most people in a city wouldn’t otherwise notice. The small Texas town of Castell hosts the Castell Gravel Grind, a 550-person race that sells out within the first hour or two registration is open. The unique Hill Country topography and proximity to Austin and San Antonio make Castell a hot-bed for out-of-town visitors . Many stop at the local gas station/saloon/restaurant, the Castell General Store. This historic building is in turn supported by the race’s nonprofit partner, the Castell Preservation Association. This community ethic is reflected in the races themselves.

The biggest difference many professional racers note from road events is that gravel races feel egalitarian and community-driven. Everybody lines up at the same start line at many races, and people are there to complete a race with their friends instead of competing. In the words of professional racer Ryan Standish, “Gravel is much more communal. People are there for fun and to race with their buddies at the end of the day.” This communal feeling means tight-knit communities provide a perfect stage.

The cultural and economic changes gravel cycling brings are abundant for these small towns. Community members can have a positive local event to hang their hat on and urbanites gain a new appreciation for small towns off the beaten path. This appreciation can be expressed in return visits for training rides, learning new history, and interacting with people they wouldn’t run into in  everyday life. Gravel cycling has grown 109% over the last few years, and the opportunity to ride in safer, but still wild, environments means it is more than a passing trend for those looking to get out there explore by bike.

Gravel Biking Is Transforming Small Town America

Bike Club OKC is helping kids build community locally and better express themselves, improving health and academic outcomes along the way.

Bike Club OKC president and program director Alyssa Lutz has story upon story to share about the opportunity, impact and transformation that bicycling has brought to the youth she works within Oklahoma City, Oklahoma. 

“Opportunity is the biggest thing that Bike Club OKC brings,” said Lutz. “Twenty percent of the kiddos that come to Bike Club OKC have never been on a bike.”

Founded in 2018, Bike Club OKC is an afterschool program that works with groups of 20 students in three local elementary and middle schools, fostering better students and community members through cycling. Students apply with their teacher and are selected by their principal based on those who most need, want and merit the program. Accordingly, many club members are students from underserved communities. 

Learning to ride is the first opportunity that OKC kids are presented with. In the fall, students spend the first half of the 20 to 25-week program learning how to safely ride as individuals and in a group. When they return to Bike Club OKC after winter break, they dive into route planning, community field trips and deeper community engagement. The entire time, Bike Club OKC leaders, parents, teachers and the community watch the joy, enthusiasm and positive outcomes that blossom through the program. 

Bike Club OKC works closely with parents and teachers at its partner schools so that kids in the program uphold the ABCs: attendance, behavior and coursework. According to Lutz, the program has never had a kid drop out because participation in the program is a major incentive.

“Parents and the teachers love the fact that if a student is behind in their homework, they can tell them they need to catch up if they want to stay in Bike Club,” said Lutz. “We've never lost a student because they all are motivated [to stay in the club].” 

What’s driving the students? Beyond learning science, technology, engineering and math (STEM) alongside bike riding and mechanic skills, the youth love the engagement, connection and feelings of community connection, exploration, wellness and opportunity that Bike Club OKC brings.

“Most of our kiddos do not own a bike. They learn that a bike is transportation as well as physical wellness, mental wellness and time away from electronic devices,” said Lutz. “These are opportunities for socialization, communication, physical and mental wellness that these kiddos would not have without Bike Club OKC.” 

By working with economically and racially marginalized youth, Bike Club OKC empowers youth and changes lives for the better. The club strives to create an inclusive, welcoming and comfortable environment for LGBTQ+ youth as well as kids with ADHD, anxiety and health challenges. One student who entered the program with significant anxiety was able to verbally relay how much riding had helped, eventually asking to serve as the bike ride leader at the front of their groups. 

“She told me, ‘You know what, when I ride with Bike Club I feel really good,’” said Lutz. “I was like ‘My sweet child, you just figured out in fourth grade what some grownups are still trying to figure out.’”

Lutz’s stories about the social, mental, physical and emotional impacts of bicycling have been supported by research conducted by the nonprofit Outride, whose mission is to improve the lives of youth through cycling-based research, after-school programs and matching community grants. Lutz has attended every Outride Research Summit, which provides a platform for the latest research on the physical, mental and socio-emotional impacts of cycling, and she frequently references the organization’s most recent research report.

“I love the fact that we have data — real scientific data — to back up what we know and what we've seen,” said Lutz. “Cognitive abilities, attention span — all of these things really are improved [through riding]. Data backs it up and there is science that shows this is real, which helps me when I'm trying to explain some of the benefits of our program.” 

Visits to community parks and trails, local museums and police and fire departments also allow Bike Club OKC students to build relationships with community members they might not otherwise interact with. Bike Club OKC recently visited the Oklahoma City Riversport outdoor adventure park facilities to try a surf machine, the Oklahoma Contemporary Art Center to gallery hop, and the Oklahoma City National Memorial and Museum to learn about the tragic domestic terrorism of the 1995 federal building bombing. 

Local bike shops have also been a popular destination for Bike Club OKC members and visits with them often include a lesson. For example, Bike Lab OKC did a tire change tutorial, while Wheeler Dealer built small a-frames and teeter-totters for kids to strengthen their riding skills. Trek Bicycles OKC met students at a pump track downtown for a skills workshop. Just for laughs, one of the staff at Phat Tire bike shop took an aluminum can and smashed it on the back wheel, making it sound like their bike had a motor. 

If students keep up their attendance, behavior and coursework, they graduate from Bike Club OKC and receive a bike, a helmet, a safety vest, lights, a bike lock and a bike pump. These tools are in addition to the skills, confidence and community they’ve developed throughout the program. Most club members continue to ride on local trails and some even participate in races even once they’ve graduated. Lutz says that every time she sees a former student, they express a desire to come back to Bike Club OKC. Because of those strong ties, the club has started to host events for graduates and their families to ride together. This year, some 40 kids and their families came to ride at the Oklahoma City Redbud Classic.

Recently, Bike Club OKC received a Summer 2022 Outride Fund grant, which will help the club expand to two additional elementary schools, bringing them to five elementary and middle schools in Oklahoma City. With sixty students currently graduating from Bike Club OKC each year, the expansion will lead directly to more kids on bikes.

“There will be a hundred kiddos next year getting new bikes and the impact of the program at their schools,” said Lutz. “When five years have passed, that's going to be a hundred kids in each school’s neighborhood that will have received bicycles. You can imagine the impact that will have in the neighborhood and for the community.”

The Better Bike Share Partnership (BBSP) awarded $75,040 in grants to 10 projects that will reach and engage traditionally underserved populations through shared micromobility. This is the seventh round of mini-grant funding the national bicycle advocacy organization PeopleForBikes will administer through its partner role with BBSP.

"Better Bike Share mini-grants allow us to support short-term, impactful projects that directly improve access to shared micromobility for lower-income and/or BIPOC communities," said Tangier Barnes-Wright, senior partnership and program manager at PeopleForBikes and BBSP. "We are inspired by the 2022 grantees and look forward to learning from their projects and sharing lessons broadly across the nation."

The following projects were selected by a grants panel to receive funding: 

Increasing Low-Income and Latinx Ridership on Portland’s BIKETOWN | $9,400
Community Cycling Center, Portland, OR

The Community Cycling Center will partner with Andando en Bicicletas y Caminando (ABC) to increase BIKETOWN bike share access through signups and education in low-income communities of color. Over the course of three sessions, 10 neighborhood leaders will be trained on the process of signing up for reduced-fare membership, positioning them as a trusted resource for other community members.

The Go Hub Community Mobility Rituals | $9,000
Equiticity, Chicago, IL

In partnership with Divvy, Superpedestrian and local community-based organizations, Equiticity will host a monthly bike ride and scooter roll. Each ride will have a different theme, socializing participants around the act of mobility and increasing a sense of safety, ownership and autonomy. Depending on the ride, Divvy bikes or Superpedestrian scooters will be provided and participants will learn about each system and its corresponding low-income membership program. 

Golden Rollers: Introduction to BCycle and Micromobility for Older Adults | $5,640
Ghisallo Cycling Initiative, San Antonio, TX

The Golden Rollers program will provide annual bike share memberships, training, guided rides and safety equipment at no cost to 24 seniors and older adults with the aim of increasing ridership. The program will be based out of a senior center adjacent to a BCycle bike share station. This mini-grant will allow interested participants to gain familiarity with the BCycle system and access their fleet of two-wheeled, electric-assist bicycles.

Art, Bikes and Books for All! | $9,500
Arts and Business Council of Greater Nashville, Nashville, TN

The Arts and Business Council of Greater Nashville, the Nashville Public Library and the Music City Dope Pedalers, a majority-BIPOC bike club, will partner to grow the existing Bikes and Books for All program, which makes checking out a BCycle bike as easy as borrowing a book. Funding will help the program expand to more library branches, create bike routes and host a community bike ride with art bikes designed by local artists. 

Blue Bikes Community Liaisons Program | $6,000
Blue Krewe, New Orleans, LA

Blue Bikes will recruit liaisons from the three neighborhoods within its system that rate highest according to the New Orleans’ Bike Equity Index, which helps identify underserved, priority areas. The liaisons will participate in monthly training and be compensated for leading one community outreach activity of their choosing each month from June to November. They will also represent Blue Bikes at neighborhood events, sharing information about the system and gathering feedback on how to improve bike share.

Wheels to Work | $7,000
Houston Bike Share, Houston, TX

Modeled on Indego bike share’s Wheels to Work program in Philadelphia, this mini-grant will support employment and increase health and mobility through bike share. Houston Bike Share will work directly with New Hope Housing’s Harrisburg location to combine services such as resume writing and soft skills classes alongside bike share system training and bike safety. Participants will receive a free BCycle membership and participate in group rides designed to be inclusive.

Building Mobility Justice in Pittsburgh | $9,000
Bike Share Pittsburgh, Pittsburgh, PA

This mini-grant will fund aspects of the POGOH bike share system’s equity initiatives, including cash payment administration, support for its $10/year low-income Mobility Justice Pass and its 2022 Community Day event execution. The Community Day will bring families and the neighborhood together around outdoor activities, food, music and a helmet giveaway, raising awareness about POGOH and the Mobility Justice Pass. 

Equity Memberships | $8,500
Tulsa Bike Share/This Machine, Tulsa, OK

This Machine will partner with local nonprofits, including the Tulsa Housing Authority and two prison alternative programs for female drug offenders, to provide a form of reliable transportation to access essential services. The pilot program will offer reduced-priced memberships to folks working with its partner organizations and anyone with a SNAP or SoonerCare card. The goal is to collect comprehensive data before applying for funding to make the equity membership program permanent.

West Dayton Community Outreach | $6,000
Bike Miami Valley, Dayton, OH

The Dayton Bike Share system is expanding by adding hubs in the city’s priority areas of West and Northwest Dayton. These geographies were historically redlined and are still today majority Black communities. This mini-grant will fund work on the front end of that expansion, gathering input from residents, providing marketing materials and helmets for the demo days and stipends for door-to-door outreach in the community.

Beautification of Downtown BCycle Station | $5,000
Des Moines Street Collective/Des Moines BCycle, Des Moines, IA

In partnership with ArtForce Iowa, the Des Moines Street Collective hopes to bring refugee, first-generation youth to bike share through the beautification of a downtown BCycle station. Marginalized youth will have a hand in the entire creative process, from the initial brainstorm to the final product. Every youth artist will participate in two group rides, receiving bike-riding lessons, an annual BCycle membership and a helmet and bike lock.

The Better Bike Share Partnership is funded by The JPB Foundation as a collaboration between the City of Philadelphia, the National Association of City Transportation Officials (NACTO) and the PeopleForBikes Foundation to build equitable and replicable bike share systems. Better Bike Share Partnership Awards $75,000 in Grants

On Oct. 22, The U.S. Fish and Wildlife Service (FWS) announced its policy for electric bicycle (e-bike) use on National Wildlife Refuge System Lands. Director’s Order 222 is in response to the Department of Interior Secretary David Bernhardt’s Aug. 29 Secretarial Order 3376 directing the Bureau of Land Management, Bureau of Reclamation, FWS and the National Park Service to establish interim e-bike policies that allow more people to experience America’s rich natural heritage with the use of a bicycle.

The FWS policy allows Class 1, 2 and 3 e-bike riding (without the use of a throttle) on National Wildlife Refuge roads, trails and designated areas where traditional bikes are allowed. The policy does not allow e-bikes in designated wilderness areas and most backcountry trails. Refuge managers may restrict e-bike usage if they determine their use to be inappropriate for the area, by notifying the Chief of the National Wildlife Refuge System and the public.

This new policy is significant — in 2018 alone, 1.3 million people rode their bikes on FWS lands, demonstrating the growing demand for bike riding opportunities. E-bike use is a modern way to experience the outdoors and this policy update will allow for more visitors to get out and ride.

E-Bikes Can Now Access 200+ National Wildlife Refuges

The 12 projects utilize everything from community art to electric bikes and span the country from New York to Hawaii.

The Better Bike Share Partnership (BBSP) awarded $89,970 in mini-grants to 12 projects that will reach and engage traditionally underserved populations through shared micromobility. This is the sixth round of grant funding that PeopleForBikes will administer through its partner role with BBSP. 

“Better Bike Share mini-grants allow us to support and share lessons from small, innovative projects," said Zoe Kircos, director of grants and partnerships at PeopleForBikes and manager of BBSP. "We look forward to learning from these grantees and seeing how their strategies help more people access bike share systems.”

Reddy E-Bike Library Ambassadors | $10,000
Shared Mobility Inc./Reddy Bikeshare, Buffalo and Niagara Falls, NY

Reddy Bikeshare, in partnership with Independent Health, will join with East Side Bike Club and the Create a Healthier Niagara Falls Collaborative to use this funding to hire, train and support four community ambassadors to help underserved residents access electric bicycles through a new bike library program.

Bike-N-Ride: Linking Bike Sharing With Transit Through Art Tours That Highlight Community Narratives | $10,000
City of Fort Lauderdale – Transportation and Mobility, Fort Lauderdale, FL

The City of Fort Lauderdale will partner with local community-based organizations to host three bike tours featuring storytelling and art. The rides will coincide with and end at a local monthly art walk event.

Savvy Cycling | $10,000
Midwest Bikeshare, Inc./Bublr Bikeshare, Milwaukee, WI

As Bublr expands into historically marginalized neighborhoods with 26 new stations, system ambassadors from those communities will offer urban bike skills classes, free helmets and a complimentary 30-day pass to local residents.

North Tulsa Expansion/African American Community Outreach | $10,000
Tulsa Bike Share/This Machine, Tulsa, OK

Five new This Machine stations will be installed in North Tulsa, a historically Black neighborhood. The expansion will be matched with promotions, events and other activities offered in partnership with community-based organizations located in the area.

People for Mobility Justice ElectroBicis in Pacoima  | $10,000
Community Partners, Los Angeles, CA

People for Mobility Justice will work with Pacoima Beautiful to make 100 electric bikes available for long-term rental to residents as part of a pilot in the Northeast San Fernando Valley. PeopleForBikes’ grant will fund classes on safe bicycling and bike maintenance, along with safety equipment such as helmets and lights.

Justice on Wheels 2021 | $8,600
Family Matters, Chicago, IL

Practice rides and events, geared towards helping residents build endurance and community, will culminate in a 15-mile intergenerational ride through the Rogers Park neighborhood of Chicago. Speakers at stops on the route will explore themes of transformative justice and transportation equity, with a celebration at the end. 

Biki Ambassador Project | $7,770
Bikeshare Hawaii, Honolulu, HI

Biki will focus on outreach to Native Hawaiians and other underserved communities with the launch of a new Ambassador program. In partnership with a local organization, the bike share system will recruit, hire and train 10 people from the community to promote bike share and provide feedback.

The Way We Move: Making Biking Accessible for All in Raleigh | $6,500
Oaks and Spokes, Raleigh, NC

Reaching and engaging older adults in underserved communities is the focus of the events and activities in this new program. AARP and senior living facilities will serve as partners and an intern will be hired from a local HBCU.

Roll to Recovery | $6,000
OneFifteen, Dayton, OH

Through a partnership with Bike Miami Valley, OneFifteen, an addiction recovery campus, will support the mental and physical health of patients and staff by helping them ride. In addition to placing a bike share station on the facility’s campus, the nonprofit will offer helmets and annual passes to those who complete a free cycling safety class.

Allen County Micromobility Education Program | $5,000
Thrive Allen County, Allen County, KS

With this funding, Allen County’s free bike share system will hire a local ambassador to offer free bike repair workshops to residents countywide, addressing a common barrier to increased bicycling.

Segundo Barrio Mural Bikes | $4,300
Camino Real Regional Mobility Authority, El Paso, TX

Local artists will paint seven bike share bikes inspired by the murals located in the historically significant Segundo Barrio, introducing more people to the artwork and bike share. Once completed, the painted bikes will be part of a bike share demo and gallery event in the featured neighborhood.

Share Boxes for Bike Share Racks | $1,800
Green Apple Bikes, Inc., Manhattan, KS

This completely free, volunteer-driven bike share system will add share boxes to stations in select locations, offering donated items including bicycling safety gear with funding from this grant.

Better Bike Share Partnership Awards $89,970 in Grants

A quick update on pro-bike policies from across the U.S.

Every year, PeopleForBikes monitors more than 200 state legislative bills to track the national bicycling landscape and quickly rally our supporters to back proposed improvements that could benefit bike riding in areas like infrastructure, funding, incentives and safety regulations.

Although the COVID-19 pandemic required many legislatures to adjust their sessions to accommodate virtual settings, many pro-bike bills across the U.S. still progressed through the legislative process. A few recent examples of these bills can be found below.

Model electric bicycle legislation: These bills define electric bicycles using the three-class system, establish rules of the road similar to human-powered bicycles and exempt electric bicycles from the registration, licensing or insurance requirements that apply to motor vehicles. Model electric bicycle legislation was passed in Alabama (HB 99), Iowa (HF 493), Minnesota (HF 10), Missouri (SB 176), Mississippi (HB 1195), Nevada (SB 369), North Dakota (HB 1148) and Vermont (SB 66) this year.

Safe passing: These bills typically require the driver of a vehicle to provide at least three feet of space when passing a bicycle traveling the same direction on a roadway. Safe passing laws were passed in North Dakota (HB 1290) and Georgia (HB 353) this year.

Idaho stop: These bills typically allow bike riders to treat a stop sign as a yield sign and a red light as a stop sign in certain situations. Idaho stop laws were passed in North Dakota (HB 1252), Oklahoma (HB 1770) and Utah (HB 142) this year.

Vulnerable users: These bills typically help protect vulnerable road users, such as bike riders and pedestrians, by establishing fines that discourage and punish careless driving. A vulnerable users law was passed in Maryland (HB 118) this year.

Sustainable Transportation: This legislation supports decreasing the transportation sector’s greenhouse gas emissions by investing in bicycle infrastructure and electric alternatives to combustion vehicles. Sustainable transportation laws were passed in Colorado (SB 260) and Washington (HB 1091) this year.

PeopleForBikes’ 2021 Mid-Year Legislative Recap

We’ve combed through every state bicycling bill currently being considered — here are the top five themes that emerged and why they’re important.

PeopleForBikes’ state and local policy team keeps a running document of state legislative bills that could have implications, good or bad, for bike riding and bike businesses. Over the past six years, they’ve noted a significant bump in the representation of bikes in state legislatures and recently, certain bills have stood out as fitting into a national theme or being completely novel.

“The 2021 legislative sessions are proving to be a prime example of how bike legislation can not only improve bike riding but also play a serious role in helping states achieve their environmental, social and economic goals,” said Ashley Seaward, PeopleForBikes’ regulatory and policy analyst.

Updated as of February 2021, the five policies highlighted below represent shifts in the way America is making recreation and active transportation decisions, even if none of them are ultimately passed into law. To simply have the ideas in these bills put into an official form at the legislative level means we’re on the right track toward garnering broad public support for bicycles and improving our communities nationwide.

Outdoor recreation bills have been introduced in Utah (House Bill 254), Nebraska (Legislative Bill 605) and Washington (House Bill 5292), but we’re particularly fond of Illinois’ House Bill 194. The bill, introduced by Rep. Sonya M. Harper, creates the Outdoor RX Program Act, which would provide funds for outdoor environmental, ecological, agricultural and other natural resource and outdoor-based therapy programs. 

Included in the bill is some great preamble language: “Time outdoors can be a valuable adjunct therapy in addition to more traditional health care, while also reducing reliance on prescription medication.” Furthermore, the bill lists the therapeutic benefits of time spent outdoors as a scientific fact, a known way to “help reduce stress, improve concentration and promote overall well-being, both physical and mental.” 

Why should you care? This bill would put into Illinois state law that outdoor recreation is on par with other forms of therapy and medicine, opening the opportunity for other states (and, ideally, insurance companies) to follow suit. By providing a more holistic approach to caring for people, a healthcare provider might eventually be able to prescribe riding a bike instead of medication, lessening our dependence on prescription medication while still improving our overall health.

In case you missed it, our federal policy team has been hard at work alongside Representatives Jimmy Panetta (D-CA) and Earl Blumenauer (D-OR) to introduce the Electric Bicycle Incentive Kickstart for the Environment (E-BIKE) Act (H.R. 1019). At the state level, there are currently 23 proposed bills related to electric bicycles. 

California’s Assembly Bill 117 stands out for its acknowledgment that electric bicycles are a critical form of transportation and integral when it comes to reducing carbon emissions. This bill would bring about a massive investment in electric bicycles through the Electric Bicycle Rebate Pilot Project, which would be funded with $10 million from the state’s Greenhouse Gas Reduction Fund as part of the Air Quality Improvement Program. 

Two other electric bicycle incentive bills of note: Oklahoma’s Senate Bill 435, which would legalize a $200 electric bicycle purchase incentive, and Washington’s House Bill 1330, which would do away with the existing sales tax on electric bicycles and allow for a $200 incentive to be used on related bicycling equipment. 

Why should you care? A 2019 study found that across the United States, we can expect an 11% decrease in carbon emissions with a 15% increase in electric bicycle mode share. The above states are the first to put out realistic models for incentivizing this shift and getting more people buying, and commuting by, electric bicycles.

Dubbed “GHG” for greenhouse gas emissions by our policy team, these bills offer ways for states to combat the rising threat of climate change. Although most bills propose multiple avenues for reducing emissions, all have positive implications for bike infrastructure. Vermont’s House Bill 120 specifically names bicycle infrastructure networks as a way to reduce emissions.

New Jersey’s Assembly Bill 5196 would provide loans and other financial assistance for climate change mitigation and resilience projects, including “zero-emission vehicle infrastructure” (i.e. bike networks). What’s more, the bill stipulates that climate change mitigation projects might include “zero-emission public transportation projects,” such as bike share programs.

Why should you care? Bills like these have only started to emerge in the last few years, hinting at a larger shift in the national conversation surrounding climate change. By providing large-scale funding for public investment projects that reduce greenhouse gas emissions, these kinds of bills mean big money for potential bike projects. They also offer a prime opportunity for environmental and transportation advocates to collaborate on a unified goal of reducing emissions through bikes.

No bill is likely to get more people riding than one that offers financial benefits for bicyclists. There are currently two policy proposals that do just that in New York and Hawaii. Hawaii’s, Senate Bill 524, is really an overall commuting bill with positive implications for workers that choose to bike. Similar to the federal Bicycle Commuter Act, which was recently reintroduced to Congress, it would essentially give Hawaiians commuter benefits no matter what mode of transportation they choose.

The preamble language is particularly bold and we’re here for it: “The legislature finds that the State's policy of providing highly subsidized parking for state employees limits the employees' choices, does not reduce traffic congestion or greenhouse gas emissions, and contradicts state policies to encourage alternative modes of transportation.” New York’s Assembly Bill 2234 would similarly allow bicyclists to qualify for commuter benefits.

Why should you care? People should be rewarded for choosing to get to work by bike and, in lieu of national action that’s proved fickle in the past, states are starting to take action. More people commuting by bike means more support for bike infrastructure, cleaner air and healthier employees.

5. Action on Diversity, Equity and Inclusion (DEI)


What does a DEI bill have to do with biking? Like almost everything in American life, transportation is intersectional and there’s a long history of disenfranchisement when it comes to Black, Indigenous and people of color, as well as low-income populations and folks with disabilities. Oregon’s House Bill 2985 would ensure that members of the Oregon Department of Transportation advisory committee reflect the racial, ethnic and ability composition of the state.

Why should you care? Transportation decisions need to be made with input from people from all communities, backgrounds and ethnicities. Historically, Black and brown communities have been underrepresented or excluded completely from public planning decisions at every level. We need to make sure there are legal obligations to include all people affected by transportation projects and decisions.

5 Bills Every Bike Advocate Should Care About

We hope you’re gearing up to take some great rides in 2021. From oceanside coastal rides in the Pacific Northwest to gravel epics in Colorado to country road cruises in New York, we’ve compiled a list of 12 can’t-miss rides from 2020. Our new Ride Spot app will get you to each and guide you to great cycling experiences.

While the state of Colorado already hosts dozens of time-tested on and off-road cycling races, the new kid on the block, SBT GRVL, has quickly made a name for itself coming off its 2019 inaugural race. With four different races spanning from 37 miles to 144 miles, SBT GRVL offers fantastic routes for gravel riders of all abilities to enjoy stunning views of the Park Range of the northern Rockies.

This 33-mile tour winding through the streets of Minneapolis highlights the city’s abundant public artwork. Starting at a doughnut shop and ending at a bar, this ride is not meant to be completed as quickly as possible, but rather one that encourages multiple off-bike stops to take in the stunning murals adorning the sides of buildings across one of America’s best cities for biking. 

For those looking to practice their fly fishing cast in addition to enjoying a great multi-day nature ride, head to Hillsboro, Oregon, just 20 minutes west of Portland. This 60-mile (one way) ride sets the table for the perfect bike camping trip through the PNW’s coastal range. Beautiful views of the Willamette Valley along the Nestucca River make this ride one of our favorites for 2021.

With a slogan as simple as “Ride Bikes. Drink Bourbon.” you can’t really go wrong with the Bourbon Country Burn. A three-day casual tour through the rolling pastures surrounding Lexington, Kentucky, the Bourbon Country Burn offers daily rides ranging from 20 to 100 miles. Each ride includes stops at local bourbon distilleries — as many as six per day — and, of course, plenty of taste tests along the way.

We think the best way to see our nation’s capital is on a bike. This loop around Washington developed by PeopleForBikes staff adds an extra element— stops at some of the top breweries in D.C.’s booming craft beer scene. Hitting four different watering holes over a 15-mile ride, this brewery tour combines hops, history and even a short hiatus into Maryland.

A world-class mountain bike park in a town of only 50,000, Slaughter Pen offers a robust singletrack trail network accessible right from downtown Bentonville. Featuring flow sections, major downhills, technical rock gardens and huge berms, Slaughter Pen will excite any level of rider. It is also one of only 15 trail networks worldwide to earn an IMBA Silver Level Ride Center designation.

When was the last time your bike trip included a nautical component? Starting from the heart of downtown Seattle, this route offers an ideal intro to those looking to get their feet wet in the world of bike camping. After a short ferry ride across Puget Sound to Bainbridge Island, an easy seven-mile pedal to the Fay Bainbridge Campground gives riders an easy opportunity to get out of the city and into the magnificent Pacific Northwest.

When your friend describes a ride as “so beautiful my eyes hurt,” it’s one you probably don’t want to miss. Located just two hours south of Denver, this all-day ride follows the path of the dismantled Florence and Cripple Creek Railroad that carried gold from mountain mines to the valley floor. From staggering mountain vistas to rolling through an 1800s mining town all with gentle grades and little to no traffic, Phantom Canyon is one of Colorado’s best kept gravel ride secrets.

Usually held in March, Camp Tucson features three self-supported rides of varying length and intensity intended to show off some classic southern Arizona desert trails. It also provides those looking to tackle the infamous 300-mile Arizona Trail Race in April with valuable recon and training.

Take Metro North’s Hudson line from Grand Central Station north for one hour to access this 31-mile route between Peekskill and Cold Spring, New York. This two-county country road ride winds through the Hudson River valley and provides a refreshing break from the big city. Brooklyn-based 718 Cyclery chose this route as the inaugural ride for their Women’s Adventure Cycling Club.

No American must-ride bucket list would be complete without an oceanside ride down the West Coast. This picturesque 111-miler recommended by our friends at Leave It On The Road stretches from Reedsport to Gold Beach, Oregon, with remarkable views of the Pacific over your right shoulder the entire way.

While Stillwater, Oklahoma provides plenty of great options for a decent cup of coffee, our friends at District Bicycles decided to go a little outside the box (well, 35 miles outside the box) for their cup of joe. Located in Guthrie, OK, cyclist-owned Hoboken Coffee Roasters serves as an ideal mid-ride pitstop. Gravel and dirt roads deliver expansive views of the north central Oklahoma countryside.

Carry Your Summer Biking Habit into Fall  

More than $50,000 awarded to projects dedicated to building great places to ride bikes

Since 1999, we have awarded 439 grants to non-profit organizations and local governments in all 50 states, the District of Columbia and Puerto Rico. Our investments total more than $3.5 million and have leveraged $775 million in public and private funding. To decide which projects receive funding, we invite staff members interested in spending 10-12 hours reviewing, scoring, discussing and debating grant finalists to participate in the Grant Review Committee. We ask at least one person from each PeopleForBikes department to join the group because every team, and every person, brings a fresh and different perspective.

The process was shaped by the quarantine: Meet with the committee in the conference room? No way. Lay out the pros and cons on a whiteboard? Nope.
