We’re making biking better in Georgia through funding local bike projects, supporting pro-bike policies and legislation at the local and state levels and highlighting great hometown routes on Ride Spot. In spring 2019, our Community Grant Program helped fund the Jackson Street Bridge in Atlanta, which included protected bike lanes, an expanded walking area and an added sightseeing location.

Every year, PeopleForBikes advocates on behalf of the bike industry and bike riders across the country to support the construction of fun, safe, and connected places to ride that welcome more people to the joys of bicycling. 


From championing e-mobility lithium-ion battery safety, to mandating Complete Streets for improved road safety, to advancing the construction of bike infrastructure through climate legislation, PeopleForBikes successfully advocated for a multitude of policies at the state and local levels during the 2024 legislative session that will support bike businesses and riders of all ages, abilities, and backgrounds nationwide.

The safety of e-mobility lithium-ion batteries was a top priority for many states and communities across the U.S. this legislative session.

Following the guidance of PeopleForBikes and other industry experts, New York passed legislation to ensure the quality and safety of e-mobility products while maintaining accessibility to equitable transportation options. The legislation requires that e-bike and other e-mobility lithium-ion batteries be tested to standards that ensure the safety of the products the batteries power. It also enables the enforcement of products that do not meet these standards and contribute to unsafe conditions, including battery fires.

In June, the Chicago City Council committed to working with the bicycle industry and other stakeholders to amend a proposed battery safety ordinance to align with similar safety legislation in New York so individuals, retailers, and manufacturers can rely on consistent e-bike battery testing requirements across the country.

PeopleForBikes looks forward to continuing our work with states and municipalities across the country to promote uniform and effective battery testing regulations that ensure that e-bike batteries sold and used in the U.S. meet the highest safety standards.


PeopleForBikes recognizes the three-class system as the framework to categorize and regulate low-speed electric bicycles (e-bikes). Currently, 43 states officially recognize our model legislation. In 2024, Oregon and Rhode Island signed the three-class system into law. This system promotes a uniform definition of e-bikes across the country to mitigate confusion for riders, retailers, manufacturers, and regulators. 

PeopleForBikes will continue supporting the classification of electric bicycles as bicycles (not motorized vehicles) and will work with legislators to showcase the need for clear definitions and strong enforcement so that bicycles, and bicycling infrastructure, are protected. 


Out-of-Class Electric Vehicle Legislation 

Due to the constantly evolving range of electrically powered devices entering the marketplace and the growth of their use nationwide, PeopleForBikes led efforts to define products that exceed the speed and power limitations of the three-class system and federal law as out-of-class electric vehicles (OCEVs). 


Utah and Minnesota passed landmark OCEV legislation to promote safety and protect hard-won access for bicycles on state trails and paths. You can read more both here and here about why this legislation is so critical. 


PeopleForBikes will continue helping states and municipalities better define and enforce the difference between electric bicycles and overpowered, higher-speed, out-of-class electric vehicles (including electric dirt bikes) to protect the rights of bike riders across the country.

Cities and states nationwide continue to prioritize sustainable, equitable, and accessible forms of transportation through e-bike purchase incentives and rebate programs. This year, the Atlanta City Council approved a $1 million incentive for the purchase of e-bikes and the Bentonville City Council in Arkansas approved $2.25 million in grant funding for an e-bike rebate program.


With $20 million in funding approved in 2023, Portland City Council approved an implementation plan for the city’s e-bike incentive program set to launch in 2025. Michigan legislators also approved $2.95 million in funding for an e-bike purchase incentive program in their state budget to implement a statewide e-bike transportation incentive program. 

The 2024 legislative session included many recreation policy wins that PeopleForBikes helped secure to continue building momentum for eMTB access on natural surface trails. 

In Oregon and Colorado, PeopleForBikes supported the passage of recreational immunity bills that protect landowners from liability resulting from the use of their lands by other individuals for recreational purposes, including mountain biking.

The Tahoe National Forest prepared a Decision Notice/Finding of No Significant Impact (DN/FONSI) and final Environmental Assessment (EA) for the Pines to Mines Trail Project. The project, totaling 72 miles of new, natural surface trails, will provide expanded recreation opportunities on National Forest System lands. It also authorizes the use of Class 1 electric mountain bikes (eMTBs) on all new and existing trails where traditional mountain bikes are already allowed within the project area.

A National Environmental Policy Act (NEPA) Environmental Assessment is also underway in the Tahoe National Forest, utilizing a forest-wide approach. This first-of-its-kind approach could yield historic results that allow entire forest districts to allow Class 1 eMTBs on natural surface trails, as opposed to laws differing by individual trail systems. 


Look out for more recreation and eMTB policy wins as we continue engagement with state and local land managers to open access for Class 1 eMTBs on multi-use singletrack trails in Arizona, Colorado, Michigan, Oregon, and Utah. Additionally, PeopleForBikes is working on recreational trail access for mountain biking within the implementation of the Bureau of Land Management’s Public Lands Rule. 


A lack of safe places to ride is one of the most significant barriers preventing Americans from biking. Dedicated funding streams for the construction of bike infrastructure creates more safe and connected places to bike, which in turn increases bicycling participation. The construction of bike infrastructure also contributes to other co-benefits, including positive public health outcomes, economic vitality, reduced greenhouse gas (GHG) emissions, and transportation equity.  


As of July, PeopleForBikes has helped secure nearly $1.5 billion for the construction of bike infrastructure that increases safe places to ride bikes through our 2024 VoteForBikes campaign. With a potential $2 billion more on the November general election ballot, 2024 is shaping up to be a big year for bike infrastructure funding. In addition to our work advocating for bikes at the ballot box, PeopleForBikes supported additional legislation to fund bike infrastructure, including Minnesota’s Environmental and Natural Resources Trust Fund that invests more than $11 million in the expansion and enhancement of recreational trails, active transportation infrastructure, and mountain bike access across the state. 


Passing dedicated funding streams for bikes and bike infrastructure at the state and local levels is the most important policy priority for PeopleForBikes. We will continue paving the way for the construction of infrastructure that allows more people of all ages, abilities, and backgrounds across the country to safely and efficiently travel around their communities and access more opportunities to ride a bike.


PeopleForBikes continues to advocate for legislation that reduces serious injuries, saves lives, and allows people to travel safely throughout their community with confidence. Reducing speed limits and actual vehicle speeds is one of the most effective ways to improve road safety and save lives.

After four years of hard work, PeopleForBikes was honored to support local advocates in New York as Governor Kathy Hochul signed Sammy’s Law into law in May. The new law allows New York City to implement a 20 mile per hour speed limit with additional 10 and 15 mile per hour zones. This legislation will dramatically increase safety for people walking and biking on roads with a high volume of motor vehicles. 


Michigan and Virginia also passed legislation that makes it easier for local municipalities to lower speed limits that are appropriate for the context and needs of those communities. 

We know that in addition to lower speed limits, safer road designs reduce motor vehicle speeds, one of the most significant causes of serious injuries and deaths on roads. As a result, Complete Streets mandates — which require the construction of bike infrastructure when roads are reconstructed or repaved — are one of the most effective policies communities can implement for improved road safety. Complete Streets also close gaps in transportation networks and enable all road users, regardless of their mode of transportation, to easily access places that they need to go. PeopleForBikes will continue to fight for legislation that mandates Complete Streets to promote safe and thriving communities. 

In March, voters in Los Angeles, California, one of the nation’s most car-centric cities, approved Measure HLA. This requires the implementation of the city’s Mobility Plan, including bike and pedestrian infrastructure when road construction or repaving occurs. PeopleForBikes endorsed this measure to increase transportation opportunities and accessibility, improve road safety, promote health, and reduce transportation-related GHG emissions. 


As part of historic legislation, Minnesota also strengthened the state’s Complete Streets policy by adding PeopleForBikes-supported amendments that require the integration of Complete Streets design principles and offer implementation guidance.

Advancing Bike Infrastructure Through Climate Legislation 

There is significant momentum across the country to fund active transportation infrastructure through climate legislation in order to reduce vehicle miles traveled (VMT) and GHG emissions. Maryland Governor Wes Moore signed an executive order establishing annual GHG and VMT reduction targets for his state’s transportation sector, requiring the Maryland Department of Transportation to implement a process for evaluating and reducing GHG emissions attributable to transportation projects, and investing in projects that reduce VMT and enhance transportation choices. 

Looking ahead to the 2025 legislative session, PeopleForBikes is actively involved in several local coalitions supporting climate legislation to curb transportation-related GHG emissions. Stay tuned for more bike infrastructure and climate legislation wins next year!

PeopleForBikes’ 2024 Policy Wins Advance Bicycling Safety and Access Nationwide

From bustling cities to small towns, communities from coast to coast amplified their commitment to better biking with an unprecedented surge in safer, more comfortable places to ride in 2023. And, with thousands of additional projects planned across the country and more federal funding for bikes available than ever, we can reasonably expect the pace of construction to increase more dramatically in the coming years. 

Even for the most ardent naysayers, it’s difficult to deny that the landscape of bicycling in America is transforming (although not as quickly as many of us would like to see). While we have yet to see any U.S. cities emerge with truly bold citywide plans for bike networks as we’ve seen in places like London, Paris, and Bogota, many are (slowly) beginning to envision a future where cycling takes center stage. Although there remains a substantial amount of work ahead of us to cultivate a safe and comfortable environment for people of all ages and abilities to ride bikes in the U.S., it's well worth pausing to commemorate the significant infrastructure victories U.S. cities achieved in 2023.

After car-free streets took the top spot on last year’s list, we’re delighted to witness locales like New York City continuing to adopt more of these low-stress environments for cyclists. Launched in March, NYC’s much-anticipated vision for Broadway is beginning to transform the iconic street with pedestrian plazas, inviting outdoor dining structures, planters, and bike improvements, with the stretch between West 25th and 32nd streets being reshaped in 2023. While the full vision includes a “people-centric” Broadway connecting Union Square to Columbus Circle, the city’s next phase is on the horizon, with planned improvements underway between West 33rd and 21st Street.

2. 156th Street Cycle Track | Redmond, Washington

Featuring a two-way cycle track, Redmond’s 156th Street Cycle Track improves access to the Redmond Technology Station — part of Sound Transit’s East Link Extension — and the NE 40th Street Shared Use Path. This area of Redmond, the longstanding home of the Microsoft Corporate Campus, remains a focal point for the tech giant's ongoing commitment to community development. While the Microsoft-funded section is complete, the City of Redmond is working to expand it further from 140th to Turing.

In September, Salt Lake City celebrated the completion of its most significant public works project to date, the 300 West Reconstruction Project, which features a separated, two-way, 10-foot-wide bike lane, upgraded sidewalks, and more than 200 new trees to provide shade and serve as a buffer to the roadway. New "bioswales" were also integrated to improve water quality by filtering debris from stormwater runoff. The project, funded through the "Funding Our Future" bond, showcases Salt Lake City's commitment to prioritizing biking as a sustainable and accessible mode of transportation while fostering greener and safer corridors for all road users. Special project features include raised sidewalks and bikeways at all non-signalized intersections, bike counters, wayfinding signage, and green-tinted concrete.

4. Inman Square | Cambridge, Massachusetts

After two and a half years of construction, the Inman Square project in Cambridge reached its much-anticipated completion in 2023, featuring sidewalk-level bike lanes, protected intersections, shorter crosswalks, and a vibrant new plaza. Serving as a pivotal crossroads for various modes of transportation, these enhancements further Cambridge's dedication to Vision Zero and demonstrate the power of their Cycling Safety Ordinance, which propelled Cambridge to a score of 58 in PeopleForBikes’ annual City Ratings program. As evidence of its high quality, the project made headlines earlier this year after a social media video seemingly showcasing bike infrastructure in the Netherlands went viral, only to be revealed as a playful deception filmed in Cambridge's Inman Square.

5. Bryant Avenue South | Minneapolis, Minnesota

Minneapolis’s Bryant Avenue South reconstruction project, stretching from Lake St. to 50th St. W., reshaped a residential street in the heart of south Minneapolis. Despite its quiet residential character, Bryant Avenue is a key bicycling corridor parallel to the congested Lyndale Avenue. Previously converted into a "bicycle boulevard" in 2010, the reconstruction — which created a bidirectional sidewalk-level protected bikeway, intersection improvements, pedestrian-scale lighting, and stormwater infrastructure — reflects a forward-looking commitment to safer and more sustainable transportation that’s helped Minneapolis become the best large U.S. city this year’s City Ratings.

In September, Pasadena celebrated the completion of its first two-way protected bike lane along Union Street. The new 1.5-mile protected bike lane enhances connectivity to Pasadena's popular destinations, including Old Pasadena, Playhouse Village, Pasadena City College, Caltech, and the Metro Gold Line Station at Memorial Park. Approved by the City Council in 2016, the project repurposed existing road space to accommodate the protected bike lane, converting the previous one-way westbound street into a cyclist-friendly corridor. This initiative supports Pasadena's commitment to sustainable transportation and efficient urban planning. The project was funded through a combination of local and federal sources, including the American Rescue Plan Act, California’s Active Transportation Program, Gas Tax, Los Angeles County’s Measure R, CMAQ, and Pasadena’s Traffic Reduction Fee.

Inspired by successful implementations in cities like Toronto, Boulder introduced new "tall curbs" along Baseline Road in 2023 to physically separate bike and vehicle lanes, offering increased protection for people biking. The project is a critical element of Boulder's Core Arterial Network (CAN), which includes plans for strategic improvements along some of the city's least safe corridors for people walking and biking. With local artist Talia Swartz Parsell adding vibrant paintings to the barriers, the initiative combines safety and public art that complements the surrounding mountainous landscape. Further enhancements are slated for 2024, including additional bike lane barriers. 

8. Pinellas Bayway South | Tierra Verda, Florida

The Pinellas Bayway South Cycle Track in Tierra Verde is a significant addition to the more extensive Pinellas Trail network that spans more than 50 miles. Originating in 1983, the Pinellas Trail has steadily expanded since, becoming a regional destination with more than 1.5 million annual users. The new cycle track, separated from traffic by a raised concrete island, rectifies safety issues caused by vehicles parking in the prior non-protected bike lanes and helps reduce speeding along the corridor. Managed by the Florida Department of Transportation (FDOT) as part of a resurfacing project, the new cycle track closes a two-mile gap between the Pinellas Trail, connecting trail users to Fort De Soto County Park. “FDOT was able to use their existing standard detail for median islands to separate the cycle track from the travel lanes,” said Kyle Simpson, an active transportation planner with Forward Pinellas. “[That] reduced the cost of the project and did not require moving any drainage.”

9. East Main Street | Rochester, New York

Rochester’s East Main Street Reconstruction project features sidewalk-level bicycle lanes designed in accordance with the City's Complete Streets policy. While addressing needs such as roadway repaving, water main replacement, and new sidewalks, the project also introduced decorative lighting, street trees, and new signage. As part of Rochester's "spine network," a vital element outlined in the city’s Active Transportation Master Plan, the East Main Street project reinforces the city's dedication to creating a well-connected and accessible bike network.

Through a $6 million Midtown Tax Increment Reinvestment Zone project, San Antonio transformed Avenue B into a one-way, southbound street to accommodate protected bike lanes, wider sidewalks, on-street parking, and landscaping. Serving as a vital connection between the River Walk, Downtown, and various amenities, Avenue B contributes to San Antonio's expanding network of bike lanes and links to trails along the San Antonio River. Ultimately, the city hopes to extend the bike lane north of I-35 to reach the Witte Museum and Brackenridge Park. 

In a commitment to enhance road safety, the City of Dayton completed a $12 million reconstruction project along Salem Avenue between the Great Miami River and Cornell Drive. The federally funded initiative transformed a six-lane “stroad” into a lower-speed street with widened sidewalks, a bi-directional protected cycle track, decorative lighting, and pedestrian islands. The Salem Avenue project connects to more than 350 miles of regional trails as part of the Miami Valley Trails network. In September, Dayton approved an Active Transportation Plan to expand the network further, with more than 20 projects slated for construction by 2027. 

12. 12th Avenue South | Nashville, Tennessee

The 12th Avenue project in Nashville — envisioned as part of the 2017 WalknBike master planning process and subsequently identified as a top bikeway priority by the community — transformed a vital stretch of Nashville into the city’s first complete and green street. The 1.5-mile project includes physically protected bike lanes, bioswales for stormwater management, bus boarding islands, and safer pedestrian crossings. 

“The corridor had existing, substandard bikeways — with significant demand for better, safer facilities to connect affordable housing and student housing with Nashville’s downtown and other commercial districts,” said Anna Dearman, NDOT’s walking and biking manager. In response, NDOT moved the project swiftly from conceptualization to reality, with accelerated final design and construction phases to improve connectivity for affordable and student housing residents along the corridor to downtown and other commercial districts.

13. Turner Avenue | Grand Rapids, Michigan

With funding from a combination of the city’s Vital Streets program (a voter-approved income tax for road and sidewalk projects) and federal Surface Transportation Program and Carbon Reduction Program sources, Turner Avenue represents a major bike infrastructure upgrade for Grand Rapids. This transformative project, which replaced a striped one-way bike lane with a new, separated, two-way facility, spans 1.2 miles from 4th Street to Richmond. The project also increased greenspace to mitigate stormwater runoff and filter pollutants entering the Grand River. The city plans to begin design work to extend the bikeway from 4th Street to Fulton Street West in 2024.

14. Martin Luther King Jr. Drive | Atlanta, Georgia

The Martin Luther King Jr. Drive Cycle Track in Downtown Atlanta was a collaboration between the City of Atlanta Department of Transportation and the Atlanta Downtown Improvement District, furthering the Downtown Atlanta Master Plan by enhancing safety and accessibility in the city center. According to Stacy Grolimund, senior project manager with Central Atlanta Progress and the Atlanta Downtown Improvement District, the project began in late 2022 when the Atlanta City Council voted to resurface streets near City Hall and the State Capitol. Councilmember Jason Dozier advocated for the inclusion of multimodal safety enhancements to align the project with the City’s Vision Zero goals. For now, the protected two-way cycle track stretches from Forsyth Street to Capitol Avenue, but the project is part of a more extensive planned network that will ultimately provide direct access to State Farm Arena, Mercedes-Benz Stadium, Georgia World Congress Center, and westside neighborhoods like Vine City. 

Physically separated bike lanes in the suburbs? Yes, please! In Agawam, Massachusetts, Dutch-style bike infrastructure emerged as one of the standout bike lanes of 2023. Sparked by the Morgan-Sullivan Bridge replacement and MassDOT’s Complete Streets directive, the project resulted in separated bike paths along Main Street, Springfield Street, Suffield Street, and Memorial Avenue. The area, dotted with strip malls, now offers improved accessibility to local businesses and schools, marking a significant step toward sustainable transportation for this suburban area. Since completion, it's proven highly successful, with increased student biking and plans for further extensions to expand the network. Michelle Chase, Agawam’s town engineer, emphasized, “MassDOT’s Complete Streets program has been absolutely critical for the success of this project,” noting that it “inspired everyone involved in the design to push for the best accommodations even when challenges were encountered.”

16. 17th Street | Santa Monica, California

Santa Monica further solidified its reputation as a great city for bicycling with the completion of curb-protected bike lanes along 17th Street. Stretching just over a mile from Wilshire Boulevard to Pico Boulevard, this project features Southern California's first curb-protected intersections, offering significant safety improvements for cyclists. The 17th Street bikeway conveniently connects key locations such as the 17th Street Metro E Line Station, Santa Monica College, and the Michigan Avenue Greenway, creating a more accessible and interconnected bike network.

Earlier in 2023, Santa Monica's innovative use of a concrete extrusion machine for bike lane construction garnered significant attention, with the efficient, precise technology creating multiple blocks of protected bikeways in a single day. In a Streetsblog article from June, the city's principal engineer, Selim Eren, highlighted the sustainability, cost-effectiveness, and speed of the method, emphasizing the significant transformation from traditional bike lanes to the new protected design on Ocean Avenue, resulting in a substantial increase in cyclist volume. 

17. Meadowbrook Road | Jackson, Mississippi

Jackson’s new Meadowbrook Road project, unveiled in May 2023, has been championed by the Mississippi Department of Health for its role in improving public health and well-being. From Old Canton Road to West Street/Northbrook Drive, the $3.3 million project features a new road-adjacent shared-use path for people walking, rolling, and biking. Funded through a federal FAST Act grant and Jackson’s One-Percent Municipal Sales Tax, the project also included roadway resurfacing, ADA modifications, and traffic signal upgrades. Meadowbrook Road is one of several projects the city has underway to connect its downtown to the Fondren District and Jackson State University. “In our community, our residents value both cycling and walking along with accommodating wheelchair users. With a smaller right-of-way in the heart of the city and the need to use our limited space efficiently, the shared-use path has become our go-to choice in the city,” said Robert Lee, Jackon’s city engineer.

Stretching approximately 1.25 miles, the recently constructed Belmont Avenue protected bike lanes create a low-stress, east-west route across Chicago’s Kennedy Expressway and over the Chicago River while connecting several north-south protected lanes, neighborhood greenways, the Chicago Transit Authority (CTA) Belmont Station, and the 312 Riverrun Bike Trail. The project also improved safety for pedestrians and transit riders through curb bump-outs, concrete refuge islands, and bus priority treatments. 

The project marks just one of the dozens recently completed by Chicago — contributing to more than 55 miles of bikeway projects completed in the last year alone along streets like Augusta, Central Park Avenue in Garfield Park, Clinton, Dearborn, Grand, Kedzie, and Milwaukee. Together, these projects are signs of definite improvement for Chicago, which scored only 7 out of 100 points in our 2023 City Ratings. We’ll be watching closely to see how the city’s score improves in the coming years with its new commitment to protected bike lanes. 

On December 12, the PeopleForBikes Coalition Board of Directors approved our 2023 Industry Community Grants recipients, totaling $100,000 in funding across 13 grants. The grants will help fund projects that support our focus on building infrastructure that makes communities great places to ride a bike. The projects include several pump tracks, efforts to build safe routes to schools, demonstration projects to promote the importance of protected bike lanes, innovative solutions to combat bike theft in college towns, and mountain bike parks in flat urban areas.

2023 PeopleForBikes Industry Community Grants

Delmont, PA | Trail construction and intersection improvements for a connection to the Westmoreland Heritage Rail Trail. Our funds leverage an additional $18,000 to build a new and vital bikeway for residents and visitors in Delmont.

Sandersville, GA | Funding to construct the first 3 miles of a 250-mile trail system in Georgia, leveraging $6 million in other funding.

Los Angeles, CA | One in a series of “CicLAminis,” a neighborhood-focused open streets event celebrating new neighborhood bike infrastructure. This grant will highlight the specific trail extensions and protected bikeways that improve bicycling locally. 

Ann Arbor, MI | Demonstration project to install and evaluate permeable surfaces on a segment of the Treeline-Allen Creek Urban Trail to create a safe and accessible bike path through a floodplain.

Durango, CO | Demonstration projects of fully protected bike lanes on key portions of a proposed citywide network of low-stress bikeways.   

Saint Johns, AZ | A collaboration with the Legacy Teen Center to build a new pump track that will help launch the Legacy Bike Club. 

Jersey City, NJ | Demonstration project to install and evaluate protected bike lanes in Jersey City to leverage $670,590 in state funding for permanent construction.

Clear Creek Off-Road Bike Association — $7,650

Pearland, TX | Initial construction costs for an innovative mountain bike trail system in an urban park, using shipping containers to create hills in an otherwise flat, low-income neighborhood.  

Providence, RI | Community rides and organizing to win community support for protected bike lanes in low-income communities and leverage $28 million in federal grants.

Tempe, AZ | A "bike bus" to highlight the need for infrastructure that’s safe for children to enjoy on a bicycle and support its construction.

Eugene, OR | An innovative solution to prevent bike theft with a strategy to expand the use of public funding and provide an example for other college towns where bike theft prevents people from relying on a bike for transportation.

St. Louis, MO | Support for the construction of a quick-build protected bike lane on Compton Avenue, a key connection to existing bike boulevard projects in the citywide network.

In 1984, when Will Chavez was 17, he signed on to participate in a month-long, multi-state, 950-mile bike ride. A member of the Cherokee Nation, Chavez grew up in Eastern Oklahoma where he’d spend summer days riding a one-speed motocross bike with his cousins, exploring nearby Marble City and the local creek, where they’d go swimming. By the time he was finishing high school, Chavez was invited to participate in the inaugural Remember the Removal Bike Ride.

Founded by Mike Morris and Mose Killer, the Remember the Removal ride was envisioned as a way to better involve youth in their Cherokee culture. The school in Marble City only goes through eighth grade and about a third of kids often drop out when it comes time to transition to high school. Morris and Killer saw a need to cultivate leadership qualities in Cherokee youth, as well as help them build self-esteem and confidence to face life’s challenges. The pair settled on a bike ride that would not only test the youth mentally and physically but also allow them to honor their shared history.

The Remember the Removal Bike Ride retraces the Trail of Tears, a forced displacement campaign from the U.S. government that doubled as a form of ethnic cleansing. Between 1830 and 1850, some 60,000 people from the Cherokee, Muscogee, Seminole, Chickasaw, and Choctaw nations were forcibly removed from their homes in the southeastern United States and relocated west of the Mississippi River. The relocation to less fertile land took months, and more than 4,000 people died from exposure, disease, and starvation.

The Trail of Tears is actually a network of different routes  — Remember the Removal riders stick to the northern route.

By recreating the original route as a bike ride, Cherokee leadership hoped to expose youth to the hardships their ancestors faced when they made the same trek on foot decades before. That first year, Chavez joined 19 other students and ride coordinators on bikes, while support vans and a school bus followed with tents, food, and other necessary supplies. The group visited historical sites as they followed in their ancestor’s footsteps, averaging 60 miles a day. For Chaves, the trip was life-changing. 

“Before the ride, my self-esteem was not good and I didn’t have much confidence — that all changed after the ride,” says Chavez. “I credit the ride for giving me the confidence to take on numerous challenges like joining the army, finishing college, and having a career in journalism. The ride changed me because it forced me to go past my limits – physically and mentally. So, afterward, I had the fortitude to not give up when things got tough or when it seemed like a task was impossible.”

For the last 27 years, Chavez has been an assistant editor for the Cherokee Phoenix, which was first published in Cherokee and English in 1828 in New Echota (present-day Georgia), then the capital of the Cherokee Nation (the paper’s offices are now headquartered in the new capital, Tahlequah, Oklahoma). In addition to his full-time position, Chavez has worked as the coordinator and trainer for the Remember the Removal Bike Ride for the last four years. 

In addition to the inaugural ride in 1984, Chavez also participated as a mentor in the second iteration of the ride, 25 years later.

“In 2009, the chief at the time decided to bring the ride back and he consulted some of the original riders, asking how we did things,” says Chavez. “Except for 2020, it’s been going consistently since then.”

Today, the ride remains a youth leadership program for tribal members aged 16-24, with applications opening each year in September (there are also two mentor riders each year, for those 35 and older). The program interviews are comparable to a formal job interview — applicants are scored and selected by a panel at the end of October, before attending orientation in November. 

"When I was chosen to be on the ride, I felt a sense of pride grow within me," says Whitney Roach, who completed the ride in 2021. "I not only get to represent myself and my family, but I get to represent my ancestors who were forced on the Removal…I [had] the opportunity to retrace their steps in remembrance of their strength and resilience."

Selected participants sign a contract, committing to six months of rigorous physical training, clocking miles but also learning how to clip in and use a bike with drop handlebars and lots of gears. There’s also a cultural training component that includes Cherokee lessons.

“Most of our youth don’t speak Cherokee these days so that’s part of the training,” says Chavez, adding that the cohort’s formal introductions to the tribal council are always in Cherokee. “They learn the language, the culture, and the history of the Trail of Tears. They end up with a really good background of what happened so that they’re prepared when they go out on the road and people start asking them questions.”

Along the ride, which starts in Georgia, riders visit significant sites, including New Echota, the former Cherokee capital; Kituwah Mound, the original Cherokee homeland; Blythe Ferry, where Cherokees gathered during their forced removal; Mantle Rock in Kentucky, where the former Trail of Tears route is a hiking trail; and many, many unmarked grave sites. 

“There are so many points in history when the Cherokee people could have disappeared like some other tribes,” says Chavez, noting that in addition to surviving the Trail of Tears, the Cherokee survived a smallpox epidemic that decimated the tribe in the 1700s, the American Civil War in the 1800s, and the seizure of lands and destruction of tribal government the pushed the tribe into poverty in the 1900s. “Yet, we are still here today. From the standpoint of being a Cherokee person, the ride made me even more proud of who I am and even more proud of my ancestors for what they endured and survived,”

A body of research, published from 2020 to 2022, highlights the benefits of the Remember the Removal Bike Ride for participants’ physical, emotional, social, and cultural well-being. Past riders that were surveyed showed improvements in their diet and exercise habits, as well as their mental health, with reductions in things like stress, anxiety, depression, and anger. Perhaps most importantly, those surveyed also demonstrated improved social and cultural connection to one another, their Cherokee identity, and fundamental Cherokee values.

Over the course of three weeks, the youth ride anywhere from 40 to 70 miles a day, some much more difficult than others (particularly those in Missouri, nicknamed “Misery” due to its constant heat, hills, and rough roads).

In 2021, the riders switched from using road bikes to gravel bikes, which makes traversing the mountains and backroads much easier. The Cherokee Education Department pays for rider’s helmets, shoes, sunglasses, a bike computer, custom cycling kits, and bikes, which are Fuji this year but have covered the gamut of quality brands over the last decade. To receive the kit, riders are required to pass a grueling 60-mile road test — friends and family are then invited to watch them receive their kits, an event with a strong ceremonial element. When participants complete the ride itself, they get to keep their bikes.

In an average year, Chavez takes 8-10 riders, although this year it’ll be a group of six, having lost two to injury. Interestingly, since 2018, the Remember the Removal riders have been trending female, and since 2021, the cohort has been completely female. 

This years Remember the Removal cohort, which will begin their ride on June 5.

“Elders and council members have been asking, where are all the boys?” says Chavez, noting that male youth just aren’t applying. “Obviously, the girls aren’t afraid to do it — it’s tough and these girls want to take on the challenge.”

At the end of May, Chavez accompanied the riders to North Carolina, where they met up with the Eastern Band of Cherokee Indians, who also has a team of six riders. While the two tribes share a lineage, there are still a few differences in language, which can become apparent in the call signs used, all of which are in Cherokee. After a training ride together to get on the same page, the group will travel to Georgia, where they’ll begin the Remember the Removal Bike Ride on June 5, traveling nearly 1,000 miles through Tennessee, Kentucky, Illinois, Missouri, Arkansas, and Oklahoma.

Upon completion, the riders will join more than 200 alumni, many of whom are still as committed to the ride as Chavez is, showing up to help with training, mentorship, or on-route support. It makes sense — after all, Remember the Removal is first and foremost a spiritual journey. Not only does it test the endurance and emotions of those who participate, but it directly connects them to their ancestors. In riding, they remember where they came from and find the strength to go on.

This Annual Bike Ride Connects Cherokee Youth to Their History

On Oct. 22, The U.S. Fish and Wildlife Service (FWS) announced its policy for electric bicycle (e-bike) use on National Wildlife Refuge System Lands. Director’s Order 222 is in response to the Department of Interior Secretary David Bernhardt’s Aug. 29 Secretarial Order 3376 directing the Bureau of Land Management, Bureau of Reclamation, FWS and the National Park Service to establish interim e-bike policies that allow more people to experience America’s rich natural heritage with the use of a bicycle.

The FWS policy allows Class 1, 2 and 3 e-bike riding (without the use of a throttle) on National Wildlife Refuge roads, trails and designated areas where traditional bikes are allowed. The policy does not allow e-bikes in designated wilderness areas and most backcountry trails. Refuge managers may restrict e-bike usage if they determine their use to be inappropriate for the area, by notifying the Chief of the National Wildlife Refuge System and the public.

This new policy is significant — in 2018 alone, 1.3 million people rode their bikes on FWS lands, demonstrating the growing demand for bike riding opportunities. E-bike use is a modern way to experience the outdoors and this policy update will allow for more visitors to get out and ride.

E-Bikes Can Now Access 200+ National Wildlife Refuges

Fifty years after a freeway sliced through one of the country’s wealthiest black communities and left it out to dry, the neighborhood is trying a new way to serve its seniors.

Sweet Auburn, the neighbohood just east of downtown Atlanta where the Rev. Martin Luther King Jr. was born and preached before the 75/85 Downtown Connector was steered through the middle of the neighborhood, has struggled in the way many famous African-American communities have. But with a community farm, a new streetcar line and a dozen new pop-up businesses opening this month in once-empty storefronts, Auburn Avenue continues to hum with life. And this Saturday and Sunday, community members will join planners and experts on aging to redesign its core avenue, between Fort Street NE and Jackson Street NE, into one that can serve people of all ages more equitably.

“This weekend, we’re learning how to change our bike lanes, how to look at our sidewalks, look at our crosswalks, look at the outside, look at how to make things more exciting, learn how to create these community spaces,” said Nedra Deadwyler in an interview.

Deadwyler is the owner of Civil Bikes, a pop-up storefront that offers bike rentals, civil rights-themed tours and other services that “use bikes to transform the community.” She and other businesses and locals will work with Mike Lydon of Street Plans Collaborative to temporarily convert a buffered bike lane on the street to a protected bike lane, adding the physical separation proven to make it more comfortable to people of all ages — or, as bicycle planners often call it, people “eight to 80.”

Kathryn Lawler, director of the Atlanta Area Agency on Aging, said the two-day event will focus on the sometimes neglected upper part of that spectrum — a group whose interest in biking is soaring.

“It’s quite clear that the Atlanta region, if its only economic development strategy is attracting young people to the region, that’s not going to work,” she said. Even a much higher rate of migration to Atlanta, she said, won’t be enough to fill the region’s jobs.”We need to maintain an increasing percentage in the labor force of the 60-plus population. We need that older workforce to stay active.”

The event, called “Sweet Auburn: Living Beyond Expectations” and open on Saturday and Sunday, June 21-22, is an attempt to rethink Auburn Avenue into a street that makes this possible. It’s part of the Atlanta Regional Commission’s Living Beyond Expectations campaign, which is a partnership of ARC, Public Broadcasting Atlanta and Piedmont WellStar Health Plans.

Deadwyler said that in the two weeks since her shop opened, she’s started planning an “activity day” for the many residents of the area who tell her they’re curious about trying bikes. She hopes to use Auburn’s bike lanes to connect to the nearby Beltline trail.

Deadwyler’s hope is that events like this weekend’s will slowly transform what she called the “shallow” community on Auburn today into the “deep” one that once existed.

“It’s a great initiative,” she said. “But we, all these citizens and businesses, we’ve got to communicate, we’ve got to educate and we’ve got to take action. … It’s really up to us to cultivate the deep community that’s needed to get past all of these initiatives. It’s more than just having restaurants and bars. There needs to be more community spaces. … I feel like that lifeline is here, and there are folks who really want that. But I think there has been a neglect and a void for so long.”

Two-day demo will reclaim one of Atlanta's most celebrated streets for people

Bidirectional protected bike lanes, which put both directions of bike traffic on the same side of a street, may not be ideal. But they can be useful in a pinch. Like all protected bike lanes, well-designed bidirectionals are more comfortable to more riders than having no bike lanes on busy streets. This month in downtown Atlanta, something interesting is happening for the first time in the United States: two bidirectional protected bike lanes are crossing each other at a four-way intersection. Fortunately, both of them are on the “left” side of signalized one-way streets. This is generally the best way to use a bidirectional protected bike lane, in part because it prevents total chaos in situations like this one.

In a two-page memo this week, Atlanta Chief Bicycle Officer Becky Katz explained the five challenges before the city:

Create a safe way for bicyclists riding north or south on Peachtree Center Avenue to turn east onto John Portman Boulevard (toward Piedmont).

Create a safe way for bicyclists riding east or west on John Portman Boulevard to turn south onto Peachtree Center Avenue (toward the State Capitol). 

Ensure that motorists turning left from John Portman to Peachtree Center do not turn into the protected bike lane.

Designing an intersection that slows down users so that people have time to react safely to one another. 

Provide space for bicyclists to stop safely without disrupting the flow of other bicyclists.

There's no question it's a challenging situation. With advice from bikeway specialists at Toole Design Group, Katz's team settled on the modified protected intersection illustrated above. One defining factor of a protected intersection is a bean-shaped corner safety island, which prompts people in cars to turn the corner at an angle that makes it easy to see people approaching on bikes. When it went in, some early chalking suggested that it'd interfere directly with the bikeway; Katz said online that it wasn't the final striping. Instead, once the striping is finished, people of every mode will be prompted to move a little bit out of direction in an effort to help everyone see each other. Advances in bike lane design are leading to rapid changes in intersection design. No wonder the next AASHTO bike guide, which is currently being written by Toole, is expected to devote a whole chapter to it.

A milestone in Atlanta: Two bidirectional protected bike lanes intersect

Move over, Portland and watch out, San Francisco. There’s a new American Bike City on the horizon and she’s closing in fast.

When we think about bicycling in urban environments, we are not accustomed to looking south. The Memphis evolution and the commitment of Mayor A.C. Wharton started to change that perception. New Orleans boasts a lot of people on bikes and Florida is dipping its toe in the waters of bike friendliness. Now Atlanta is stepping up its game with events and initiatives that match a solid regional investment in active transportation.

Let me give you a few reasons why Atlanta is poised and prepared to go big for bicycling:

Not just a multi-use connector path, this transformative project is a network of parks, trails, and transit that will circle the downtown area and connect 45 neighborhoods. The U.S. Department of Transportation gave it a big thumbs up in September when they awarded the project an $18 million TIGER grant — the single largest grant in the recent round of funding. Four segments are already open with more coming soon.

When Kasim Reed took office in 2010, he wasn’t a bike guy. And maybe he still isn’t. But I’m guessing he’s been paying attention to other big city mayors like Rahm Emanuel and Mike McGinn and sees that a city that is inviting to people on bicycles and on foot is a city where people and employers want to be. In the last year, Mayor Reed led the City to approving $2.5 million for bicycle facilities, funded Atlanta Streets Alive!, the city’s open streets event, for the first time ever to the tune of $50,000, and promised to double the city’s miles of bike lanes by 2016. That’s a darn good start.

The first open streets days in 2010 drew a few thousand people, hitting the golden 20,000 attendee mark in 2012. Then the Atlanta Bicycle Coalition got this wild idea of holding Atlanta Streets Alive! on Peachtree Street, Atlanta’s main thoroughfare. The City agreed and gave them a permit. Well, whaddya know? On September 8th, 2013, 50,000 people showed up to walk, bike, rollerblade, skateboard and otherwise move along this signature city street. A month later, 82,000 people came out for the same good time on Highland Avenue. Who knew? It’s like they think they’re in LA!

Strong advocacy, clear goals, good partners

We’re giving a little shout out to our friends at the Atlanta Bicycle Coalition because we think they’re rockin’ it. When we gave them a grant a few years ago to join Georgia Tech, the City of Atlanta, and the Midtown Alliance in redesigning a section of road near GT to make it safer for bikes, we were delighted with the outcome. Now we are supporting them again with funding for an advocacy project that will transform three key Atlanta corridors by adding conventional and protected bike lanes. They turned our challenge of building business support into an opportunity and formed partnerships on this project with Ponce Street Market and MailChimp. They are working with the City of Atlanta to submit a strong application to become one of our Green Lane Project’s focus cities. And they’re doing it without a big staff or a big budget. Go ABC!

Why Atlanta is poised to go big for bicycling

The capital of the New South is working on its latest highway network.

The massive Beltline and an impressive grid of protected lanes that will connect the trail system to key urban destinations are poised to remake transportation in the city that anchors the country’s ninth-largest metro area. Following Mayor Kasim Reed’s target of making Atlanta one of the country’s top ten cities for biking, Atlantans have shown their enthusiasm with their feet: an estimated 95,000 to 106,000 people attended the open-streets event Atlanta Streets Alive on Sept. 28 — shattering the previous record by at least 12,000 people.

For comparison’s sake, Portland’s similar Sunday Parkways festivals also set an attendance record in 2014 … by drawing 109,000 attendees to all five events combined.

As the video above shows, Atlanta’s embrace of active space is part of a psychic shift in a city that’s shaking off its old Sprawlville USA image with a combination of bike, transit and affordable housing infrastructure.

“It’s really shifting the way people think about living in the City of Atlanta,” says Rebecca Serna, executive director of the Atlanta Bicycle Coalition. “The focus is on the core of the city.”

Atlanta plans big for bikes, and Atlantans turn out big time

A quick update on pro-bike policies from across the U.S.

Every year, PeopleForBikes monitors more than 200 state legislative bills to track the national bicycling landscape and quickly rally our supporters to back proposed improvements that could benefit bike riding in areas like infrastructure, funding, incentives and safety regulations.

Although the COVID-19 pandemic required many legislatures to adjust their sessions to accommodate virtual settings, many pro-bike bills across the U.S. still progressed through the legislative process. A few recent examples of these bills can be found below.

Model electric bicycle legislation: These bills define electric bicycles using the three-class system, establish rules of the road similar to human-powered bicycles and exempt electric bicycles from the registration, licensing or insurance requirements that apply to motor vehicles. Model electric bicycle legislation was passed in Alabama (HB 99), Iowa (HF 493), Minnesota (HF 10), Missouri (SB 176), Mississippi (HB 1195), Nevada (SB 369), North Dakota (HB 1148) and Vermont (SB 66) this year.

Safe passing: These bills typically require the driver of a vehicle to provide at least three feet of space when passing a bicycle traveling the same direction on a roadway. Safe passing laws were passed in North Dakota (HB 1290) and Georgia (HB 353) this year.

Idaho stop: These bills typically allow bike riders to treat a stop sign as a yield sign and a red light as a stop sign in certain situations. Idaho stop laws were passed in North Dakota (HB 1252), Oklahoma (HB 1770) and Utah (HB 142) this year.

Vulnerable users: These bills typically help protect vulnerable road users, such as bike riders and pedestrians, by establishing fines that discourage and punish careless driving. A vulnerable users law was passed in Maryland (HB 118) this year.

Sustainable Transportation: This legislation supports decreasing the transportation sector’s greenhouse gas emissions by investing in bicycle infrastructure and electric alternatives to combustion vehicles. Sustainable transportation laws were passed in Colorado (SB 260) and Washington (HB 1091) this year.

PeopleForBikes’ 2021 Mid-Year Legislative Recap

A collaboration between the National Youth Bike Council and Atlanta Students Advocating for Pedestrians is providing free bike tune-ups.

Joshua Funches and Nora Ball may live 800 miles apart, but they’re united by a common goal: make bicycling safer and more accessible for youth riders. Funches, a founding member of the National Youth Bike Council (NYBC), got involved in bicycling through Neighborhood Bike Works, a Philadelphia-based shop and advocacy group that provides equitable access to bicycling through education, leadership and career-building opportunities. Ball, a high school student and founding member of Atlanta Students Advocating for Pedestrians (ASAP), became a bike advocate after multiple close encounters with cars while biking to school.

Like many, Funches and Ball were encouraged by the pandemic-induced bike boom of 2020, which got a lot of new riders out on two wheels. In 2021, the pair wanted to make sure their peers had the resources to keep riding safely. “Funding is a huge reason why so many of our peers don’t or can’t bike,” said Funches, noting that even if someone owns a bike, they likely don’t have the money for upkeep or repairs.

Searching for a way to help youth bicyclists keep riding, the duo launched Spring Back On Bikes. Working in their respective cities, Funches and Ball reached out to local bike shops to collect repair tickets that could be redeemed by youth whose bikes need a little love. “We have specific tune-ups that people can get — tire inflation or tube replacement, brake alignments, bolt checks,” said Ball. “They can also get just a general look over of the bike to see what it needs to get rolling.”

While they were initially worried that shops may be too busy or unwilling to participate, the young advocates were pleasantly surprised when three shops in Atlanta and three in Philadelphia signed on. All six shops are now offering the tune-ups completely free of charge to youth with a repair ticket. To receive a ticket, youth can email or DM a photo of their bike to NYBC, explaining what work might need to be done and listing the participating bike shop nearest to them.

“There are many reasons people are discouraged to bike, and we’re trying to take away those reasons,” said Ball, emphasizing that the group instead focuses on the benefits of bicycling. “It’s not only good for your health, but it’s also good for the environment and it’s economically viable — there are so many reasons to ride a bike.”

For those interested in supporting their work, it’s as easy as a click. “If you’re following us on social media," said Funches. "Our Instagram, our Twitter — that’s where we post the majority of our ‘here’s where we need help’ call-outs.”

Looking ahead, Ball and Funches are encouraged. “So many students reach out that want to be involved,” said Ball. “We have this program, it’s all set up, all it needs is to be implemented in other places. We don’t just want to reach youth in Philadelphia and Atlanta, we want to reach youth across America.”

‘Spring Back on Bikes’ Is Increasing Youth Ridership

In September 2020, the U.S. Department of Transportation (USDOT) announced this year’s awards for the Better Utilizing Investments to Leverage Development grants (BUILD, formerly TIGER). Of the $1 billion in grants awarded, nearly $300 million focus on or support bicycle infrastructure and active transportation. Ranging from recreational trails to river walks, large interchanges and shoulder expansions, BUILD grants provide the necessary dollars to complete important transportation projects that would otherwise lack sufficient funding from other sources. 

This year, 21 of the 70 total projects include bicycle infrastructure, a significant increase compared to previous years of BUILD grants. Applicants (generally cities, counties and transportation authorities) recognize that adding and improving bike infrastructure not only makes their applications more competitive, but represents their communities’ needs to serve the growing number of people riding bikes for both transportation and recreation.

More Americans than ever are relying on bikes as a means for efficient, socially distanced transportation and close-to-home recreation. Trail counters across the U.S. report a 75% increase in ridership compared to 2019, and governments at the local, state and federal levels face increased pressure to support the growing trends in active transportation by advancing infrastructure projects, enhancing safety and expanding mobility options.

2019 started with 11 states using the model three-class e-bike definitions. As of June 19, 22 states now define e-bikes within the three classes, effectively doubling the total in just six months. These eleven new states are: Georgia, Idaho, Indiana, Maine, Maryland, New Hampshire, New Jersey, Oklahoma, South Dakota, Texas and Wyoming.

A few major themes can be attributed to this success. First, states follow each others’ leads and seek regional consistency in how they treat e-bikes, so there’s momentum. Second, the e-bike market is booming and states recognize that riders need consistent and common-sense rules for where they can be ridden.

Last but not least, the unwavering support from the industry led directly to these wins. Without the above and beyond contributions raised by the BPSA E-Bike Committee to build on-the-ground teams in each of these states, making this much progress in one year would not have been possible. The companies that supported the e-bike initiative in 2019 are: Accell North America, Allegion/Kryptonite, Bosch, Brose, Bulls, Cycling Sports Group, DT Swiss, Envelo, Fantic, Felt, Foldaway Solutions, Fox, Genze, Giant, GM, Harley Davidson, Hi-Power Cycles, Ohm Cycles, Oregon E-Bikes, Pacific Cycle, Pedego, REI, Riese and Muller, Rocky Mountain, Shimano, Specialized, Sport Technik/M1, SRAM, Suzhou Bafang, Taioku, Tempo Bicycles, Tern, TranzX, Trek, Yamaha and Yuba.

In 2015, the BPSA and PeopleForBikes began this national campaign to pass clear e-bike legislation in all 50 states in order to create stability in the marketplace. E-bike manufacturers put aside competitive differences to develop the three class system around critical issues like motor assist, pedal assist, wattage and operational rules.

Good e-bike laws are completely changing business models and customer bases. In states where the three class system of e-bikes has passed, suppliers report that sales of e-bikes more than double. On the local level, bike retailers in states with this law report that having a statewide three class e-bike system helps their team clearly explain where e-bikes are and aren’t allowed, and e-bike sales help offset the loss of revenue due to other declining categories.

Most importantly good e-bike laws are leading to better e-bike access. For example, after Wyoming legislators passed the state’s three class e-bike law in February, Wyoming State Parks decided to allow Class 1 eMTBs anywhere a traditional mountain bike is allowed, and even opted to conduct a Class 2 pilot project. A number of local trail access wins from Virginia to Arizona can be attributed to land managers recognizing the increase of eMTB use and creating consistency with the three classes of e-bikes and state laws.
