We’re making biking better in Minnesota through funding local bike projects, supporting pro-bike policies and legislation at the local and state levels and highlighting great hometown routes on Ride Spot. In summer of 2019, we supported the establishment of the Outdoor Recreation Promotion Account, which requires any gifts or grants received by Explore Minnesota to be used to promote outdoor recreation projects. In 2019, we helped People For Parks purchase and install bike park features in the Lake Nokomis Regional Park. 

In the 2024 general election, PeopleForBikes’ VoteForBikes campaign tracked 30 bike-related measures on state and local ballots across the country. Out of a possible $33 billion available on November ballots, voters approved an impressive $26 billion in funding to support paved and off-road bicycle infrastructure projects. Combined with $1.4 billion approved in earlier elections, VoteForBikes supported a total of $27.4 billion for better biking nationwide in 2024!

Nearly 60% of the approved funding, totaling $16 billion, will go towards projects largely focused on the construction and improvement of safe places to ride including protected bike lanes, bike network expansions, street safety upgrades, and traffic calming improvements. The remaining $11.4 billion will fund the construction and maintenance of off-road trails and the acquisition and management of open space that supports and increases recreation opportunities.

Voters in the Evergreen State successfully voted against this harmful measure to protect critical funding for transformative multi-modal transportation infrastructure. Funding from the 2021 Climate Commitment Act (CCA), Washington’s cap-and-invest program designed to reduce greenhouse gas emissions, will continue to be available. This program funds the Move Ahead Washington package, which provides $1.3 billion for bike and pedestrian projects and programs that support safe and connected places to ride a bike across the state, including Connecting Communities Grants, Complete Streets, Safe Routes to School, and the School Based Bike Program. 

With a two-thirds majority, Seattle voters approved Proposition 1 and replaced the expiring Levy to Move Seattle. This 8-year, $1.55 billion investment represents a significant proportion of the Seattle Department of Transportation's budget and will increase mobility options across the city. Funding will be used to construct new protected bike lanes and greenways, improve the safety of existing bike lanes, and complete network gaps with an emphasis on southern Seattle. 


Nearly 60% of voters in the Golden State voted YES on Proposition 4, a $10 billion general obligation bond focused on safe drinking water, wildfire prevention, drought preparedness, clean air, and open space preservation projects. Of the $10 billion, nearly $2 billion will support the construction, maintenance, and improvement of recreation and active transportation infrastructure (like bike paths and trails!) to help combat the effects of climate change. 

City and County of San Francisco, California

San Francisco residents approved Proposition K to establish a park at Ocean Beach. This measure will amend the park code to permanently dedicate car-free space at the Parkway at Upper Great Highway after a temporary shut down during the COVID-19 pandemic was extremely popular. This initiative will allow people of all ages and abilities to safely gather and enjoy the outdoors for generations to come while also preserving delicate natural resources along San Francisco’s coastline. The park will increase opportunities to safely walk, bike, roll, and use transit, whether for recreation or transportation, without having to interact with vehicular traffic. 


Environment and Natural Resources Fund Amendment 

In a resounding win for the environment, Minnesotans overwhelmingly voted YES to reauthorize state lottery revenue to the Environment and Natural Resources Fund by constitutional amendment. This big win will provide a projected $1 billion in funding for projects that protect, conserve, and enhance air, water, land, and wildlife across the state. These projects include the creation and expansion of biking trails and biking tours that will increase recreation opportunities and continue Minnesota’s efforts to stay at the forefront as one of the best places to ride a bike in the U.S. This amendment also authorizes a 1.5% increase in funding for community grants that invest in underserved communities so everyone can enjoy access to nature. 

Voters in Maine approved Question 4 to authorize a historic appropriation of $30 million to the Maine Trails Program and fund the design, development, and maintenance of recreation and active transportation trails. With a focus on accessibility for all and a significant proportion of funding going towards non-motorized or multi-use trails, this funding will significantly expand opportunities to ride a bike across the state. 


Central Ohio Transit Authority (Franklin County, Ohio)

Voters in the greater Columbus area approved the Central Ohio Transit Authority Sales and Use Tax in a significant win for multi-modal transportation. This tax will generate an estimated $6 billion in revenue over the next 25 years to strengthen the rapidly developing region’s transportation system. While the primary focus is on public transit, nearly one-third of revenue will support transit-supportive projects like safe and connected places to walk and bike that facilitate safe access and first- and last-mile connections. Plans include building 500 miles of new bike paths, multi-use trails, and sidewalks, with 150 miles planned for completion in the next five years.

Voters Approved $27.4 Billion to Support Better Biking in 2024

This November, $33 billion in funding for better biking is on ballots in cities, counties, and states from coast to coast. Through our VoteForBikes campaign, PeopleForBikes tracks and advocates for ballot measures that make it safer and easier to ride a bike in communities across the country.

With election season in full swing, we collected seven of the most important measures on state and local ballots in the 2024 general election that could significantly move the needle for better bike riding across the U.S. 

This harmful measure could eliminate critical funding for multi-modal transportation opportunities in the state of Washington. If approved, Initiative 2117 will repeal the 2021 Climate Commitment Act (CCA), Washington’s cap-and-invest program designed to reduce greenhouse gas emissions. In doing so, the transformational $1.3 billion in funding for bike and pedestrian projects that are included in the Move Ahead Washington package funded by the CCA will no longer be available. This measure will drastically reduce, and even eliminate, safe and connected places to ride a bike throughout Washington while setting a dangerous precedent for climate and transportation policy in other states across the U.S. 

Proposition 1 will replace the expiring Levy to Move Seattle that was approved by voters in 2015 to invest in and expand the city’s transportation system. The current levy represents one third of the Seattle Department of Transportation budget, positioning this measure as an important opportunity to continue funding safe and connected ways to move around Seattle over the next eight years. The measure outlines a $1.55 billion investment, including significant funding to build new protected bike lanes and greenways, adding safety features to existing bike lanes, improving bike accessibility on roads, and completing network gaps, particularly in southern Seattle.

A $10 billion general obligation bond is on the ballot for residents of the Golden State, which will invest in a variety of climate-focused projects including safe drinking water, wildfire prevention, drought preparedness, clean air, open space preservation, and expanded recreation opportunities. Of the $10 billion, nearly $2 billion will directly impact places to ride a bike through the construction of new trails, maintenance and improvement of existing trails, and support of active transportation infrastructure. This measure illustrates how bikes can be positioned as an effective vehicle for climate action by reducing the number of car trips and facilitating greater connection with the outdoors.


Residents of San Francisco have an opportunity to permanently dedicate car-free space on the Parkway at Upper Great Highway alongside Ocean Beach. If approved, this measure will provide space for people to enjoy the outdoors; increase transportation access for those who walk, bike, roll, and use transit; and preserve delicate natural resources along the city’s picturesque coastline. Children, families, commuters, and outdoor enthusiasts will all be able to enjoy a safe place to bike in the park without the fear of riding in traffic while enjoying the views and a sense of community if this measure is approved. 


Environment and Natural Resources Fund Amendment

Minnesotans have the opportunity to continue the state’s long history of protecting and enjoying the outdoors by reauthorizing lottery revenue to the Environment and Natural Resources Fund through 2050. This amendment will provide a stable source of funding for projects that protect, conserve, and enhance air, water, land, and wildlife while expanding opportunities to recreate across the state, including the creation and expansion of biking trails as well as historic biking tours. The proposed measure also increases the amount of funding that can be dispersed from the fund for community grants that invest in underserved communities so everyone can access the many benefits of nature. If approved, nearly $3 billion in revenue will be generated over the next 25 years to support the fund.

The Maine Trails Bond represents a first-ever opportunity to fund a network of trails across the state if approved by voters. This measure will issue up to $30 million to establish the Maine Trails Program and oversee the design, development, and maintenance of recreation and active transportation trails. One-quarter of the funds will support non-motorized trails, another quarter of funds will support motorized trails, and the remaining funds will support multi-use trails. Funds will prioritize sustainability and accessibility to promote outdoor access for all and significantly expand opportunities to ride a bike across Maine. 

Central Ohio Transit Authority (Columbus, Ohio)

To keep pace with development in Columbus and surrounding areas, the proposed sales and use tax for the Central Ohio Transit Authority represents a historic opportunity to generate revenue and strengthen the region’s multimodal transportation system. Nearly one-third of funding generated from the sales tax will go towards transit-supportive projects including bike and pedestrian infrastructure. The proposed measure outlines plans to build 500 miles of new bike paths, multi-use trails, and sidewalks by 2050 to complement transit infrastructure that will significantly increase mobility options for people of all ages, abilities, and backgrounds in the region.

$33 Billion is on the Ballot for Bikes This November

Each year, PeopleForBikes’ City Ratings program evaluates thousands of communities worldwide on the quality of their low-stress bike networks through our Bicycle Network Analysis (BNA). Over time, we’ve seen many cities across the U.S. improve their City Ratings scores. While all score improvements are worthy of recognition, several cities achieved incredible increases in just a few years, showcasing the impact of investments in bike networks and supportive policies that create great places to ride.

Which cities have seen the highest score increases over time? City Ratings data reveals that 39 U.S. cities boosted their scores by at least 20 points since 2020 through the implementation of specific projects that align with our SPRINT principles: safe speeds, protected bike lanes, reallocated space, intersection treatments, network connections, and trusted data. 

Note: Although City Ratings began in 2018, PeopleForBikes refined the program in 2020 to reflect actual speed limits for cities, resulting in some changes to scores between 2018 and 2020.

Policy changes also play a key role in improving scores. Our Legislative Strategies Guide for Safe and Connected Bike Infrastructure outlines policies that create great bike networks, including increased state and local funding for bike infrastructure, Complete Streets mandates, and lower speeds. These policies are critical, as most U.S. cities have a lot of work to do to truly become great places for biking. 

Read on to learn which cities achieved the most dramatic score increases between 2020 and 2024.

Minneapolis' score surged from 17 to 71, leading large U.S. cities for the second year in a row. Key factors include speed limit reductions, OpenStreetMap data improvements, and the construction of protected bike lanes like those on Bryant Avenue South, which was featured as one of our Best New Bike Lanes of 2023. 

Not to be outdone by its neighbor, Minneapolis, Saint Paul jumped from a score of just 9 in 2020 to 61 in 2024 thanks to lowered speed limits and projects like the Jackson Street Reconstruction Project, which added safe bicycle facilities as part of the city’s Capital City Bikeway System. With the city planning to add more than 100 new miles of protected bike lanes, Saint Paul’s score is sure to increase in the coming years.

In 2023, Bloomington reduced speed limits for all neighborhood streets to 25 miles per hour, contributing to a 17-point increase in its City Ratings score. In recent years, Bloomington also expanded its network of neighborhood greenways and constructed numerous road-adjacent shared-use paths and protected bike lanes like the 7-Line, which made our list of the Best New Bike Lanes in 2022. 

Aurora was ahead of most American cities back in 2016, when the city installed a protected bike lane on River Street to close a critical gap in the regional Fox River Trail system. Since then, Aurora increased its score to 50, partially thanks to updated speed limit data in OpenStreetMap.

While it's perhaps not surprising for Minneapolis, the highest-rated large city for biking in the U.S., to have suburbs with good bike networks, it’s always encouraging to see suburban communities climbing the ranks of bike-friendly places. Saint Louis Park, a community of 50,000 people to the west of Minneapolis, increased its score from 15 to 55 over the past four years by lowering its default speed limit to 20 miles per hour and filling in bike network gaps through their Connect the Park program.

In 2022, Corvallis’ city staff updated its OpenStreetMap data to accurately reflect existing bicycle infrastructure, including its Active Travel Corridors, which reduce cut-through traffic, creating a citywide network of safe places to bike. 


Key West enhanced its bike network with several projects, including improvements to the Crosstown Greenway and Staples Avenue bicycle and pedestrian bridge. In 2020, speed limits in the city’s Old Town neighborhood were also lowered to 20 miles per hour, creating a safer environment for all road users.

Although Coeur D’Alene hasn’t yet a score of 50 yet, the city already has 50 miles of multi-use paths, including the popular Centennial, Prairie, and Atlas, trails, as well as more than 64 miles of bike lanes. Thanks to its Complete Streets policy, the city intends to complete another 25 miles of bike paths and 32 miles of bike lanes to further improve its network in the coming years.


After reducing the citywide speed limit to 25 miles per hour in 2016, Somerville further reduced speed limits on most residential streets to 20 miles per hour in 2020 and 2021. The city also made forward progress on its envisioned bike network through projects like the Somerville Community Path Extension and Somerville Avenue.


Following Cambridge’s 2020 Cycling Safety Ordinance, the city greatly expanded its bike network. As one of our 2024 Cities on the Rise, you can read more about Cambridge’s work to improve bicycling here.

While that rounds out the most dramatic score increases over the past four years, numerous communities also increased their BNA scores by at least 20 points during the same period, including:

The safety of e-mobility lithium-ion batteries was a top priority for many states and communities across the U.S. this legislative session.

Following the guidance of PeopleForBikes and other industry experts, New York passed legislation to ensure the quality and safety of e-mobility products while maintaining accessibility to equitable transportation options. The legislation requires that e-bike and other e-mobility lithium-ion batteries be tested to standards that ensure the safety of the products the batteries power. It also enables the enforcement of products that do not meet these standards and contribute to unsafe conditions, including battery fires.

In June, the Chicago City Council committed to working with the bicycle industry and other stakeholders to amend a proposed battery safety ordinance to align with similar safety legislation in New York so individuals, retailers, and manufacturers can rely on consistent e-bike battery testing requirements across the country.

PeopleForBikes looks forward to continuing our work with states and municipalities across the country to promote uniform and effective battery testing regulations that ensure that e-bike batteries sold and used in the U.S. meet the highest safety standards.


PeopleForBikes recognizes the three-class system as the framework to categorize and regulate low-speed electric bicycles (e-bikes). Currently, 43 states officially recognize our model legislation. In 2024, Oregon and Rhode Island signed the three-class system into law. This system promotes a uniform definition of e-bikes across the country to mitigate confusion for riders, retailers, manufacturers, and regulators. 

PeopleForBikes will continue supporting the classification of electric bicycles as bicycles (not motorized vehicles) and will work with legislators to showcase the need for clear definitions and strong enforcement so that bicycles, and bicycling infrastructure, are protected. 


Out-of-Class Electric Vehicle Legislation 

Due to the constantly evolving range of electrically powered devices entering the marketplace and the growth of their use nationwide, PeopleForBikes led efforts to define products that exceed the speed and power limitations of the three-class system and federal law as out-of-class electric vehicles (OCEVs). 


Utah and Minnesota passed landmark OCEV legislation to promote safety and protect hard-won access for bicycles on state trails and paths. You can read more both here and here about why this legislation is so critical. 


PeopleForBikes will continue helping states and municipalities better define and enforce the difference between electric bicycles and overpowered, higher-speed, out-of-class electric vehicles (including electric dirt bikes) to protect the rights of bike riders across the country.

Cities and states nationwide continue to prioritize sustainable, equitable, and accessible forms of transportation through e-bike purchase incentives and rebate programs. This year, the Atlanta City Council approved a $1 million incentive for the purchase of e-bikes and the Bentonville City Council in Arkansas approved $2.25 million in grant funding for an e-bike rebate program.


With $20 million in funding approved in 2023, Portland City Council approved an implementation plan for the city’s e-bike incentive program set to launch in 2025. Michigan legislators also approved $2.95 million in funding for an e-bike purchase incentive program in their state budget to implement a statewide e-bike transportation incentive program. 

The 2024 legislative session included many recreation policy wins that PeopleForBikes helped secure to continue building momentum for eMTB access on natural surface trails. 

In Oregon and Colorado, PeopleForBikes supported the passage of recreational immunity bills that protect landowners from liability resulting from the use of their lands by other individuals for recreational purposes, including mountain biking.

The Tahoe National Forest prepared a Decision Notice/Finding of No Significant Impact (DN/FONSI) and final Environmental Assessment (EA) for the Pines to Mines Trail Project. The project, totaling 72 miles of new, natural surface trails, will provide expanded recreation opportunities on National Forest System lands. It also authorizes the use of Class 1 electric mountain bikes (eMTBs) on all new and existing trails where traditional mountain bikes are already allowed within the project area.

A National Environmental Policy Act (NEPA) Environmental Assessment is also underway in the Tahoe National Forest, utilizing a forest-wide approach. This first-of-its-kind approach could yield historic results that allow entire forest districts to allow Class 1 eMTBs on natural surface trails, as opposed to laws differing by individual trail systems. 


Look out for more recreation and eMTB policy wins as we continue engagement with state and local land managers to open access for Class 1 eMTBs on multi-use singletrack trails in Arizona, Colorado, Michigan, Oregon, and Utah. Additionally, PeopleForBikes is working on recreational trail access for mountain biking within the implementation of the Bureau of Land Management’s Public Lands Rule. 


A lack of safe places to ride is one of the most significant barriers preventing Americans from biking. Dedicated funding streams for the construction of bike infrastructure creates more safe and connected places to bike, which in turn increases bicycling participation. The construction of bike infrastructure also contributes to other co-benefits, including positive public health outcomes, economic vitality, reduced greenhouse gas (GHG) emissions, and transportation equity.  


As of July, PeopleForBikes has helped secure nearly $1.5 billion for the construction of bike infrastructure that increases safe places to ride bikes through our 2024 VoteForBikes campaign. With a potential $2 billion more on the November general election ballot, 2024 is shaping up to be a big year for bike infrastructure funding. In addition to our work advocating for bikes at the ballot box, PeopleForBikes supported additional legislation to fund bike infrastructure, including Minnesota’s Environmental and Natural Resources Trust Fund that invests more than $11 million in the expansion and enhancement of recreational trails, active transportation infrastructure, and mountain bike access across the state. 


Passing dedicated funding streams for bikes and bike infrastructure at the state and local levels is the most important policy priority for PeopleForBikes. We will continue paving the way for the construction of infrastructure that allows more people of all ages, abilities, and backgrounds across the country to safely and efficiently travel around their communities and access more opportunities to ride a bike.


PeopleForBikes continues to advocate for legislation that reduces serious injuries, saves lives, and allows people to travel safely throughout their community with confidence. Reducing speed limits and actual vehicle speeds is one of the most effective ways to improve road safety and save lives.

After four years of hard work, PeopleForBikes was honored to support local advocates in New York as Governor Kathy Hochul signed Sammy’s Law into law in May. The new law allows New York City to implement a 20 mile per hour speed limit with additional 10 and 15 mile per hour zones. This legislation will dramatically increase safety for people walking and biking on roads with a high volume of motor vehicles. 


Michigan and Virginia also passed legislation that makes it easier for local municipalities to lower speed limits that are appropriate for the context and needs of those communities. 

We know that in addition to lower speed limits, safer road designs reduce motor vehicle speeds, one of the most significant causes of serious injuries and deaths on roads. As a result, Complete Streets mandates — which require the construction of bike infrastructure when roads are reconstructed or repaved — are one of the most effective policies communities can implement for improved road safety. Complete Streets also close gaps in transportation networks and enable all road users, regardless of their mode of transportation, to easily access places that they need to go. PeopleForBikes will continue to fight for legislation that mandates Complete Streets to promote safe and thriving communities. 

In March, voters in Los Angeles, California, one of the nation’s most car-centric cities, approved Measure HLA. This requires the implementation of the city’s Mobility Plan, including bike and pedestrian infrastructure when road construction or repaving occurs. PeopleForBikes endorsed this measure to increase transportation opportunities and accessibility, improve road safety, promote health, and reduce transportation-related GHG emissions. 


As part of historic legislation, Minnesota also strengthened the state’s Complete Streets policy by adding PeopleForBikes-supported amendments that require the integration of Complete Streets design principles and offer implementation guidance.

Advancing Bike Infrastructure Through Climate Legislation 

There is significant momentum across the country to fund active transportation infrastructure through climate legislation in order to reduce vehicle miles traveled (VMT) and GHG emissions. Maryland Governor Wes Moore signed an executive order establishing annual GHG and VMT reduction targets for his state’s transportation sector, requiring the Maryland Department of Transportation to implement a process for evaluating and reducing GHG emissions attributable to transportation projects, and investing in projects that reduce VMT and enhance transportation choices. 

Looking ahead to the 2025 legislative session, PeopleForBikes is actively involved in several local coalitions supporting climate legislation to curb transportation-related GHG emissions. Stay tuned for more bike infrastructure and climate legislation wins next year!

PeopleForBikes’ 2024 Policy Wins Advance Bicycling Safety and Access Nationwide

PeopleForBikes’ annual City Ratings is a data-driven program to identify, evaluate, and compare the best cities and towns for bicycling in the U.S. and across the world. Based on data from PeopleForBikes’ Bicycle Network Analysis (BNA), each city receives a City Ratings score on a scale of 0-100. 

High-scoring cities often perform well across six factors captured in the acronym SPRINT: safe speeds, protected bike lanes, reallocated space for biking and walking, intersection treatments, network connections, and trusted data.


For 2024, we ranked more than 2,500 cities worldwide, including 816 new U.S. cities and 133 new cities across the U.K. and Australia.

Medium Cities (50,000-300,000 population)

On May 24, Minnesota leapt forward in a statewide effort to create safer streets for all road users as Governor Tim Walz signed HF5247 into law, placing Minnesota at the leading edge of bicycle safety in the nation.

“We are committed to partnerships with local leaders and nonprofit organizations, including PeopleForBikes,” said Michael Wojcik, executive director of the Bicycle Alliance of Minnesota. “Through our collaborative efforts, we have once again passed nation-leading policy improving the equity, health, and safety of all Minnesotans."


The bicycle-related aspects of this transportation bill go further than any other state-level bicycle safety policy by recognizing that motorists bear a responsibility for keeping vulnerable road users, like people walking and riding bicycles, safe from collisions with their much larger, more dangerous vehicles. The new law updates driver education standards to include information about driving amongst vulnerable road users, the rights and responsibilities of vulnerable road users, best practices to minimize dangers and avoid collisions, and the duties of a driver when encountering vulnerable road users.

Additionally, the law updates the definition of an “electric-assisted bicycle” to more accurately define what is not an electric-assisted bicycle due to it exceeding lawful limits on speed or power. Electric bicycles that can switch between one or more of the three classes, called multiple-mode e-bikes, must not be able to go faster than 20 miles per hour when the throttle is engaged. The policy clearly distinguishes between electric bicycles that fit within the three-class system and devices that go too fast or have too much power and are therefore not electric bicycles.


Finally, the legislation requires that the state commissioner of the Department of Transportation must implement a Complete Streets policy in consultation with local governments, regional agencies, and other stakeholders. Complete Streets policies require the planning, scoping, and maintenance of roads to address the safety and accessibility needs of all road users, specifically those walking, biking, and rolling. Previous statutory language in Minnesota made Complete Streets implementation much more discretionary. 

Protected, connected bicycle infrastructure and a clear delineation of responsibility and threats for vulnerable road users will make Minnesota the safest state to ride a bicycle, and PeopleForBikes sees this landmark legislation as a model for other states to follow suit. Minnesotans can look forward to more and better educational resources, safer places to ride, and a clearer understanding of what is and what is not an electric bicycle as they move about their state.

Minnesota on Track to Become the Safest State to Ride a Bicycle

From bustling cities to small towns, communities from coast to coast amplified their commitment to better biking with an unprecedented surge in safer, more comfortable places to ride in 2023. And, with thousands of additional projects planned across the country and more federal funding for bikes available than ever, we can reasonably expect the pace of construction to increase more dramatically in the coming years. 

Even for the most ardent naysayers, it’s difficult to deny that the landscape of bicycling in America is transforming (although not as quickly as many of us would like to see). While we have yet to see any U.S. cities emerge with truly bold citywide plans for bike networks as we’ve seen in places like London, Paris, and Bogota, many are (slowly) beginning to envision a future where cycling takes center stage. Although there remains a substantial amount of work ahead of us to cultivate a safe and comfortable environment for people of all ages and abilities to ride bikes in the U.S., it's well worth pausing to commemorate the significant infrastructure victories U.S. cities achieved in 2023.

After car-free streets took the top spot on last year’s list, we’re delighted to witness locales like New York City continuing to adopt more of these low-stress environments for cyclists. Launched in March, NYC’s much-anticipated vision for Broadway is beginning to transform the iconic street with pedestrian plazas, inviting outdoor dining structures, planters, and bike improvements, with the stretch between West 25th and 32nd streets being reshaped in 2023. While the full vision includes a “people-centric” Broadway connecting Union Square to Columbus Circle, the city’s next phase is on the horizon, with planned improvements underway between West 33rd and 21st Street.

2. 156th Street Cycle Track | Redmond, Washington

Featuring a two-way cycle track, Redmond’s 156th Street Cycle Track improves access to the Redmond Technology Station — part of Sound Transit’s East Link Extension — and the NE 40th Street Shared Use Path. This area of Redmond, the longstanding home of the Microsoft Corporate Campus, remains a focal point for the tech giant's ongoing commitment to community development. While the Microsoft-funded section is complete, the City of Redmond is working to expand it further from 140th to Turing.

In September, Salt Lake City celebrated the completion of its most significant public works project to date, the 300 West Reconstruction Project, which features a separated, two-way, 10-foot-wide bike lane, upgraded sidewalks, and more than 200 new trees to provide shade and serve as a buffer to the roadway. New "bioswales" were also integrated to improve water quality by filtering debris from stormwater runoff. The project, funded through the "Funding Our Future" bond, showcases Salt Lake City's commitment to prioritizing biking as a sustainable and accessible mode of transportation while fostering greener and safer corridors for all road users. Special project features include raised sidewalks and bikeways at all non-signalized intersections, bike counters, wayfinding signage, and green-tinted concrete.

4. Inman Square | Cambridge, Massachusetts

After two and a half years of construction, the Inman Square project in Cambridge reached its much-anticipated completion in 2023, featuring sidewalk-level bike lanes, protected intersections, shorter crosswalks, and a vibrant new plaza. Serving as a pivotal crossroads for various modes of transportation, these enhancements further Cambridge's dedication to Vision Zero and demonstrate the power of their Cycling Safety Ordinance, which propelled Cambridge to a score of 58 in PeopleForBikes’ annual City Ratings program. As evidence of its high quality, the project made headlines earlier this year after a social media video seemingly showcasing bike infrastructure in the Netherlands went viral, only to be revealed as a playful deception filmed in Cambridge's Inman Square.

5. Bryant Avenue South | Minneapolis, Minnesota

Minneapolis’s Bryant Avenue South reconstruction project, stretching from Lake St. to 50th St. W., reshaped a residential street in the heart of south Minneapolis. Despite its quiet residential character, Bryant Avenue is a key bicycling corridor parallel to the congested Lyndale Avenue. Previously converted into a "bicycle boulevard" in 2010, the reconstruction — which created a bidirectional sidewalk-level protected bikeway, intersection improvements, pedestrian-scale lighting, and stormwater infrastructure — reflects a forward-looking commitment to safer and more sustainable transportation that’s helped Minneapolis become the best large U.S. city this year’s City Ratings.

In September, Pasadena celebrated the completion of its first two-way protected bike lane along Union Street. The new 1.5-mile protected bike lane enhances connectivity to Pasadena's popular destinations, including Old Pasadena, Playhouse Village, Pasadena City College, Caltech, and the Metro Gold Line Station at Memorial Park. Approved by the City Council in 2016, the project repurposed existing road space to accommodate the protected bike lane, converting the previous one-way westbound street into a cyclist-friendly corridor. This initiative supports Pasadena's commitment to sustainable transportation and efficient urban planning. The project was funded through a combination of local and federal sources, including the American Rescue Plan Act, California’s Active Transportation Program, Gas Tax, Los Angeles County’s Measure R, CMAQ, and Pasadena’s Traffic Reduction Fee.

Inspired by successful implementations in cities like Toronto, Boulder introduced new "tall curbs" along Baseline Road in 2023 to physically separate bike and vehicle lanes, offering increased protection for people biking. The project is a critical element of Boulder's Core Arterial Network (CAN), which includes plans for strategic improvements along some of the city's least safe corridors for people walking and biking. With local artist Talia Swartz Parsell adding vibrant paintings to the barriers, the initiative combines safety and public art that complements the surrounding mountainous landscape. Further enhancements are slated for 2024, including additional bike lane barriers. 

8. Pinellas Bayway South | Tierra Verda, Florida

The Pinellas Bayway South Cycle Track in Tierra Verde is a significant addition to the more extensive Pinellas Trail network that spans more than 50 miles. Originating in 1983, the Pinellas Trail has steadily expanded since, becoming a regional destination with more than 1.5 million annual users. The new cycle track, separated from traffic by a raised concrete island, rectifies safety issues caused by vehicles parking in the prior non-protected bike lanes and helps reduce speeding along the corridor. Managed by the Florida Department of Transportation (FDOT) as part of a resurfacing project, the new cycle track closes a two-mile gap between the Pinellas Trail, connecting trail users to Fort De Soto County Park. “FDOT was able to use their existing standard detail for median islands to separate the cycle track from the travel lanes,” said Kyle Simpson, an active transportation planner with Forward Pinellas. “[That] reduced the cost of the project and did not require moving any drainage.”

9. East Main Street | Rochester, New York

Rochester’s East Main Street Reconstruction project features sidewalk-level bicycle lanes designed in accordance with the City's Complete Streets policy. While addressing needs such as roadway repaving, water main replacement, and new sidewalks, the project also introduced decorative lighting, street trees, and new signage. As part of Rochester's "spine network," a vital element outlined in the city’s Active Transportation Master Plan, the East Main Street project reinforces the city's dedication to creating a well-connected and accessible bike network.

Through a $6 million Midtown Tax Increment Reinvestment Zone project, San Antonio transformed Avenue B into a one-way, southbound street to accommodate protected bike lanes, wider sidewalks, on-street parking, and landscaping. Serving as a vital connection between the River Walk, Downtown, and various amenities, Avenue B contributes to San Antonio's expanding network of bike lanes and links to trails along the San Antonio River. Ultimately, the city hopes to extend the bike lane north of I-35 to reach the Witte Museum and Brackenridge Park. 

In a commitment to enhance road safety, the City of Dayton completed a $12 million reconstruction project along Salem Avenue between the Great Miami River and Cornell Drive. The federally funded initiative transformed a six-lane “stroad” into a lower-speed street with widened sidewalks, a bi-directional protected cycle track, decorative lighting, and pedestrian islands. The Salem Avenue project connects to more than 350 miles of regional trails as part of the Miami Valley Trails network. In September, Dayton approved an Active Transportation Plan to expand the network further, with more than 20 projects slated for construction by 2027. 

12. 12th Avenue South | Nashville, Tennessee

The 12th Avenue project in Nashville — envisioned as part of the 2017 WalknBike master planning process and subsequently identified as a top bikeway priority by the community — transformed a vital stretch of Nashville into the city’s first complete and green street. The 1.5-mile project includes physically protected bike lanes, bioswales for stormwater management, bus boarding islands, and safer pedestrian crossings. 

“The corridor had existing, substandard bikeways — with significant demand for better, safer facilities to connect affordable housing and student housing with Nashville’s downtown and other commercial districts,” said Anna Dearman, NDOT’s walking and biking manager. In response, NDOT moved the project swiftly from conceptualization to reality, with accelerated final design and construction phases to improve connectivity for affordable and student housing residents along the corridor to downtown and other commercial districts.

13. Turner Avenue | Grand Rapids, Michigan

With funding from a combination of the city’s Vital Streets program (a voter-approved income tax for road and sidewalk projects) and federal Surface Transportation Program and Carbon Reduction Program sources, Turner Avenue represents a major bike infrastructure upgrade for Grand Rapids. This transformative project, which replaced a striped one-way bike lane with a new, separated, two-way facility, spans 1.2 miles from 4th Street to Richmond. The project also increased greenspace to mitigate stormwater runoff and filter pollutants entering the Grand River. The city plans to begin design work to extend the bikeway from 4th Street to Fulton Street West in 2024.

14. Martin Luther King Jr. Drive | Atlanta, Georgia

The Martin Luther King Jr. Drive Cycle Track in Downtown Atlanta was a collaboration between the City of Atlanta Department of Transportation and the Atlanta Downtown Improvement District, furthering the Downtown Atlanta Master Plan by enhancing safety and accessibility in the city center. According to Stacy Grolimund, senior project manager with Central Atlanta Progress and the Atlanta Downtown Improvement District, the project began in late 2022 when the Atlanta City Council voted to resurface streets near City Hall and the State Capitol. Councilmember Jason Dozier advocated for the inclusion of multimodal safety enhancements to align the project with the City’s Vision Zero goals. For now, the protected two-way cycle track stretches from Forsyth Street to Capitol Avenue, but the project is part of a more extensive planned network that will ultimately provide direct access to State Farm Arena, Mercedes-Benz Stadium, Georgia World Congress Center, and westside neighborhoods like Vine City. 

Physically separated bike lanes in the suburbs? Yes, please! In Agawam, Massachusetts, Dutch-style bike infrastructure emerged as one of the standout bike lanes of 2023. Sparked by the Morgan-Sullivan Bridge replacement and MassDOT’s Complete Streets directive, the project resulted in separated bike paths along Main Street, Springfield Street, Suffield Street, and Memorial Avenue. The area, dotted with strip malls, now offers improved accessibility to local businesses and schools, marking a significant step toward sustainable transportation for this suburban area. Since completion, it's proven highly successful, with increased student biking and plans for further extensions to expand the network. Michelle Chase, Agawam’s town engineer, emphasized, “MassDOT’s Complete Streets program has been absolutely critical for the success of this project,” noting that it “inspired everyone involved in the design to push for the best accommodations even when challenges were encountered.”

16. 17th Street | Santa Monica, California

Santa Monica further solidified its reputation as a great city for bicycling with the completion of curb-protected bike lanes along 17th Street. Stretching just over a mile from Wilshire Boulevard to Pico Boulevard, this project features Southern California's first curb-protected intersections, offering significant safety improvements for cyclists. The 17th Street bikeway conveniently connects key locations such as the 17th Street Metro E Line Station, Santa Monica College, and the Michigan Avenue Greenway, creating a more accessible and interconnected bike network.

Earlier in 2023, Santa Monica's innovative use of a concrete extrusion machine for bike lane construction garnered significant attention, with the efficient, precise technology creating multiple blocks of protected bikeways in a single day. In a Streetsblog article from June, the city's principal engineer, Selim Eren, highlighted the sustainability, cost-effectiveness, and speed of the method, emphasizing the significant transformation from traditional bike lanes to the new protected design on Ocean Avenue, resulting in a substantial increase in cyclist volume. 

17. Meadowbrook Road | Jackson, Mississippi

Jackson’s new Meadowbrook Road project, unveiled in May 2023, has been championed by the Mississippi Department of Health for its role in improving public health and well-being. From Old Canton Road to West Street/Northbrook Drive, the $3.3 million project features a new road-adjacent shared-use path for people walking, rolling, and biking. Funded through a federal FAST Act grant and Jackson’s One-Percent Municipal Sales Tax, the project also included roadway resurfacing, ADA modifications, and traffic signal upgrades. Meadowbrook Road is one of several projects the city has underway to connect its downtown to the Fondren District and Jackson State University. “In our community, our residents value both cycling and walking along with accommodating wheelchair users. With a smaller right-of-way in the heart of the city and the need to use our limited space efficiently, the shared-use path has become our go-to choice in the city,” said Robert Lee, Jackon’s city engineer.

Stretching approximately 1.25 miles, the recently constructed Belmont Avenue protected bike lanes create a low-stress, east-west route across Chicago’s Kennedy Expressway and over the Chicago River while connecting several north-south protected lanes, neighborhood greenways, the Chicago Transit Authority (CTA) Belmont Station, and the 312 Riverrun Bike Trail. The project also improved safety for pedestrians and transit riders through curb bump-outs, concrete refuge islands, and bus priority treatments. 

The project marks just one of the dozens recently completed by Chicago — contributing to more than 55 miles of bikeway projects completed in the last year alone along streets like Augusta, Central Park Avenue in Garfield Park, Clinton, Dearborn, Grand, Kedzie, and Milwaukee. Together, these projects are signs of definite improvement for Chicago, which scored only 7 out of 100 points in our 2023 City Ratings. We’ll be watching closely to see how the city’s score improves in the coming years with its new commitment to protected bike lanes. 

Across the country, more and more states are turning to electric bicycles — and specifically, e-bike incentive programs — to promote sustainable transportation and reduce greenhouse gas emissions and transportation insecurity. Colorado, Maine, Minnesota, Vermont, and Washington are the newest states to encourage e-bike adoption via rebates and tax credit initiatives. These efforts aim to make e-bikes more accessible and affordable, contributing to climate and equity goals.

Colorado's Tax Credit for E-Bike Purchases

Colorado's House Bill 1272 focuses on decarbonization and reducing greenhouse gas emissions in the transportation sector. The bill extends and expands tax credits for electric vehicles, including a new tax credit of $500 for all Coloradans towards the purchase of an electric bike. Similar to Denver’s city program, state legislators set up the state program to ensure local bike shops benefit from these tax credits. 

The new statewide tax credit is one piece of a larger climate package — fiscal estimates suggest the program will cost the state around $100 million before it expires in 2033. If the state's economy grows by less than 4% in a given year, however, the e-bike tax credit could be cut in half. Still, Colorado's commitment to incentivizing e-bike adoption represents a significant stride toward achieving its clean energy goals.

While the details are still to be determined, Maine Governor Janet Mills recently approved a bill that expands the state’s electric vehicle rebate program to include electric bicycles. The program’s administrator, the Efficiency Maine Trust, will dedicate up to $500,000 to fund the addition of e-bikes, with the funds drawing directly from existing electric vehicle funding. Maine already funds electric vehicle rebates, this bill merely adds another option with respect to the mobility devices eligible for a rebate.

Minnesota's Statewide E-Bike Rebate Program

Minnesota recently approved a historic $7.8 billion transportation package that includes $4 million over the next two years for a statewide electric bicycle rebate program. The point-of-sale rebate covers $1,500 or 50-75% of the total cost of a new e-bike and safety accessories, based on the individual's income. Notably, 40% of the rebates are reserved for individuals with incomes under $41,000.

Vermont's Diverse E-Bike Incentive Programs

Vermont introduced two new programs to incentivize e-bikes, both of which were recently signed into law. The first is a Replace Your Ride E-Bike Program, which helps low-income Vermonters replace aging, inefficient and high-emitting internal combustion engine vehicles. The incentive amount has increased to up to $5,000 for income-eligible Vermonters. The Replace Your Ride incentive can be combined with other incentives and used to purchase a new or used EV, an e-bike, or a mobility voucher for public transit or other clean transportation options.

The second program, the Electrify Your Fleet program, will launch soon and provide incentives of $2,500 to eligible Vermont municipalities, business entities and nonprofit mobility service organizations for approved electric mobility options. This includes electric bicycles and electric cargo bicycles with a base MSRP of $6,000.00 or less; and adaptive electric cycles with any base MSRP.

Lastly, Vermont's original e-bike incentive program first launched in 2022 and contributed to 279 e-bike purchases before funding was depleted. The program relaunched this summer and offers $400 for standard eBikes and $800 for electric cargo bikes or adaptive electric cycles to eligible Vermonters. Over 140 applications have been approved to date, which amounts to over $70,000. Just over $50,000 in incentive funding remains available.

Washington's Electric Bike Incentive Program

Washington state allocated $5 million for electric bike rebates of up to $1,200, with an additional $2 million for e-bike lending programs. The initiative provides a $300 point-of-sale rebate for all e-bike buyers, while individuals with lower incomes can receive rebates of up to $1,200. To qualify for the higher rebate, households must have an income at or below 80% of their county's median income. Furthermore, the program includes provisions for bike-related equipment to qualify for rebates.

With these five states joining the ranks of e-bike incentive pioneers, there are now ten states in total with statewide programs in place: California, Colorado, Connecticut, Hawaii, Maine, Massachusetts, Minnesota, Rhode Island, Vermont, and Washington.

Five States Announce New E-Bike Incentive Programs

For the first time since our City Ratings program launched seven years ago, Minneapolis, Minnesota, tops the list of the best large U.S. cities for bicycling with a score of 68. In 2022, the city’s score hovered in the 30s, and its leap to number one speaks to a number of notable changes. 

First, Minneapolis’ data received a massive update — while that’s not the most exciting reason, it’s essential. Our scoring system is informed using data from OpenStreetMap, which is essentially the Wikipedia of street maps, meaning anyone can edit it. If a city’s data in OpenStreetMap doesn’t adequately reflect the breadth and/or quality of the city’s on-the-ground infrastructure, then its corresponding City Ratings score will be lower. Thanks to updates to its OpenStreetMap data, Minneapolis saw its score rise.

That being said, the midwestern city, home to a population of about 425,336 people, has also made huge strides in building out the safe, connected bicycle infrastructure that demands OpenStreetMap updates — and defines the world’s best places to ride. 

“What's really unique about Minneapolis — what's different than many of the other notable cities for bicycling in North America — is that the backbone of our network is probably one of the best urban trail networks in the country,” says Luke Hanson, a senior transportation planner for the city. “Minneapolis' status as one of the top cities for bicycling is both a combination of strategic multimodal investments that include that kind of urban trail network, as well as deliberate complimentary policy guidance over time. Those pieces go hand in hand to create our current bike network.”

A key component of Minneapolis’ cycling urban trail network is the Grand Rounds Scenic Byway, a continuous, 51-mile loop of off-street bike trails that traverses the entire city. For more than 100 years, the byway has been a recreational and transportation resource for people biking, walking, and rolling — a historical network that the city has been able to build off of over time with strategic and complimentary investments primarily along former rail corridors. That includes the Midtown Greenway, the Cedar Lake Trail, the Hiawatha LRT Trail, and the Dinkytown Greenway, which are all repurposed, grade-separated trails that avoid conflicts with motor vehicles and connect some of the most important destinations in the city. 

“All of this has been augmented by a series of initially painted buffered bicycle boulevard facilities throughout the city that provided network-level connectivity,” says Hanson. “More recently, many of these facilities have been improved by transitioning them from traditional unprotected bike lanes to protected facilities in a variety of different design types, utilizing things like protected intersection design and other tools we have available to us.”

Hanson is quick to point to the various policies that have helped Minneapolis develop one of the country’s most robust bicycle networks: its 2011 Bicycle Master Plan, 2013 Climate Action Plan, and 2015 Protected Bikeway Update to the Bicycle Master Plan. The 2015 plan outlined a long-term objective of creating 174 miles of protected bike lanes as part of the city's bike network. In 2019, the city also conducted a neighborhood greenway study to look at ways to transition traditional bike boulevards to make them more comfortable, safer, and more appealing to a wider group of people. Finally, the city’s 2020 Transportation Action Plan provides policy guidance to continue implementing protected and safe bike facilities throughout the city.

Minneapolis currently boasts 21 miles of on-street protected bike lanes and 106 miles of off-street sidewalk and trail miles. By 2030, the goal is to have 141 miles of newer, upgraded all ages and ability bikeways throughout the city, along with a micromobility mode share of 10% (the Climate Action Plan outlines a long-term goal of raising the bicycle commute mode share to 15%). Unfortunately, the loss of the city’s Nice Ride bike share system earlier this year complicates that vision (and is arguably a huge oversight on the part of the city).

“[Mass mode shift] is still a goal and it’s important to work towards that even with the challenge of not having a reliable bike share system,” says Hanson. “What we're trying to establish is a complimentary transportation network where people have options beyond just driving and single occupancy vehicles. In addition to transit, we're thinking through walking, biking, rolling, and other methods to make sure people have transportation options and choices to help us get to those mode shift goals. Marketing is important but we’re reinforcing that with infrastructure.”

Other complementary policies, such as redesigning intersections and reducing speeds, play an equally important role. In 2020, Minneapolis and its twin city St. Paul lowered their default speed limits, switching from 30 to 20 mph on residential streets and 25 mph for larger, arterial, city-owned streets. Lowering speed limits aligns with Minneapolis’ Vision Zero work by reducing the likelihood of crashes and the likelihood of a crash leading to serious injuries or death. Since lower speeds are critically important in places where people are walking, rolling, and biking — which is most locations in Minneapolis — they correspond with higher City Ratings scores.

“Lowering speed limits is a tool but we're also using street design to compliment those lower posted speed limits,” says Hanson. “Traffic calming measures such as raised crossings, speed humps, speed cushions, medians, and narrowing roadways are equally important. Even if they’re not explicitly a bike project per se, they make it safer and more comfortable for people to bike.”

Other things Minneapolis is doing well include leveraging federal grants to fund projects, taking advantage of street resurfacing projects to upgrade infrastructure, and creating a brand new Street Design Guide. According to Hanson, in addition to providing guidance on what an all ages and abilities bikeway should look like, the guide also includes guidance on when to install them (the short answer: on any major throughway undergoing reconstruction). Notably, the city also eliminated parking minimums and made the choice to transition away from single-family housing, choices that contribute to better cities for cycling (it also helps that Minnesota is progressive when it comes to its state transportation policy).

“It's not as simple as the silo of transportation infrastructure — these things build upon one another to make a functional, practical system for people to rely on and use,” says Hanson. “It’s important to acknowledge that there are a lot of additional projects that aren’t bike-specific that work to make biking safer and more comfortable.”

Having worked on bike projects for more than a decade, it shouldn’t come as a surprise that Hanson himself is a regular cyclist, relying on his bike for most trips. He credits the local bike culture as a major contributing factor to what makes Minneapolis such a great place to bike. On any given week, there are dozens of social rides throughout the city, including non-drop rides, family-friendly outings, and meet-ups for identity-specific groups. There are organizations that empower people to be comfortable on their bikes through all four seasons, as well as Grease Rag and other groups that provide inclusive environments for bicycle education.

Hanson also credits local advocacy groups and community-based organizations with helping create a safer, more comfortable, and more equitable environment for bicycling. 

“We've found a lot of value in partnering with established community groups and organizations to perform better, more meaningful project engagement,” says Hanson. “Doing so allows us as city staff to better build relationships with residents through trusted community members. Meaningful relationships are a really, really important resource for us.”

In recent years, Minneapolis has also been the site of racial unrest and the need to connect with and prioritize the needs of historically underserved communities has been pushed to the forefront. The city recently created a Racial Equity Framework for Transportation, which acknowledges that certain populations and geographies in the city have borne the brunt of displacement, pollution, and a slew of other outcomes directly tied to an inequitable transportation system. Importantly, this framework can help city planners be strategic and prioritize transportation investments in those same communities.

Hand in hand with those investments is a tangible plan for lowering barriers to bicycling through youth education. Currently, Minneapolis Public Schools are rolling out universal bike education for fourth and fifth graders in two-thirds of the city’s public schools, with plans for it to eventually be district-wide. After all, an all ages and abilities bike network only benefits youth that know how to ride.

“In the last few years, I think we’ve made some really meaningful progress,” says Hanson. “And I also appreciate that there’s always ongoing work to do.”

How Minneapolis Became a Top U.S. Bike City

Minnesota has emerged as a standout state for cycling enthusiasts and advocates alike due to its commitment to bike safety, infrastructure, and e-bike incentives. In 2023, the Land of 10,000 Lakes witnessed a flurry of legislative successes that have positioned the state as a leader in promoting safe and sustainable transportation options. 

Some of the state's biggest bike-related wins from 2023 include:

1. Revolutionizing Bike Safety with the Bill Dooley Bicycle Safety Act


William (Bill) Dooley was a passionate and tireless advocate for cycling safety and active transportation in Minnesota. In recognition of his commitment to improving bicycling, Minnesota State Legislators introduced the Bill Dooley Bicycle Safety Act. Now signed into law, this important legislation mandates bicycle and pedestrian safety education in schools, promotes safer cyclist positioning, allows for right-turn lane use without turning, and legalizes the "Idaho Stop." These measures, along with others included in the bill, reflect Minnesota's commitment to safer and more accessible biking.



2. Securing Unprecedented Funding for Bike Infrastructure and Education


Minnesota's investment in bike infrastructure and education reached historic levels in 2023, resulting in $95 million in state and federal funding for active transportation and safe routes to school (a $50 million increase from previous years). This substantial financial commitment underscores Minnesota's dedication to building safer and more bike-friendly infrastructure.



Minnesota joined the ranks of 10 states promoting e-bike usage with the creation of the Electric-Assisted Bicycle Rebate Program. This innovative initiative, funded at $4 million over the next two years, offers substantial rebates to encourage e-bike adoption. The rebate program covers up to $1,500 or 50-75% of the total cost of a new e-bike and safety accessories, with the rebate amount varying based on individual income levels. Notably, 40% of these rebates are reserved for individuals with incomes under $41,000, ensuring that e-bike accessibility is equitable and inclusive for all Minnesotans. 

To learn more about how Minnesota was able to pass these historical initiatives, we interviewed Dorian Grilley, the recently retired executive director of the Bicycle Alliance of Minnesota (BikeMN), the state’s lead bicycle advocacy organization. 

As founder and executive director of BikeMN, Grilley led bicycle advocacy efforts in Minnesota for the last 15 years. BikeMN strives to make walking and biking a frequent means of mobility within communities throughout Minnesota. Grilley founded the organization with a vision to provide leadership and a unified voice for bicycle education, advocacy, and efforts to make Minnesota a place where walking and biking are easy, safe, and fun for people of all backgrounds and abilities. 

This year, the League of American Bicyclists recognized Grilley’s contributions to bicycle advocacy by naming him Advocate of the Year.

What made the 2023 legislation session different from previous sessions? What ingredients were required to achieve this level of success?

In 2023, for the first time in more than a decade, the Minnesota House, Senate, and Governor’s Office were led by Democrats. But that’s not the end of the story. BikeMN spent its entire 15 years in business building the base of support and knowledge that allowed the transportation committee chairs, Democrats Senator Scott Dibble and Representative Frank Hornstein, to make the case to their colleagues and Governor Tim Walz to finally go big with active transportation. 

Every corner of Minnesota is home to many active and engaged bicyclists but their level of engagement significantly increased with a statewide organization like BikeMN coordinating efforts. This coordination allowed BikeMN to engage legislators from both sides of the aisle and let them know with first-hand knowledge that biking, walking, and safe routes to school are something that their constituents support. 

How has BikeMN been able to increase its advocacy network over the years?

For years, we’ve done statewide engagement with schools around state and federal safe routes to school funding, as well as with communities using funds from the state Department of Health’s Statewide Health Improvement Partnership (SHIP). BikeMN’s advocacy network is also strongly supported by the major players in the Minnesota bicycle industry, other businesses, individual donors, and a major grant from The Mcknight Foundation. The stars were aligned.

What was BikeMN’s advocacy strategy going into 2023?

BikeMN's 2023 strategy was the result of years of preparation. BikeMN worked tirelessly with their lobbyist, staff, and members to engage legislators from both sides of the aisle. This persistence paid off, with incremental policy victories, including the creation of state-level active transportation and safe routes to school programs. Furthermore, BikeMN has a track record of forming valuable partnerships in the realms of transportation, public health, and environmental advocacy. In 2023, BikeMN dedicated their efforts to the Transportation Forward Coalition, a collaborative effort with Move Minnesota, the Sierra Club, and other members. This coalition helped secure the 3/4 cent Minneapolis/St. Paul Metro Area sales tax, primarily earmarked for transit, biking, and walking. This victory complemented the historic funding allocated to active transportation and safe routes to school in the statewide omnibus transportation policy and funding bill.

What lessons from this past session will BikeMN take into future legislative sessions?

Keep building a base of support at the local level that includes engaged citizens — or ones willing to learn — and community leaders, including elected officials. BikeMN has a network of about ten chapters that are simply committees of the BikeMN board but engage locally on behalf of BikeMN.

What advice would you give to advocates in other states looking to increase funding and safety measures for bikes?

Keep plugging away, building your base of support, gathering knowledge and stories about what is needed at local, regional, and statewide levels, and making incremental legislative gains. 

Build strong relationships with state and local implementing agencies, who generally welcome support — or if they don’t, you can use your base of support to let them know they should welcome it. 

Never give up and be in the right place, at the right time (professional lobbyists are really helpful here) with the engaged and informed network of advocates and supporters you have built. 

Remember to reach out and partner with public health leaders focused on prevention. Prevention is a smart investment in lowering healthcare costs, many of which are born by the states. 

Also, it is hard for conservatives to oppose safe routes to school and children’s safety. In Minnesota, there have been many safe routes to school funding bills with Republican chief authors.

What’s next for Minnesota? What's the next big goal on your policy agenda?

Looking forward, Bike MN will be focusing on enhancing pedestrian safety by collaborating with the Advisory Council on Traffic Safety, public health advocates, state agencies, and local advocates to address pedestrian safety issues. We’ll look to better define out-of-class e-bikes and their operation throughout the state and lastly, we’ll continue to focus on strengthening our local advocacy to efficiently utilize funds, document demand, and enhance the value of active transportation investments.
