We’re making biking better in Massachusetts through funding local bike projects, supporting pro-bike policies and legislation at the local and state levels and highlighting great hometown routes on Ride Spot. In June 2020, we helped pass a measure that increased Ayer’s property tax surcharge by 2% to continue to support the community’s CPA, which funds the development of outdoor recreational facilities that support bike riding. In fall 2019, our Community Grant Program helped fund a bike park/pump track in Jamaica Plain through a youth-driven project driven by Bikes Not Bombs’ Bicyclists Organizing for Community Action project. 

Each year, PeopleForBikes’ City Ratings program evaluates thousands of communities worldwide on the quality of their low-stress bike networks through our Bicycle Network Analysis (BNA). Over time, we’ve seen many cities across the U.S. improve their City Ratings scores. While all score improvements are worthy of recognition, several cities achieved incredible increases in just a few years, showcasing the impact of investments in bike networks and supportive policies that create great places to ride.

Which cities have seen the highest score increases over time? City Ratings data reveals that 39 U.S. cities boosted their scores by at least 20 points since 2020 through the implementation of specific projects that align with our SPRINT principles: safe speeds, protected bike lanes, reallocated space, intersection treatments, network connections, and trusted data. 

Note: Although City Ratings began in 2018, PeopleForBikes refined the program in 2020 to reflect actual speed limits for cities, resulting in some changes to scores between 2018 and 2020.

Policy changes also play a key role in improving scores. Our Legislative Strategies Guide for Safe and Connected Bike Infrastructure outlines policies that create great bike networks, including increased state and local funding for bike infrastructure, Complete Streets mandates, and lower speeds. These policies are critical, as most U.S. cities have a lot of work to do to truly become great places for biking. 

Read on to learn which cities achieved the most dramatic score increases between 2020 and 2024.

Minneapolis' score surged from 17 to 71, leading large U.S. cities for the second year in a row. Key factors include speed limit reductions, OpenStreetMap data improvements, and the construction of protected bike lanes like those on Bryant Avenue South, which was featured as one of our Best New Bike Lanes of 2023. 

Not to be outdone by its neighbor, Minneapolis, Saint Paul jumped from a score of just 9 in 2020 to 61 in 2024 thanks to lowered speed limits and projects like the Jackson Street Reconstruction Project, which added safe bicycle facilities as part of the city’s Capital City Bikeway System. With the city planning to add more than 100 new miles of protected bike lanes, Saint Paul’s score is sure to increase in the coming years.

In 2023, Bloomington reduced speed limits for all neighborhood streets to 25 miles per hour, contributing to a 17-point increase in its City Ratings score. In recent years, Bloomington also expanded its network of neighborhood greenways and constructed numerous road-adjacent shared-use paths and protected bike lanes like the 7-Line, which made our list of the Best New Bike Lanes in 2022. 

Aurora was ahead of most American cities back in 2016, when the city installed a protected bike lane on River Street to close a critical gap in the regional Fox River Trail system. Since then, Aurora increased its score to 50, partially thanks to updated speed limit data in OpenStreetMap.

While it's perhaps not surprising for Minneapolis, the highest-rated large city for biking in the U.S., to have suburbs with good bike networks, it’s always encouraging to see suburban communities climbing the ranks of bike-friendly places. Saint Louis Park, a community of 50,000 people to the west of Minneapolis, increased its score from 15 to 55 over the past four years by lowering its default speed limit to 20 miles per hour and filling in bike network gaps through their Connect the Park program.

In 2022, Corvallis’ city staff updated its OpenStreetMap data to accurately reflect existing bicycle infrastructure, including its Active Travel Corridors, which reduce cut-through traffic, creating a citywide network of safe places to bike. 


Key West enhanced its bike network with several projects, including improvements to the Crosstown Greenway and Staples Avenue bicycle and pedestrian bridge. In 2020, speed limits in the city’s Old Town neighborhood were also lowered to 20 miles per hour, creating a safer environment for all road users.

Although Coeur D’Alene hasn’t yet a score of 50 yet, the city already has 50 miles of multi-use paths, including the popular Centennial, Prairie, and Atlas, trails, as well as more than 64 miles of bike lanes. Thanks to its Complete Streets policy, the city intends to complete another 25 miles of bike paths and 32 miles of bike lanes to further improve its network in the coming years.


After reducing the citywide speed limit to 25 miles per hour in 2016, Somerville further reduced speed limits on most residential streets to 20 miles per hour in 2020 and 2021. The city also made forward progress on its envisioned bike network through projects like the Somerville Community Path Extension and Somerville Avenue.


Following Cambridge’s 2020 Cycling Safety Ordinance, the city greatly expanded its bike network. As one of our 2024 Cities on the Rise, you can read more about Cambridge’s work to improve bicycling here.

PeopleForBikes’ annual City Ratings is a data-driven program to identify, evaluate, and compare the best cities and towns for bicycling in the U.S. and across the world. Based on data from PeopleForBikes’ Bicycle Network Analysis (BNA), each city receives a City Ratings score on a scale of 0-100. 

High-scoring cities often perform well across six factors captured in the acronym SPRINT: safe speeds, protected bike lanes, reallocated space for biking and walking, intersection treatments, network connections, and trusted data.


For 2024, we ranked more than 2,500 cities worldwide, including 816 new U.S. cities and 133 new cities across the U.K. and Australia.

Medium Cities (50,000-300,000 population)

With the release of our seventh annual City Ratings, featuring 2,300 U.S. cities for 2024, PeopleForBikes is celebrating cities that have dedicated work in recent years to improve their scores and make biking better in their communities.


Cambridge, Massachusetts, is one of our 2024 Cities on the Rise, scoring a tremendous 72 out of a possible 100 in this year’s ratings. This year, they rank #2 out of 604 medium-sized U.S. cities for bicycling.

In 2019, Cambridge City Council passed the Cycling Safety Ordinance (CSO), one of the strongest Complete Streets ordinances in the nation, requiring the city to construct separated bike lanes when streets are reconstructed. Since then, bike infrastructure has popped up all across the city, thanks in large part to their quick-build projects that create separated bike lanes without the major time or funding investment of other infrastructure improvements.  But Cambridge’s commitment to better bicycling started well before the CSO. 

“The backbone of our work really started in the early 1990s with our Vehicle Trip Reduction Ordinance,” says Cara Seiderman, the transportation program manager for the City of Cambridge. “The ordinance was voted on by the city council and said we were going to reduce single occupancy vehicle trips through the promotion of walk, bike, and transit trips.”

Seiderman says a slew of other city policies also work toward that same goal — the city’s climate action plan supports active transportation, the Cambridge Growth Policy includes provisions for walking and biking infrastructure, and even the Cambridge Public Schools District Plan looks to help more students safely bike to school.    

With multiple policies supporting bicycling as a form of transportation in the city, bike infrastructure grew, and so did the number of people bicycling. The City of Cambridge’s website includes an interactive map and data table showing the evolution of the city's bike network alongside bicycle counter data dating back 20 years.


Seiderman also points to the city’s Vision Zero policy as a major step forward, which was unanimously adopted by the Cambridge City Council in 2016. One of the main outcomes of the initiative was the reduction of speed limits throughout the city, with most streets now having a 20 mile per hour speed limit with major streets only being 25 miles per hour.


One major recent project highlighting Cambridge’s dedication to better and safer bicycling is the redesign of Inman Square, named one of PeopleForBikes’ Best New Bikes Lanes of 2023.


“Inman Square is an extremely complicated intersection, with seven different streets coming into one area. Before, it was hard to traverse by any means — car, bike, bus, or walking. But it is also one of the highest traveled corridors by bike in the Northeast,” says Seiderman. “It was the biggest transformation of any corridor in the city. It became a really beautiful public space that people flock to, not just walk through.”

A testament to the quality of work Cambridge put in, a video clip of the redesigned Inman Square went viral on social media after a local jokingly claimed the newly built bike lanes he was riding were in the Netherlands.

But Cambridge’s efforts to improve bicycling go beyond just infrastructure projects, with a large emphasis placed on youth riding in the city.

“Like many places, we have Safe Routes to School. In first and second grade, students are introduced to general traffic safety, followed by a learn to ride program in fourth grade,” says Seiderman. “In middle school, there’s a biking on the streets program that teaches students how to safely travel around the city by bike. For high schoolers, 16 year olds can get really cheap passes for our Blue Bike bike share program.”


So, what can your city learn from Cambridge? According to Seiderman, you don’t have to think that far outside of the box.

“If a place is starting from the beginning, you don’t have to reinvent the wheel. There are tried and true ways of creating good bicycling environments,” she says. “Incorporating good bicycling facilities that serve people of all ages and abilities should be assumed. Everyone deserves to have a safe place to walk and ride a bike. And when good bicycle infrastructure and facilities are created, people will choose to bike more.”

For local advocates, Seiderman’s point about making sure all members of the community feel safe using the infrastructure hits the nail right on the head.


“One concept that I lead with when speaking to city council is mobility justice — that all people should feel safe using our streets,” says Clyve Lawrence, a strategy team member with the local advocacy group Cambridge Bike Safety. “Bike lanes are helpful for our communities. When we build bike lanes in areas that were previously only seen as safe or comfortable for white men to ride in, we’ll get those other groups on bikes. Don’t be afraid of pushing the status quo and leaning into the idea that bicycling and multimodal transportation can and should be equitable.”

How Pro-Bike Policies Transformed Cambridge, Massachusetts, Into a Top City for Biking

From bustling cities to small towns, communities from coast to coast amplified their commitment to better biking with an unprecedented surge in safer, more comfortable places to ride in 2023. And, with thousands of additional projects planned across the country and more federal funding for bikes available than ever, we can reasonably expect the pace of construction to increase more dramatically in the coming years. 

Even for the most ardent naysayers, it’s difficult to deny that the landscape of bicycling in America is transforming (although not as quickly as many of us would like to see). While we have yet to see any U.S. cities emerge with truly bold citywide plans for bike networks as we’ve seen in places like London, Paris, and Bogota, many are (slowly) beginning to envision a future where cycling takes center stage. Although there remains a substantial amount of work ahead of us to cultivate a safe and comfortable environment for people of all ages and abilities to ride bikes in the U.S., it's well worth pausing to commemorate the significant infrastructure victories U.S. cities achieved in 2023.

After car-free streets took the top spot on last year’s list, we’re delighted to witness locales like New York City continuing to adopt more of these low-stress environments for cyclists. Launched in March, NYC’s much-anticipated vision for Broadway is beginning to transform the iconic street with pedestrian plazas, inviting outdoor dining structures, planters, and bike improvements, with the stretch between West 25th and 32nd streets being reshaped in 2023. While the full vision includes a “people-centric” Broadway connecting Union Square to Columbus Circle, the city’s next phase is on the horizon, with planned improvements underway between West 33rd and 21st Street.

2. 156th Street Cycle Track | Redmond, Washington

Featuring a two-way cycle track, Redmond’s 156th Street Cycle Track improves access to the Redmond Technology Station — part of Sound Transit’s East Link Extension — and the NE 40th Street Shared Use Path. This area of Redmond, the longstanding home of the Microsoft Corporate Campus, remains a focal point for the tech giant's ongoing commitment to community development. While the Microsoft-funded section is complete, the City of Redmond is working to expand it further from 140th to Turing.

In September, Salt Lake City celebrated the completion of its most significant public works project to date, the 300 West Reconstruction Project, which features a separated, two-way, 10-foot-wide bike lane, upgraded sidewalks, and more than 200 new trees to provide shade and serve as a buffer to the roadway. New "bioswales" were also integrated to improve water quality by filtering debris from stormwater runoff. The project, funded through the "Funding Our Future" bond, showcases Salt Lake City's commitment to prioritizing biking as a sustainable and accessible mode of transportation while fostering greener and safer corridors for all road users. Special project features include raised sidewalks and bikeways at all non-signalized intersections, bike counters, wayfinding signage, and green-tinted concrete.

4. Inman Square | Cambridge, Massachusetts

After two and a half years of construction, the Inman Square project in Cambridge reached its much-anticipated completion in 2023, featuring sidewalk-level bike lanes, protected intersections, shorter crosswalks, and a vibrant new plaza. Serving as a pivotal crossroads for various modes of transportation, these enhancements further Cambridge's dedication to Vision Zero and demonstrate the power of their Cycling Safety Ordinance, which propelled Cambridge to a score of 58 in PeopleForBikes’ annual City Ratings program. As evidence of its high quality, the project made headlines earlier this year after a social media video seemingly showcasing bike infrastructure in the Netherlands went viral, only to be revealed as a playful deception filmed in Cambridge's Inman Square.

5. Bryant Avenue South | Minneapolis, Minnesota

Minneapolis’s Bryant Avenue South reconstruction project, stretching from Lake St. to 50th St. W., reshaped a residential street in the heart of south Minneapolis. Despite its quiet residential character, Bryant Avenue is a key bicycling corridor parallel to the congested Lyndale Avenue. Previously converted into a "bicycle boulevard" in 2010, the reconstruction — which created a bidirectional sidewalk-level protected bikeway, intersection improvements, pedestrian-scale lighting, and stormwater infrastructure — reflects a forward-looking commitment to safer and more sustainable transportation that’s helped Minneapolis become the best large U.S. city this year’s City Ratings.

In September, Pasadena celebrated the completion of its first two-way protected bike lane along Union Street. The new 1.5-mile protected bike lane enhances connectivity to Pasadena's popular destinations, including Old Pasadena, Playhouse Village, Pasadena City College, Caltech, and the Metro Gold Line Station at Memorial Park. Approved by the City Council in 2016, the project repurposed existing road space to accommodate the protected bike lane, converting the previous one-way westbound street into a cyclist-friendly corridor. This initiative supports Pasadena's commitment to sustainable transportation and efficient urban planning. The project was funded through a combination of local and federal sources, including the American Rescue Plan Act, California’s Active Transportation Program, Gas Tax, Los Angeles County’s Measure R, CMAQ, and Pasadena’s Traffic Reduction Fee.

Inspired by successful implementations in cities like Toronto, Boulder introduced new "tall curbs" along Baseline Road in 2023 to physically separate bike and vehicle lanes, offering increased protection for people biking. The project is a critical element of Boulder's Core Arterial Network (CAN), which includes plans for strategic improvements along some of the city's least safe corridors for people walking and biking. With local artist Talia Swartz Parsell adding vibrant paintings to the barriers, the initiative combines safety and public art that complements the surrounding mountainous landscape. Further enhancements are slated for 2024, including additional bike lane barriers. 

8. Pinellas Bayway South | Tierra Verda, Florida

The Pinellas Bayway South Cycle Track in Tierra Verde is a significant addition to the more extensive Pinellas Trail network that spans more than 50 miles. Originating in 1983, the Pinellas Trail has steadily expanded since, becoming a regional destination with more than 1.5 million annual users. The new cycle track, separated from traffic by a raised concrete island, rectifies safety issues caused by vehicles parking in the prior non-protected bike lanes and helps reduce speeding along the corridor. Managed by the Florida Department of Transportation (FDOT) as part of a resurfacing project, the new cycle track closes a two-mile gap between the Pinellas Trail, connecting trail users to Fort De Soto County Park. “FDOT was able to use their existing standard detail for median islands to separate the cycle track from the travel lanes,” said Kyle Simpson, an active transportation planner with Forward Pinellas. “[That] reduced the cost of the project and did not require moving any drainage.”

9. East Main Street | Rochester, New York

Rochester’s East Main Street Reconstruction project features sidewalk-level bicycle lanes designed in accordance with the City's Complete Streets policy. While addressing needs such as roadway repaving, water main replacement, and new sidewalks, the project also introduced decorative lighting, street trees, and new signage. As part of Rochester's "spine network," a vital element outlined in the city’s Active Transportation Master Plan, the East Main Street project reinforces the city's dedication to creating a well-connected and accessible bike network.

Through a $6 million Midtown Tax Increment Reinvestment Zone project, San Antonio transformed Avenue B into a one-way, southbound street to accommodate protected bike lanes, wider sidewalks, on-street parking, and landscaping. Serving as a vital connection between the River Walk, Downtown, and various amenities, Avenue B contributes to San Antonio's expanding network of bike lanes and links to trails along the San Antonio River. Ultimately, the city hopes to extend the bike lane north of I-35 to reach the Witte Museum and Brackenridge Park. 

In a commitment to enhance road safety, the City of Dayton completed a $12 million reconstruction project along Salem Avenue between the Great Miami River and Cornell Drive. The federally funded initiative transformed a six-lane “stroad” into a lower-speed street with widened sidewalks, a bi-directional protected cycle track, decorative lighting, and pedestrian islands. The Salem Avenue project connects to more than 350 miles of regional trails as part of the Miami Valley Trails network. In September, Dayton approved an Active Transportation Plan to expand the network further, with more than 20 projects slated for construction by 2027. 

12. 12th Avenue South | Nashville, Tennessee

The 12th Avenue project in Nashville — envisioned as part of the 2017 WalknBike master planning process and subsequently identified as a top bikeway priority by the community — transformed a vital stretch of Nashville into the city’s first complete and green street. The 1.5-mile project includes physically protected bike lanes, bioswales for stormwater management, bus boarding islands, and safer pedestrian crossings. 

“The corridor had existing, substandard bikeways — with significant demand for better, safer facilities to connect affordable housing and student housing with Nashville’s downtown and other commercial districts,” said Anna Dearman, NDOT’s walking and biking manager. In response, NDOT moved the project swiftly from conceptualization to reality, with accelerated final design and construction phases to improve connectivity for affordable and student housing residents along the corridor to downtown and other commercial districts.

13. Turner Avenue | Grand Rapids, Michigan

With funding from a combination of the city’s Vital Streets program (a voter-approved income tax for road and sidewalk projects) and federal Surface Transportation Program and Carbon Reduction Program sources, Turner Avenue represents a major bike infrastructure upgrade for Grand Rapids. This transformative project, which replaced a striped one-way bike lane with a new, separated, two-way facility, spans 1.2 miles from 4th Street to Richmond. The project also increased greenspace to mitigate stormwater runoff and filter pollutants entering the Grand River. The city plans to begin design work to extend the bikeway from 4th Street to Fulton Street West in 2024.

14. Martin Luther King Jr. Drive | Atlanta, Georgia

The Martin Luther King Jr. Drive Cycle Track in Downtown Atlanta was a collaboration between the City of Atlanta Department of Transportation and the Atlanta Downtown Improvement District, furthering the Downtown Atlanta Master Plan by enhancing safety and accessibility in the city center. According to Stacy Grolimund, senior project manager with Central Atlanta Progress and the Atlanta Downtown Improvement District, the project began in late 2022 when the Atlanta City Council voted to resurface streets near City Hall and the State Capitol. Councilmember Jason Dozier advocated for the inclusion of multimodal safety enhancements to align the project with the City’s Vision Zero goals. For now, the protected two-way cycle track stretches from Forsyth Street to Capitol Avenue, but the project is part of a more extensive planned network that will ultimately provide direct access to State Farm Arena, Mercedes-Benz Stadium, Georgia World Congress Center, and westside neighborhoods like Vine City. 

Physically separated bike lanes in the suburbs? Yes, please! In Agawam, Massachusetts, Dutch-style bike infrastructure emerged as one of the standout bike lanes of 2023. Sparked by the Morgan-Sullivan Bridge replacement and MassDOT’s Complete Streets directive, the project resulted in separated bike paths along Main Street, Springfield Street, Suffield Street, and Memorial Avenue. The area, dotted with strip malls, now offers improved accessibility to local businesses and schools, marking a significant step toward sustainable transportation for this suburban area. Since completion, it's proven highly successful, with increased student biking and plans for further extensions to expand the network. Michelle Chase, Agawam’s town engineer, emphasized, “MassDOT’s Complete Streets program has been absolutely critical for the success of this project,” noting that it “inspired everyone involved in the design to push for the best accommodations even when challenges were encountered.”

16. 17th Street | Santa Monica, California

Santa Monica further solidified its reputation as a great city for bicycling with the completion of curb-protected bike lanes along 17th Street. Stretching just over a mile from Wilshire Boulevard to Pico Boulevard, this project features Southern California's first curb-protected intersections, offering significant safety improvements for cyclists. The 17th Street bikeway conveniently connects key locations such as the 17th Street Metro E Line Station, Santa Monica College, and the Michigan Avenue Greenway, creating a more accessible and interconnected bike network.

Earlier in 2023, Santa Monica's innovative use of a concrete extrusion machine for bike lane construction garnered significant attention, with the efficient, precise technology creating multiple blocks of protected bikeways in a single day. In a Streetsblog article from June, the city's principal engineer, Selim Eren, highlighted the sustainability, cost-effectiveness, and speed of the method, emphasizing the significant transformation from traditional bike lanes to the new protected design on Ocean Avenue, resulting in a substantial increase in cyclist volume. 

17. Meadowbrook Road | Jackson, Mississippi

Jackson’s new Meadowbrook Road project, unveiled in May 2023, has been championed by the Mississippi Department of Health for its role in improving public health and well-being. From Old Canton Road to West Street/Northbrook Drive, the $3.3 million project features a new road-adjacent shared-use path for people walking, rolling, and biking. Funded through a federal FAST Act grant and Jackson’s One-Percent Municipal Sales Tax, the project also included roadway resurfacing, ADA modifications, and traffic signal upgrades. Meadowbrook Road is one of several projects the city has underway to connect its downtown to the Fondren District and Jackson State University. “In our community, our residents value both cycling and walking along with accommodating wheelchair users. With a smaller right-of-way in the heart of the city and the need to use our limited space efficiently, the shared-use path has become our go-to choice in the city,” said Robert Lee, Jackon’s city engineer.

Stretching approximately 1.25 miles, the recently constructed Belmont Avenue protected bike lanes create a low-stress, east-west route across Chicago’s Kennedy Expressway and over the Chicago River while connecting several north-south protected lanes, neighborhood greenways, the Chicago Transit Authority (CTA) Belmont Station, and the 312 Riverrun Bike Trail. The project also improved safety for pedestrians and transit riders through curb bump-outs, concrete refuge islands, and bus priority treatments. 

The project marks just one of the dozens recently completed by Chicago — contributing to more than 55 miles of bikeway projects completed in the last year alone along streets like Augusta, Central Park Avenue in Garfield Park, Clinton, Dearborn, Grand, Kedzie, and Milwaukee. Together, these projects are signs of definite improvement for Chicago, which scored only 7 out of 100 points in our 2023 City Ratings. We’ll be watching closely to see how the city’s score improves in the coming years with its new commitment to protected bike lanes. 

Even great biking cities need to constantly improve to ensure they remain at the forefront of creating better communities for bicycling. Just ask Munich, Germany, which, even with a City Ratings score of 83, strives to make its city even better for bicycling with the 2022 announcement of a new plan for six cycling expressways and a bicycle ring road to be completed by 2025. 

City Ratings scores and the creation of great places for biking are positively impacted by plans that embody PeopleForBikes' SPRINT framework: reducing speeds, constructing protected bike lanes, reallocating road space, improving intersections, establishing comprehensive networks of safe cycling routes, and using trusted data to inform decision-making. These strategies help communities enhance bike infrastructure and make riding better for everyone.

With that in mind, we explored our top-rated U.S. cities for 2023 to find the most exceptional bike plans. Each of these communities sets an inspiring example for others to follow, demonstrating the transformative power of well-crafted bike plans in building vibrant, bike-friendly communities that get more people riding more often.

Rated as the top large U.S. city in our City Ratings program for 2023, Minneapolis has developed one of the country’s most robust bicycle networks thanks in part to its 2011 Bicycle Master Plan, 2013 Climate Action Plan, 2020 Transportation Action Plan, and 2015 Protected Bikeway Update to the Bicycle Master Plan. The 2015 plan outlined a long-term objective of creating 174 miles of protected bike lanes as part of the city's bike network. To help implement these plans, Minneapolis’ Street Design Guide was created to steer the design of road reconstructions and retrofits.

In 1967, Davis constructed a bike lane on 8th Street, making it the first U.S. city with a designated bike lane. Today, Davis is PeopleForBikes’ highest-rated medium-sized city, with more than 100 miles of bike lanes and paths. The city has bike plans dating back to 1977 available on its website, offering a glimpse into how thinking about bike infrastructure has changed over the decades. Davis’ most recent plan, its 2014 Beyond Platinum Bicycle Action Plan, outlines strategies to help Davis continue leading the way in creating a safe and attractive bicycling community to meet climate adaptation goals and accommodate a growing population.

San Francisco's Vision Zero Action Plan and Quick Build Program is part of the San Francisco Municipal Transportation Agency's efforts to prioritize safety and sustainable transportation. In recent years, it’s gained significant traction, building upon the city’s transit-first policy, which voters approved in the 1970s. The program’s success lies in its iterative design process, which uses streamlined delivery to produce quick results, project evaluations to determine what’s working in regard to safety outcomes, and the willingness to redesign projects if needed. 

As it approaches its tenth anniversary, the program has showcased notable achievements for people riding bikes, including increasing bike volumes by up to 75%, reducing vehicle-bike interactions at bike signals by 93%, reducing vehicular speeds, and decreasing the percentage of vehicles blocking bike lanes by 90%.  All of this has helped land San Francisco our number two spot among large U.S. cities in this year’s City Ratings program.

In 2021, Seattle updated its Bicycle Master Plan to guide the city’s work over the next four years, listing specific infrastructure projects to be completed within that time frame. Through regular updates to the plan, Seattle has been able to adjust project lists and provide progress reports to the City Council and the Seattle Bicycle Advisory Board on the implementation status of the overall master plan — something that is required by City Council Resolution in Seattle. 

The Bicycle Master Plan works in conjunction with the city's Vision Zero Plan and Bicycle and Pedestrian Safety Analysis, which help prioritize bicycle infrastructure based on safety considerations, as well as the Seattle Trails Upgrade Plan, which helps guide trail connectivity and maintenance projects. Together, these four plans have helped the city lower speed limits to 25 mph for more than 90% of its arterial streets and, as of November 2022, build out 32 miles of protected bike lanes and trails, as well as nearly 60 miles of neighborhood greenways. All of this work has helped Seattle increase its Bicycle Network Analysis score — which directly informs City Ratings results — from 47 in 2018 to 62 in 2023. 

From 2000 to 2009, Philadelphia saw a 151% increase in bicycle commuting, making it the fastest-growing mode of transportation in the city. In 2012, when Philadelphia released its updated Pedestrian and Bicycle Plan, the city had already used its 2000 version of the plan to create more than 230 miles of bike lanes and other on-road bicycle facilities to keep up with growing demand. In 2013, the city also released its Trail Master Plan, which has since been updated annually. 

While the 2012 plan focused on improving network connectivity by filling gaps in the network, the Bicycle Coalition of Greater Philadelphia wanted more, challenging the city to construct 30 miles of protected bike lanes. That idea gained traction in 2018 when the Kenney Administration integrated it into Connect: Philadelphia's Strategic Transportation Plan. 

Key components of these plans (and the city’s Vision Zero Plan) helped increase Philadelphia’s Bicycle Network Analysis score from 43 in 2018 to 57 in 2023. They include the creation of neighborhood slow zones, an impressive regional trail network, and new protected bike lanes on JFK Boulevard, Market Street, Race Street, Torresdale Avenue, and Parkside Avenue.

In 2019, Albuquerque Mayor Tim Keller made a commitment to Vision Zero, joining more than 40 other U.S. communities in an effort to eliminate traffic deaths and serious injuries. That commitment has clearly paid off for the city’s bike network: While it’s not a top-rated city (yet), Albuquerque's Bicycle Network Analysis score jumped from just 13 in 2019 to 29 in 2023. 

Released in 2021, Albuquerque’s Vison Zero Action Plan incorporates clear themes and corresponding action items, designating lead agencies and organizations responsible for implementing each. Importantly, the plan overlays a vulnerable communities index map with the high fatal and injury network map to address safety concerns to improve equity. 

From 1997 to 2007, Teton County and the Town of Jackson constructed more than 25 miles of paved shared-use paths. Since the completion of the Pathways Master Plan in 2007, that mileage has grown exponentially, landing Jackson in the number six overall spot in our U.S. City Ratings program with a score of 79. With 70 miles of paved pathways and 152 miles of trails, the pathway system now links the community to even more riding opportunities in nearby Bridger-Teton National Forest and Grand Teton National Park. 

Beyond identifying priority infrastructure investments to improve and expand the Pathways system, the Master Plan lays out clear recommendations for needed policy changes, team structures, and finances to complete the plan’s vision and maintain the Pathways network, ensuring the system is set up for long-term success. The 2015 Community Streets Plan complements the Pathways Master Plan by providing a street design manual that governs the development of public infrastructure projects, ensuring that bikeways are developed under set standards and in line with the master plan. 

In 2021, Hoboken released its Vision Zero Action Plan, which aims to achieve Vision Zero in five years by implementing immediate improvements for safer streets. The plan helped the city identify high-crash corridors and intersections and recommend specific measures to reduce crashes and their impact, many of which the city has moved quickly to implement, including protected bike lanes, curb extensions, high-visibility crosswalks, and a citywide 20-mile-per-hour speed limit. 

Hoboken’s 2010 Bicycle and Pedestrian Plan also helped put the city on the right track to becoming what is now one of the best medium-sized cities in the U.S. for biking, with a City Ratings score of 62. Even more importantly, Hoboken has achieved something most advocates in other U.S. cities can only dream of: no traffic fatalities for four consecutive years.

Cambridge achieved one of the most significant increases in our City Ratings program, soaring from 31 in 2018 to an impressive 58 in 2023. Improvements in Cambridge have been propelled forward through the 2020 Cambridge Bicycle Plan, the city’s Vision Zero Action Plan, and the implementation of separated bike lanes as mandated by the Cambridge Cycling Safety Ordinance. Perhaps most influential, the Cycling Safety Ordinance requires the city to build almost its entire citywide network of protected bike lanes by 2026.

How Great Bike Plans Transform Communities

These four U.S. cities, all with populations under 50,000 people, scored well in the 2021 City Ratings. Here’s what they’re doing right.

Small cities have an inherent advantage when it comes to bicycling — since they tend to have smaller road networks, changes to a few key streets can really make a difference when it comes to bicycling. On average, the top small cities (those with populations of 50,000 or fewer) score higher in the 2021 City Ratings than the top medium and large cities. Independent of a city's efforts to build great bike infrastructure, there are a few possible explanations for this scoring trend.

First, many of the smaller cities and towns in the 2021 City Ratings tend to have smaller boundaries than we might think. We often envision a small city as extending into the land surrounding it, while in reality, its borders might not encompass much beyond a few main streets. Our 2021 City Ratings are based on our Bicycle Network Analysis (BNA), which only evaluates trips that start within the city boundary. Thus, if your home falls outside the city limits and it’s difficult to bike downtown, that wouldn’t impact your city's score. Inaccurate or missing data in OpenStreetMap will also have a larger impact on a small city's network score, with poor data sometimes improving a city's score. 

Moreover, small cities, especially more rural ones, often consist of a traditional downtown street grid, a few main connecting streets and one or two roads that lead out of town. If speed limits are low, the downtown grid becomes largely low stress, offering multiple routes to reach the same destination. The flip side is that if there’s only one high-stress road to your destination, it can be impossible to bike there using only low-stress routes.

Although the four small cities below definitely benefit from their size, we’ve chosen to highlight them for reasons that go beyond breadth. While completely different in terms of geography, culture and approach, they're all doing something right when it comes to bicycling.

“You hear a lot of people talking about the 15-minute city,” said Rik Ahlberg, chair of the Provincetown Bicycle Committee and owner of Pedal Ptown Bike Tours. “Well, this is the five-minute town. I can get from one end to the other in seven minutes on my bicycle.”

Located on the northern tip of Cape Cod, Provincetown has a year-round population of 3,000 people and five bike shops. Bicycles were introduced to Provincetown in the late 1800s — the first bike path was proposed in 1899 — and they’ve been a primary mode of transportation ever since. Today, residents are able to access all essential services, from the grocery store to the dentist, within a two-mile bike ride. 

“There’s virtually no corner you can stand on in Provincetown and not see a bike rack somewhere,” said Ahlberg, noting that there’s even waterfront bike parking at the beach. “Our bike racks were old and not attractive, so we invested in upgrading them all to the APBP [Association of Pedestrian and Bicycle Professional] standards.” 

Commercial Street, Provincetown’s main drag, is one way for cars but two way for bicycles. Almost every other street is small, forcing drivers to go slow, creating naturally low-stress bikeways. It also helps that development is dense in Provincetown and no highways bisect it. In the summer months, Provincetown’s population balloons to nearly 60,000 people, and although many people arrive by car, they also bring their bikes.

“Bikes also aren’t tied to economic status here,” said Ahlberg, noting that Provincetown has one of the best year-round commuter rates, as high as 20% by some counts. “Across the board, people ride bikes just because it’s convenient.”

Traverse City, located in the northwest part of Michigan’s mitten and bordering Lake Michigan, has a population of roughly 15,000 people. With a total area of 8.66 square miles, the small city is flat and laid out on a grid, making it easy to navigate by bike for folks of all ages and abilities. There’s also a strong history of recreational mountain biking, which helped lay the foundation for in-town bike culture.

“Most of the biking in Traverse City really started off as recreation and we have a lot of very large areas of mountain bike trails right around downtown,” said Shawn Winter, planning director for the city. “Within five minutes you can be in the woods — everything is just compact and accessible.”

Although recreational riding helped jumpstart the bike culture in Traverse City, Winter attributes the larger shift to different organizations that have come together and advocated for change over the years. Nonprofit TART Trails, for example, maintains a network of multi-use trails, 5.4 miles of which are in Traverse City proper, and has been hosting a bike commuter event for 27 years. Likewise, Norte, a bike-centric, youth-focused advocacy organization, has been instrumental in achieving a 473% increase in participation in kids actively transporting themselves in the Grand Traverse region. There are also three bike shops in town and regular workshops where residents can learn about things like winter biking.

“Winter is very real in Michigan — it’s a legitimate season that dominates most of the calendar,” said Winter, noting that people sometimes use it as an excuse for not investing in non-motorized infrastructure. “Traverse City does a great job of plowing the sidewalks and people have the gear to bike year-round. Winter really doesn't have the impact on bicycling that I think people assume it would.”

In the summer, tourists flock to Traverse City, taking part in Kayak, Bike & Brew tours and using the bike racks on BATA, the local transit system, to pedal trails further outside of town. According to Winter, Traverse City’s downtown, as well as most parks and beaches, are so popular that they’re actually more accessible by bike due to limited parking. The city’s main east-west corridor, 8th Street, was also redesigned to be more walkable and safe, with lowered speed limits and new bicycle tracks.

“When they redid the street, they added three mid-block crossings in that stretch and did a lot of streetscape improvements with landscaping design, lighting and benches,” said Winter, noting that there are now brand new multi-story buildings under construction in a once bleak stretch. “It's a great example of how public investment can be a catalyst for additional private investment.”

Pella is a small midwestern town of around 10,300 people, home to Central College and famous for its Dutch roots. The tourist town, which covers just 8.73 square miles, celebrates that history with a fully functional 1850s-style windmill, an annual tulip festival and a downtown canal. Like the Netherlands, Pella is also a great place to bike — although it could do more to embrace that aspect of its heritage.

“It’s a small, grid town that’s just easy to get around in,” said Mark Wyatt, executive director of the Iowa Bicycle Coalition. “Pella also has a pretty substantial trail system leading out of town.”

That trail, the Volksweg Trail, is a 17-mile asphalt path that extends from town to Lake Red Rock, Iowa’s largest lake. Aside from the miles connecting the trail to town though, Pella hasn’t invested in the infrastructure that might set it apart as a bicycling destination. Chris Van Gent, who owns the sole bike shop in town — Iowa Bike Co. — believes relatively inexpensive investments like wayfinding signs, sharrows and crucially, more much-needed bike parking, would help boost ridership.

“Protected bike lanes don’t really make sense here,” said Van Gent, adding that the bike “advertising” that comes with some of the low-cost fixes does. “People would bike more and shop more if there was bike parking.”

In 2018, Pella launched a bike share system in partnership with VeoRide, which despite being profitable and working well, was pulled by the national micromobility company in 2020. In large part, Pella scores well because the town has grown around its downtown core and is evenly dispersed with clusters of essential services, retail shops and residences. Unlike many other small towns in rural America, Pella’s main street is also distinct from the highway, leaving a series of connected, low-stress streets intact. 

Iowa is also home to RAGBRAI, Register’s Annual Great Bicycle Ride Across Iowa, an epic seven-day bicycling adventure that changes routes every year. The longest, largest and oldest bicycle touring event in the world, it’s an Iowa institution that has a real effect on the whole state. For many, the race is the reason people start biking in the first place.

“It can be a real financial generator, with 20,000-plus bicyclists rolling through,” said Wyatt. “It’s created this opportunity for rural Iowa to see bicycling as an economic generator.”

Pella is blessed with a setup that naturally makes it a great place for riding bikes. With some smart investments and political willpower, it could easily become a true bike town, thriving economically and benefitting from safer streets in the process.

With a population of 47,302, San Luis Obispo, or SLO, is the largest city on this list. Located in California’s Central Coast region, the city is just under 13 square miles. Its relatively small size coupled with the temperate climate makes SLO a great place to bicycle, whether you're going to work, recreating or running errands. Around town, you’re as likely to see a mountain biker as you are two kids on the back of their parent’s cargo bike.

“It’s a dynamic community and we have a major university in California Polytechnic State,” said Rick Ellison, executive director of Bike SLO County. “College towns bring a certain energy that’s good for the whole bicycling community.”

The city is also phenomenally progressive when it comes to roadway safety, consistently improving bike lanes, planning for a safe, complete network and promoting bikes as a way to address climate change. 

“The city recognizes that the key to getting more people on bikes is to have effective and safe infrastructure,” said Ellison, noting that greenways, neighborhood networks, bike lanes and traffic calming efforts all play into that vision. “Our leadership believes that San Luis Obispo can be the leader when it comes to climate action by making bikes part of the solution.”

More and more states are realizing the benefits of electric bicycles as they seek to lower vehicle miles traveled and make progress towards climate goals. This was clearly illustrated within state legislative sessions during 2022, with an unprecedented number of new laws passed that improve the rights of electric bicycle riders, expand access to places to ride and create programs that make an electric bicycle easier to purchase.

Five new state electric bicycle purchase incentive programs

This year, five states either passed or renewed funding for electric bicycle purchase incentive programs. These states include Colorado, Connecticut, Hawaii, Massachusetts and Vermont. This amount of statewide electric bicycle incentive programs has never been seen before and the rate of adoption is not expected to decline in 2023. An overview of each program can be found below: 

Massachusetts: Up to $500 for general customers and $750 for low-income customers.

Hawaii: Up to $500 or 20% of retail price, available to students, those without cars and low-income residents on other government support programs. 

Connecticut: Up to $300 for general customers and $700 for low-income customers. 

Colorado: Invests $10 million in local rebate programs across the state and $2 million in electric bicycle share programs. The specific rebate amount is yet to be determined.

Vermont: Doubled investment in the already-allocated electric bicycle incentive program with an additional $50,000 budgeted this year. The program launched to the public in July 2022. Rebate amounts are dependent on Adjusted Gross Income (AGI) requirements.

39 states now with three-class model electric bicycle legislation

Three new states (Kansas, Massachusetts (for Class 1 and 2, not 3), and Delaware (anticipated to be signed by the governor any week now) signed PeopleForBikes’ three-class model legislation into law this year. Each state has subtle differences in its laws, but fundamentally, these bills define electric bicycles using the three-class system; Regulate electric bicycles like bicycles (meaning the same rules of the road apply to both electric bicycles and human-powered bicycles) and exempt electric bicycles from the registration, licensing or insurance requirements that apply to motor vehicles.

39 states define electric bicycles using the three-class system: Alabama, Arizona, Arkansas, California, Colorado, Connecticut, Delaware, Florida, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Louisiana, Maine, Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Nevada, New Hampshire, New Jersey, New York, North Dakota, Ohio, Oklahoma, South Dakota, Tennessee, Texas, Utah, Vermont, Virginia, Washington, West Virginia, Wisconsin and Wyoming.

Nine states do not use the three-class system but define electric bicycles similar to traditional bicycles: Hawaii, Kentucky, Montana, Nebraska, New Mexico, North Carolina, Oregon, Pennsylvania and South Carolina.

Two states still define electric bicycles as motorized vehicles (and may therefore require license, insurance and registration to ride: Alaska and Rhode Island.

2022 State Legislative Wins for Electric Bicycles

Few of the great cities of the United States have more potential for biking growth than Boston.

It’s too dense for driving to be pleasant or parking to be cheap, but it’s not so dense that mass transit can be everywhere. It’s full of universities, which for many reasons tend to be compatible with biking among both employees and students.

The difference between Boston and bike-friendlier cities like Philadelphia or San Francisco is mostly just that with a few exceptions, its politicians haven’t been enthusiastic about the potential of bike transportation.

But an op-ed in the Boston Globe last week by Boston City Council President Michelle Wu has given us more hope than we’ve had in years that this might be changing.

Wu wrote it after returning from a “Climate Innovations” study tour to Copenhagen. But the insights she took home seem to have gone far beyond fuel savings. Boldface ours:

Safety is just the baseline benefit of world-class cycling infrastructure. When every street has bike lanes shielded from cars by a curb or median, cyclists ride without fear, and more people become cyclists: women, seniors, even kids riding alongside their parents. Safe infrastructure means cycling becomes an affordable transportation option open to all.

In Copenhagen, cyclists make up 45 percent of all commuters, and city planners have quantified the benefits. Adding up costs avoided by reducing traffic congestion, noise, crashes, wear and tear on infrastructure, and air pollution, they estimate 64 cents of net social gain from every mile traveled by bike instead of car. More residents getting regular exercise drives down health care costs by an estimated 61 cents per mile cycled. …

Boston’s streets, on the other hand, are designed for conflict. Painted bike lanes function as space for double-parked delivery trucks, pushing cyclists into traffic. Posted signs and "sharrows" unrealistically ask drivers and cyclists to get along. The result is that only 1.9 percent of Boston commuters are willing to risk a bicycle trip — the bravest and most aggressive cyclists, who often provoke anxiety and rage in drivers. …

For Boston, the urgency goes well beyond safety. Our continued economic growth depends on solving our transportation crunch. With a struggling public transit system that won?t be expanding service anytime soon, already gridlocked roadways will have to absorb many of the more than hundred thousand additional commuters projected by 2030. Carving out space for protected bike lanes is the most cost-effective way to increase our transit capacity and move more people on our streets.

To be clear, building a seamless and convenient network of protected cycling infrastructure will require trade-offs. On many streets, adding a cycle track means narrowing or removing car lanes, or eliminating on-street parking — scenarios that bring panic to car and business owners. Although research suggests that retail sales actually increase after switching parking for protected bike lanes, the proposals rarely see support from abutters. Yet we must acknowledge that our current transportation situation isn’t working for all residents, and it will worsen unless we take bold action to empower more affordable and sustainable options.

How much do we love this op-ed? Let us count the ways.

1) Universal appeal. Wu presents protected bike lanes, accurately, not as a way to appease or protect a minority but as a way to enhance the lives of the majority by giving ordinary people a pleasant option to ride when and where they want. By pointing out that only the “bravest and most aggressive cyclists” would choose to ride on Boston streets today, she positions herself — and the comfortable biking network she supports — in opposition to the stereotypical jerk on a bike. Even if you want to say “sure, but it’s the jerks in cars who are actually dangerous,” you have to admire her rhetorical skill.

2) Geometric realism. Boston is a pillar of the U.S. economy. This can only continue as long as people can move within it. Wu understands that in the end, getting more trips out of cars and onto space-efficient bikes isn’t a matter of ideology or environmentalism or even affordable mobility. It’s a matter of mathematics.

3) Honesty about tradeoffs. Many leaders are politicians, but not all politicians are leaders. Here’s how you can tell the difference: A politician who is also a leader is honest with her constituents about the fact that there’s an upside and a downside to every decision. The key to helping constituents face this sometimes difficult truth is to communicate that sticking with the status quo will have downsides, too. That’s exactly the point Wu makes here.

The day after her op-ed ran, Wu asked her Facebook followers for suggestions of local streets where a bike lane and parking lane could be swapped.

Wu clearly thinks the tradeoffs of protected bike lanes are worth it. The world’s best biking cities are her proof.

Without leaders, no cities could ever have become great. If Wu and her colleagues in Boston keep leading this way on transportation issues, we’ll be eager to see the new greatness Boston will achieve in the decades to come.

Pedaling prosperity: For Boston's council president,'safe streets' aren't enough

Bikeway design in this country keeps rocketing forward. The design guide that Massachusetts is planning to unveil in November shows it. (Update: it’s now available here.)

The new guide, ordered up by MassDOT and prepared by Toole Design Group, will offer the most detailed engineering-level guidance yet published in the United States for how to build safe, comfortable protected bike lanes and intersections.

“It’ll be a good resource for all 50 states,” said Bill Schultheiss, a Toole staffer who worked on the project. “I think it’ll put some pressure on other states to step up.”

There are lots of details for design pros and biking believers to get excited about in the new design guide, which is scheduled for release at MassDOT’s Moving Together conference on Nov. 4. But maybe the most important is a set of detailed recomendations for protected intersections, the fast-spreading design, based on Dutch streets, that can improve intersection safety for conventional and protected bike lanes alike.

The draft images below come from earlier in the process of creating the guide, and were shared this spring at a different conference. They give an idea of what the final guide will offer.

In the world as presented by MassDOT’s new manual, in fact, we wouldn’t even need to use the phrase “protected intersection.”

The design would just be called an “intersection.”

Small corner refuge islands could be built into many corners to help arrange traffic so that bikes are more likely to be in front of the windshields of turning cars, rather than to cars’ right.

The new guide recommends lane and buffer widths, pavement markings and turning radii for various protected bike lane options.

It also offers ideas for how to make the designs work with a conventional bike lane.

As well as a pair of useful tables to answer the age-old question about bike lanes: how wide is wide enough?

If you’re in New England next Thursday, two people behind this guide (MassDOT’s Lou Rabito and Toole’s Nick Jackson) will offer a presentation about it at the New England Bike-Walk Summit.

This guide seems likely to become a valuable resource for city leaders and street designers who want to make biking more mainstream, both inside and outside Massachusetts. The fact that it’s coming from a state department of transportation shows the huge potential those agencies have to help build modern, cost-effective, space-efficient transportation systems in our cities.

The United States has waited for years for this sort of basic knowhow to arrive. Thanks to pioneering cities and states, it’s here. All cities have to do now is decide to use it.

Massachusetts is about to release a new bikeway guide and it's going to be awesome

Our public lands are some of the best venues for children to experience the outdoors and outdoor recreation. A new program may soon be available to help more kids visit and experience our public lands — including exploration by bike.

The House of Representatives just passed the Every Kid Outdoors Act (H.R. 3186), which will provide all fourth graders with free access to public lands and waters. These students can request an annual pass, which will allow them to have free access for themselves and up to three adults accompanying them, whether touring the lands on foot or by bicycle. This will help to provide greater access and eliminate financial barriers to children and their families.

Research has shown that between the ages of nine to eleven, kids are beginning to learn about the world around them, are more open to new ideas and are more likely to connect to the outdoors. Over time, the Every Kids Outdoors Act would provide access to every child in the fourth grade — broadly expanding the opportunity for children and their families to begin to experience our public lands. This legislation builds on a previous program (Every Kid in a Park), which facilitated fourth graders visiting our nation’s national parks.

Representative Niki Tsongas (D-MA) introduced the legislation in the House and Senator Martin Heinrich (D-NM) has introduced similar legislation in the Senate. The legislation still needs to be passed by the Senate and signed into law by the President.

Every Kid Outdoors Act Passes House of Representatives

We can all agree, 2020 was tougher than anyone anticipated. As the year began, planning for a pandemic could only be described as a fantastical thought exercise, but by March the realities of COVID-19 reached all corners of America, dramatically changing nearly every aspect of people’s lives.

As our nation grappled with sustained solutions for controlling the spread of the virus, something special happened — Americans returned to bicycling as a safe, healthy method of recreation and transportation. 

During the COVID-19 pandemic, 10% of American adults engaged with bicycling in a new way. 4% of the US population (ages 18 and older) rode a bicycle for the first time in one or more years, or for the first time ever. An additional 6% participated in a different type of bicycling during the pandemic, trying indoor riding or riding their bike for transportation.

Local surges in bicycling activity were seen across the U.S., and cities responded. 

By April, more than 200 U.S. cities temporarily changed the layout of their streets — eliminating through traffic, slowing cars and opening roadways for people of all ages and abilities to comfortably enjoy the outdoors while city parks, fitness centers and schools were closed.

While no American city accelerated temporary pop-up bike lane networks at the same scale as those lauded in Berlin, Bogota or Paris, U.S. city leaders did something else amazing — they continued to build permanent bikeways that position bikes as a solution to many of the challenges our communities face, now and in the future.

These projects make biking more useful, more beautiful and more welcoming to all riders. With careful planning and smart construction, cities relied on support from residents to expand access to completely connected, comfortable mobility networks, allowing people on bikes or on foot to travel safely throughout their community. Thankfully, these changes will last well beyond this pandemic.
